The seminar was moderated by Dr. Mahdi Al-Hafez, who counted the business environment in the task of developing the economic system in the country as it relates to business opportunities and levels, stressing the importance of restructuring the general economic construction and empowering the private sector to play an important role.

He said in his speech that the need to amend the fiscal and monetary policy and the investment law and the provision of public services since the year 2003 was the stated trend is to establish a market economy far from obstacles and restrictions on the freedom of economic work, adding that this was not implemented fully and satisfactorily, The private sector has a leading or continuing role, and on the basis of the answer, it is possible to talk about the possibility of negative or positive impact of this sector in the business environment and development in general.

Financial Advisor to the Prime Minister Dr. The appearance of Mohammed Saleh explained the reality of the business environment in the country, noting that the World Bank issued a report on the business environment from 190 countries around the world based on a set of standards.
Saleh pointed out that the World Bank report for the year 2017 included 10 criteria and on the basis of which is calculated success or failure of the country, revealing that Iraq's ranking within the bank ranked 165 out of 190 countries, improving one degree for 2016 and the business environment was one of the ten .

The financial adviser to the Prime Minister that there are eleven countries ranked first in this standard because they have stable institutions to enable them to ease the start of registration companies, while Iraq dropped eleven degrees as a result of one of the articles related to women's status, which fall within the laws that have not been in effect since 1959 Which were considered gender-restricted laws for women to participate in the business environment according to international organizations. The report included several criteria including dealing with building permits, access to electricity, registration of property rights to the property, protection of the rights of minority investors, Including access to credit, with Iraq receiving 5 percent, the worst estimate.

The head of the Federation of Iraqi Businessmen Ragheb Reza Blibel pointed out that the country's direction after 2003 was towards a market economy, giving an important role to the private sector, but Bremer's guidance created damage and confusion to this sector. .

Blibel pointed to the formation of many committees to develop solutions and remedies to the problems facing the private sector resulted in the production of 16 strategies to activate the important industrial sectors, but the creation of a positive atmosphere needs support, while at the same time undermine the investment environment because of laws and administrative corruption, To take quick measures to review the existing laws, some of which belong to the former regime in order to create positive climate for the business environment in Iraq.

While calling for the Executive Director of the Association of Private Banks in Iraq Ali Tariq to find a degree of equality between government and private banks to enhance confidence in these banks and give them greater opportunity to contribute to development, pointing out that the percentage of 85 percent of deposits concentrated in 5 government banks and 15 percent, More than 60 private banks, wondering how these banks to exercise their role without deposits.

On the other hand, Tariq pointed to the existence of some failures in some private banks, but very few percentages, explaining that the deposit insurance law has not been approved by the House of Representatives since 2010, which led to the destabilization of confidence in the private banking sector.
