The House voted in its 21st ordinary session held under the chairmanship of Dr. Salim al-Jubouri, Speaker of the Council and in the presence of 184 deputies on Thursday, 30/3/2017, the law of the National Paralympic Committee of Iraq and a parliamentary decision on the payment of dues to farmers.

At the beginning of the session, President Jubouri presented the condolences to MP Badr Al-Fahal for the death of his mother and read the Surat Al-Fatihah to the spirit of the deceased and the lives of the martyrs of Iraq.

MP Hamid al-Khudari read a statement on the occasion of the Martyr's Day, which marks the anniversary of the tragic calamity of the martyrdom of Mr. Muhammad Baqir al-Hakim at the hands of the treachery and atonement near the shrine of Imam Ali. He pointed out that the martyr of the mihrab learned from Imam Hussein the principles of revolution and that the deceased effectively contributed to overthrowing the dictatorial regime Recalling the effort and struggle of the great man who had a great sense of values ​​and values ​​and worked to achieve a transient project of sectarianism.

The Council voted on the origin of the formation of a commission of inquiry regarding the abducted from the committees of security, defense, human and legal rights and from the deputies of the provinces to which the abductees belong from all governorates.



The Council also voted on a parliamentary resolution including the confirmation of payment of dues to farmers in the provinces of Iraq according to the federal budget law for the year 2017 in Article 2 item 2 paragraph (f) Invites the government to complete payment of dues of farmers and farmers in the Kurdistan region, The farmers' benefits for 2016 and for a maximum of Sunday, April 30 and the abolition of the Cabinet's decision to reduce the prices of wheat and barley.

In another context, President al-Jubouri announced the offer to exempt the head of the media and communications from his office to vote in the meeting on Monday.



The Presidency decided to postpone discussing the security situation in the Sinjar district and the report of the security and defense committees and the regions and governorates not organized in the region at the request of the concerned committees.

The Council completed the first reading of the draft law abolishing the dissolved Revolutionary Command Council Resolution No. 223 of 1980, submitted by the Finance Committee for the purpose of authorizing the official state departments to close the amounts in the exchange and arrest documents issued in accordance with the currency currently in favor of the Treasury.



The Council proceeded with the first reading of the proposed law of the Nursing Syndicate submitted by the committees of civil society organizations, legal, financial, health and environment, which is in line with the changes that have occurred in the nursing and midwifery professions since 1959 and increasing the number of males involved in the profession and in line with the law of practicing nursing and midwifery professions No. 96 of 2012 and Nursing mothers and midwives in organizing themselves and joining a union running their affairs and defending their rights and the development of their knowledge and skills and improve their economic and social level.



The Council presented the issue of raising the flag of the Kurdistan region in the province of Kirkuk after being included on the agenda of the meeting.

The deputy Hassan Tauran that the decision of the provincial council of Kirkuk to raise the flag of the province over the official buildings contrary to the Constitution being from the disputed areas, pointing out that the representatives of the components Turkmen and Arab proposals to postpone the lifting of the flag of the province, but was rejected by the provincial council, Insisting on this decision will create problems in the province, which is still areas under the control of a preacher, calling on the House of Representatives to issue a decision to cancel the lifting of the flag of the Kurdistan region in the province of Kirkuk and the adequacy of the Iraqi flag.

For her part, MP Talabani considered that it is the right of any deputy to express his point of view, calling for presenting the subject to a specialized parliamentary committee, noting that science is not a science for the Kurdistan region, but a flag representing the Kurdish nation.

MP Mohammad Tamim stressed that raising the flag of the province in Kirkuk is considered a violation of the Constitution and Law 36 of 2008, stressing the importance of not deepening the differences between the components of the province and full-time to fight Daash, referring to the validity of the House of Representatives to cancel the decision.

For his part, the President of the Council announced the discussion of the issue of raising the flag of the Kurdistan region in Kirkuk at the request of MP Niazi Amaragoglu in the session on Saturday, after extensive receipt of a report on this matter of the relevant committees.




Then it was decided to adjourn the meeting until next Saturday 1/4/2017.
