A parliamentary source announced on Saturday the formation of joint committees between Baghdad and Erbil to activate Article 140 of the Constitution on the disputed areas.

"The Kurdish delegation that visited Baghdad last week agreed in principle with the central government in Baghdad to form joint committees to work on activating Article 140 of the constitution concerning the disputed areas," the source said.

The source added that "no date has been set for the start of these committees or determine a mechanism for its work."

A senior Kurdish delegation visited the capital Baghdad last Wednesday and met with the three presidencies to discuss the recent crisis in Kirkuk after the decision of the provincial council to raise the Kurdish flag.

Prime Minister Haider al-Abadi, head of the Kurdistan Region delegation to Baghdad, Fadel Mirani agreed to remove all obstacles that prevented the application of Article 140 of the Constitution on the disputed areas, while the delegation discussed with the President of the National Alliance Ammar al-Hakim, the joint files between Baghdad and Erbil.

A statement by the Prime Minister's Media Office, received by al-Sabah, said that "Abadi and the delegation of the region agreed to adhere to dialogue and calm, focus on the participants and abide by the constitutional and legal frameworks, in a manner that guarantees the unity of Iraq and coexistence among all the components. against terrorism".

The statement added that it was also agreed to remove the obstacles that prevented the activation of Article 140 and to emphasize the importance of preparing for the requirements of the census after the completion of the liberation of all lands and the elimination of elements calling for terrorism. He added that «the importance of joint action has been emphasized in the interest of all the people of one country .

In the same context, the visiting Kurdish delegation discussed with the President of the National Alliance, Mr. Ammar al-Hakim «the battle against the support and maintenance of the unity of the military forces between the Iraqi army and the popular crowd and Peshmerga and tribes to continue the victories in Nineveh, and to achieve security and political stability».

A statement by the Office of the President of the National Alliance that «has been also discussed in several files on the relationship between the federal government and the territorial government and the application of Article 140 of the Constitution and the question of the referendum, as well as address issues of administrative nature, legal and legislative and emphasize the intensification of constructive dialogue between Baghdad and Erbil on the one hand and between the parties Kurdish in the region on the other ».

The statement also «listened to the delegation of the coalition headed by the wise proposals of the Kurdish delegation to activate Article 140 of the Constitution to achieve greater stability and address the consequences of the failure to apply this article».

In a press conference held after the meeting, the Kurdish delegation expressed "satisfaction with the meeting of the delegation of the National Alliance headed by Hakim," stressing that «the dialogues were frankly and the atmosphere was positive, indicating that things are moving towards a solution through meetings and frank dialogue».

The head of the delegation of the region, the secretary of the Political Bureau of the Kurdistan Democratic Party, Fadel Mirani, that the delegation «told everyone during his meetings in Baghdad, that the referendum will be held in the Kurdistan region during this year», adding that «this does not mean the declaration of separation of the territory from Iraq» .

Mirani said that «Prime Minister Haider Abadi, made a proposal, and the delegation will deliver to the President of the Kurdistan region Massoud Barzani.
