The House of Representatives votes on the exemption of the President of the Information and Communication Authority and the conviction of the answers of the Minister of Health

The Speaker of the Chamber of Deputies, in the presence of 220 deputies on Tuesday, 11/4/2017, voted on the exemption of the Chairman of the Information and Communications Authority and the conviction of the Minister of Health during the interrogation process.

At the beginning of the session, Mr. Jabouri condemned the crimes of the Council of Representatives in Iraq, which targeted the churches in Egypt and killed a number of Egyptian citizens and all crimes and these crimes targeting the social fabric.

The President of the Council announced the convening of a meeting of the heads of parliamentary blocs and committees on Wednesday in the Constitutional Hall to discuss the draft laws of the Electoral Commission and the Federal Court and the civil service and other legislation to resolve the most delayed during the current legislative term.

After that, MP Khalaf Abdul Samad read out a statement in the name of the National Alliance congratulating the birth of Imam Ali bin Abi Talib, praising his virtuous biography and his noble approach, recalling the anniversary of the martyrdom of Mr. Mohammed Baqir al-Sadr and his sister Bint al-Huda at the hands of the former regime. Who was executed by Mr. Mohammed Baqir al-Sadr contributed to depriving the country of this scientific and religious figure and his crimes in the mass graves and Anfal operations are still in sight.



The Council voted with the approval of 122 deputies out of 205 deputies convinced of the answers of Mrs. Adila Hammoud, Minister of Health provided during the interrogation.
Regarding the vote on the exemption of the president of the media and communications authority, al-Jubouri said that the request for exemption submitted by a number of deputies on the basis of the constitution concerns the right of the House of Representatives to question ministers and exempt them by an absolute majority of one half plus one.

He pointed out that the Council's right to exempt officials of independent bodies, To be preceded by questioning as in the case of ministers, indicating that the presidency of the Council did not receive any request wishing Mr. Chairman of the Information and Communications Authority to appear before the Council to state its position, which means continuation of the exemption procedures.



The Council voted by an absolute majority of 160 deputies out of 216 deputies to exempt Mr. Safaa al-Din Rabie, head of the media and communications, from his post at the request of deputies of 50 deputies for not attending interrogation sessions.

MP Vian Dakhil followed a statement on the initiative of parliamentarians for community peace in Nineveh, stressing that the organization of Dahesh committed horrendous crimes against all components of the province of Nineveh, stressing the importance of uniting the community through reconciliation and compensation of the victims.

And recommended the initiative of parliamentarians for community peace as the province of Nineveh in all regions of the province of the devastated and the Prime Minister to form a social committee of all components of Nineveh, including 13 members to attend the members of Nineveh and civil society organizations as observers as well as the importance of assigning the Commission on Human Rights to the Committee and the formation of subcommittees to facilitate its tasks .

The initiative pointed to the need to investigate the facts on the important issues and reconciliation between the components of Nineveh and address the social problems and monitor the work of the security forces and prisons and the referral of leaders of the Dahesh and all belonging to the terrorist organization and participated in the crime resulted in the killing and sabotage and contributed to the capture of women Yazidiyat and the demolition and burning of mosques and churches and relics to the judiciary in addition to the importance The Prime Minister shall issue a decision to support the Social Committee in support of community peace and the Committee shall work on the enactment of a law for social peace.

The Council completed the first reading of the proposed amendment to the third law of the High Commission for Human Rights No. (53) for the year 2008 submitted by the human rights and legal committees which came to the requirements of public interest and the High Commission for Human Rights is an independent body and is formed according to the Paris Principles, which requires independence in the selection process and the role The United Nations Human Rights Commission in Iraq with the Committee of Experts is limited to providing technical support and advice.



The Council completed the first reading of the proposed amendment of the first law of the Martyrs Foundation No. (2) for the year 2016, submitted by the committees of martyrs and political, financial and legal prisoners, which aims to address gaps in this law and to address the confusion in the administrative structure of the institution and the mechanism of appeal against decisions issued by the Special Committee.



The Council completed reading the report and discussion of the proposed law of the second amendment to the law of the Independent High Electoral Commission No. (11) for the year 2007 submitted by the Legal Committee.

In the interventions of the ladies and gentlemen MPs MP Mohamed Hori said that the placement of judges to run the Electoral Commission and return them to the judiciary again violates the Constitution as an interference with the authorities.

MP Ibtisam al-Hilali pointed to the importance of judicial supervision over the Electoral Commission.

MP Ammar Tohme proposed assigning judges to the Electoral Commission in accordance with a clear adaptation or requirement that the candidate be a judge and that his status should be changed if he is appointed Commissioner of the Electoral Commission.

MP Joseph Saliaa supported the use of judges in the Electoral Commission to manage and supervise the electoral process.

Representative Shorouq Abayji pointed to the importance of reforming the Electoral Commission in order to protect voters' voices.

MP Najeeb Najib stressed the need to adopt a practical mechanism that can be applied to reform the Electoral Commission, proposing to define one session for each candidate or to put a watchdog to monitor the work of the Commission.

Sheikh Hamam Hamoudi, First Deputy Speaker of the House of Representatives, pointed out that the first elections held in Iraq after 2003 were carried out by an independent commission, but the United Nations then proposed the formation of an electoral commission comprising representatives of the competing parties to monitor the performance of each other and despite our objection to that, Calling for a review of the Electoral Commission to be fair and courageous and far from any influence of the party.

The Committee pointed out that the problem of the Electoral Commission is focused on its administration, not only its supervision of the electoral process, pointing out that the Committee is ready to receive suggestions and ideas of ladies and gentlemen MPs to prepare the proposed law.



For his part, the President of the House of Representatives announced the proposal of the Second Amendment Law of the Independent Electoral Commission Law No. (11) for the year 2007 in a future session for the purpose of voting on it in principle.




The Council completed reading the report and discussion of the draft law of the first amendment of the Revolution Command Council (dissolved) No. (223) for the year 1980 submitted by the financial and legal committees.




In the interventions of the ladies and gentlemen MPs, MP Riyad Gharib pointed out the need to vote on the bill.

MP Mohammad Naji inquired about the possibility of issuing a currency less than 250 dinars for the purpose of benefiting from it.



In its response to the interventions, the committee stressed that the draft law aims to cancel the decision and amend its content relating to arrest and disbursement in banks and not to issue currency.

The Commission on Human Rights followed a report on its quarterly activity in which it pointed to its role in monitoring Iraqi human rights and monitoring the irregularities and follow-up of prisoners and detainees.

The report said that the committee followed up the humanitarian situation of displaced people and provided basic relief supplies to them. He pointed to the committee's readiness to speed up the legislation of the important laws in its possession, pointing to holding a series of meetings with the official bodies on the crimes of organizing the call of terrorists against civilians in various governorates, Civil society organizations for human rights as well as participation in a number of international conferences and seminars and to establish close relations with international organizations.
