 Baghdad / Zahraa al-Jassim

Linked to Iraq's energy profile, according to some people, the stability of the country, and the fact that the sector is almost the only source of wealth, public Valmoisnat totally dependent on financial its returns, which calls for intensified efforts to improve it, what is going on and address the problems of the industry.

This sector needs effective management and a strong government.

At the present time, it is also necessary to seriously strive to legislate the oil and gas law, which has been entangled in political disputes on the shelves of Parliament for years, and the creation of sufficient reservoirs to keep crude in view of the scarcity of supply in the international market.

To the need to activate the line of Ceyhan Turkish, in the event of the liberation of Mosul from the urging, and review the contracts licensing rounds, which showed low oil prices fragility.

These files and other important, open "range" with the member of the parliamentary energy committee and the Minister of Oil in the Transitional Government (2005) Ibrahim Bahr al-Uloum in this dialogue.

* How do you see the oil producing countries agreement (OPEC) to reduce production, whether it is appropriate at the present time?

- The OPEC countries' agreement to reduce production has had an impact on oil prices in the market, through the noticeable increase in prices over the past three months.

The agreement has had its weight in the market variables, although the production of the affiliated countries constitutes only about one-third of production Global.

The agreement, albeit belatedly, is in the interest of all, and the lesson lies in its continuation and the commitment of the producing countries to their quotas.

In this context, it is noted that Iraq has become the balance point of the Organization and an influential player, which will increase its influence by its production and export and increase its reserves and political relations with States.

[Asharq Al-Awsat] Is the commitment to the ceiling set by OPEC means stopping investment in the new oil fields, especially if the agreement lasts longer than a year?

The decision of OPEC this time is different from its previous decisions, since it did not focus on reducing the production ceiling, but the reduction depended on export quantities only, and the reduction that included Iraq and the rest of the countries related to the reduction of export rates.

Production is still free, this is useful for Iraq, where the internal consumption absorbs continue to invest in new fields.

The Ministry of Oil must seriously consider developing the giant field of East Baghdad in stages and small fields in the other provinces, especially the fields of the Middle Euphrates, and Iraq should remain pressured to review the commitment of OPEC members to quotas, and if necessary modified, and push towards the promotion of national investment.

Loudness about counters .. and licensing contracts

* There is a lot of fuss about the subject of counters, you can smuggle 100 thousand barrels per day, although it is subject to high control and periodic monitoring of the meters.

- This is a very important issue, since this obsession has been following the ministry for years, despite all the measures it sought to develop the measuring and calibration devices in the ports of export, under the supervision of the relevant committees and the involvement of the parties of scrutiny from international companies competent.

The Ministry of Oil last week, The committee met with members of the oil and parliamentary energy committee to visit the ports of export in Basra and the direct and direct access to the ministry's procedures in this regard.

This is a positive step to explain the facts of the matter and defend the reputation of Iraq and its oil sector and respond to reports and complaints raised in the media. Nha, and the most important step, we are in the process of thinking about providing legislative proposal on the measurements of the transfer of ownership of crude oil and gas, petroleum products and the law, and we hope that this legislation will be proposed, able to fill the gaps and keep the oil and gas and petroleum products from any manipulation of wealth.

* Is there an intention in the future to change the wording of contracts in the licensing rounds to direct investment formula?

There is no doubt that the wording of the contracts is not ideal.

Iraq signed a strategic error when it signed contracts to service and rehabilitate oil and gas contracts in bulk during a very short period. Iraq offered nearly half of its oil reserves in a period not exceeding six months.

We were opposed to this method, and let us in direct conversation with the former Prime Minister after the first licensing round on June 30, 2009, to take care in the rounds of licensing and the exclusive field Rumaila giant, after being referred to the British company (BP), to know first, on The gaps in these contracts over a specified period of time, and reform of its terms before proceeding to put forward other fields, but the political will was going to contrary to what we put forward, and discovered the disadvantages of such contracts (standard) at low oil prices, and found that the receivables owed by the government to companies not linked to prices, and they discovered that the rates Finalize Most of the competition fields were not realistic. They had to renegotiate again in 2013-2014 and many of the contracts were changed, but the change was also not in Iraq's favor.

* Reports indicate that the oil licensing companies, caused the aggravation of the problem of environmental pollution in Basra, what are your recommendations in this regard, and do you have knowledge of it?

It is natural that the problem of environmental pollution is exacerbated for a simple reason.

The more oil production, the more environmental pollution is due to the increase in the production of associated gas, which is burning more than half of it currently, hoping to invest it in the coming years. Years ago, I was visiting the Rumaila field and its facilities, and there was a disaster that was not economic, but an environmental catastrophe contaminated with land, because of large lakes of polluted water produced from oil wells, N recently we learned that the company was able to address the working order.

* For 13 years and the budget of the Ministry of Oil, is the largest among the ministries, but so far, has not been created enough oil reservoirs .. Why?

- Yes, Iraq is still suffering a shortage of storage capacity, and this one of the required issues in restoring infrastructure, after the destruction of the FAO tanks in the Iraq war - Iran, remained Iraq suffers from a severe shortage, has the storage capacity has improved two years ago, where he performed some of the reservoirs after delay and the problem faced by officials when the download is stopped for reasons of air, the companies are forced to stop production, the ministry bear stopped production as outside the framework of the contract costs, so the availability of the infrastructure of the ministry's responsibilities, especially that Iraq needs a storage capacity of not less than 40-50 Million barrels, calling for a To seriously consider investing in the construction of tanks outside Iraq to store Iraqi oil as is customary in other producing countries.

The legislation of oil and gas law has become a necessity

[Asharq Al-Awsat] What are the most important obstacles to the adoption of the oil and gas law, and can it be seen in this parliamentary session?

The political obstacles prevented this, and Iraq lost a historic opportunity not to pass the law approved by the Council of Ministers in February 2007, has been subject to political records that have lost the provision of legal and administrative framework of oil wealth, and I do not think that the old law is now useful, we may need to dismantle law to basic joints, and work on them without reliance on the old version.

The idea is as follows, the draft law of oil and gas in which the joints of three: the first regulation of the relationship between the center and the region and producing provinces, and the second organization of national investment in the oil sector, and the third organization of foreign investment.

With respect to the first joint, there is a proposed law to be discussed at the Commission on oil on the Federal Council of the policies of the oil and gas, the second detailed and on the Council of Ministers approved in its last session, the bill's national oil company and waiting for his arrival, and if the committee succeeded in passing laws, it means good steps Can check in this area.

* Do you have information about the possibility of running Kirkuk line - Nineveh - Ceyhan, Turkey anyway edit Mosul, and what will be the situation in Kirkuk, note that there is an agreement between the center and the region on the export of 150 thousand barrels per day, through the Kurdistan pipeline to Ceyhan and revenue sharing equally?

- The Ministry of Oil has the potential to rehabilitate the crude oil pipeline Kirkuk - Nineveh - Ceyhan, although it may take a period not short. After the end of the war, the cadres of the technical ministry are supposed to conduct a field survey to determine the possibility of operating it.

Therefore, Iraq has another export outlet for crude oil. The policy of multiplicity of ports, is one of the important strategies of the ministry, as for the agreements that took place in the circumstances of the war experienced by the region can be adapted.بحر-العلوم-لـالمدى-السياسة-أجهضت-قانون-
