House of Representatives vote on the drug law and the continuation of retirees of self - financing salaries

House of Representatives voted in its regular twenty - sixth session , headed by Dr. Salim al - President of the Council and in the presence of 193 deputies on Tuesday, 11/01/2016 at the two bills and the decision regarding parliamentary finished reading three bills.

At the outset of the meeting, President al-Jubouri, stressed the keenness of the House of Representatives to follow up the issue of MP Mohammed al-Tai detained in the United Arab Emirates, calling on the Iraqi Ministry of Foreign Affairs to make efforts in pursuing the case through diplomatic channels, calling on the UAE authorities to cooperate on resolving the issue of the Attorney-Tai.

On the other hand, Mr. President of the Council face, for the security and defense committee to submit a detailed report on the situation in the city of Kirkuk during the next meeting at the request submitted by MP Arshad al - Salihi.

President al-Jubouri and announced the Council's intention to display the names of the ladies and gentlemen MPs who bypassed Gaabathm the legal limit and that some of them will arrive to cancel membership in the next meeting based on the authorization granted by the ladies and gentlemen of Representatives in this regard.



The Council voted on a draft law on drugs and psychotropic substances submitted by the committees of health, environment and security, defense and law based on the authentication of the Republic of Iraq and its entry into many of the same drugs and psychotropic substances relevant international treaties and to tackle the spread of illicit trafficking in drugs and psychotropic substances in Iraq and for the suppression of criminal gangs operating mislead some classes of people and encourage them to use those substances that pose a serious threat to human health and well-being and damage the economic, social and cultural foundations of society and for the purpose of adopting a scientific bases in the treatment of drug addicts drugs and psychotropic substances, and to strengthen the Arab and international cooperation in this regard and to prevent drug and plants that derive psychotropic substances cultivation or reduce them as a serious pest threatening entity of society and the development of deterrent penalties for growers and traffickers out.

In turn provided to the Committee on Health and the environment thanks to the ladies and gentlemen of Representatives to vote on the bill after six years of being presented an important achievement will contribute to the reduction of the spread of drugs and protect young people from this scourge.



The Board completed the vote on the draft law amending the decree passport filter atomic endowment No. (1) for the year 1955 submitted by the Committee of Religious Endowments and Religious Affairs for the issuance of the Shiite Endowment Act No. 57 of 2012, which defined the way of Awqaf and organization to manage their affairs and to ensure that the application of the decree atomic moratorium Filter No. 1 for the year 1955 on the Shiite Waqf.



Then the Council voted on a parliamentary decision to ensure the continued disbursement of pension to employees of self-financing companies an exception to the completion of 50 years of age requirement and retiring pursuant to the provisions of Article 12 of the Unified Retirement Law No. 21 of 2008 item III who had previously Anvkoa from office until the issuance of the decision which was based on the request of 71 deputies.

The Presidency has decided to postpone the vote on the draft of the Iraqi National Paralympic Committee Act and sponsored by the Youth and Sports Committee at the request of the Commission



The Board had read the report and discuss the draft protection of witnesses, experts and whistleblowers, victims and law submitted by the Legal Committee .

In the interventions MP Najiba Najib stressed the importance of the law in the protection of witnesses.

He noted the MP Abbas al - Bayati said the importance of the law is being lead to the cancellation of an earlier decision to the authority of the now defunct coalition, calling for the adoption of the experience of 10 years instead of 15 years for the director of witness protection and the establishment of the Department of the circle instead of the Directorate.

He said MP Hussein al - Maliki that the law did not specify the nature of the protection enjoyed by the informant.

He MP Ammar Tohme that the law stimulates citizens to cooperate with security forces to combat terrorism, pointing out that the inclusion of protection the decision should be linked to the prospects of the risk to the informant or his family.

He suggested MP Zana happy that the bill includes the right to the enjoyment of the right of witnesses and informants legal protection without a request.

In its reply to the interventions it confirmed the Legal Committee on the importance of the bill in the current stage in order to avoid threats to some Aotrddhm in to testify, especially in crimes of integrity , financial and administrative corruption.

Council completed reading the report and discuss the draft law on ratification of the Convention on the financial loan the World Bank submitted to the Republic of Iraq signed on 03.02.2014 and submitted by the committees of Foreign Financial Relations Act.

In the interventions of the ladies and gentlemen of Representatives on the bill MP Riad Ghraib demanded to speed up the ratification of the Convention, the fact that Iraq is going through in a big current phase of financial distress.

He said MP Hassan al-Shammari said the interest rate being exaggerated of 1.5% in the half year, an annual interest rate of 3% allowing the point of introduction of the loan achieve large profits, which imposes a rate cut.

The MP Risan Dler to the need to discuss the project in the State Consultative Council before ratification.

In its response to the input, the Committee on confirmed to take the observations and submissions into account and the account in order to make adjustments to ensure.
