The House of Representatives votes on a resolution prohibiting the participation of officials in conferences detrimental to the national interest and ending the reading of two laws

The House of Representatives voted in its regular thirty-first, which was held under the chairmanship of Dr. Salim al-Jubouri, President of the Council and in the presence of 173 deputies on Sunday 30/4/2017 parliamentary decision prohibiting the presence or participation of politicians or officials to conferences inside and outside Iraq without the consent of the Iraqi authorities, in addition to the end to read the two bills.

At the beginning of the session, the Council refused to recommend to the Commission on Human Rights through the Committee of Experts on the representation of the Yezidi component in the Council of the Commission as part of the share of the components because of the exposure of a large violation by the organization calling the terrorist.



The Council voted on a resolution prohibiting Iraqi politicians and officials from attending or participating in conferences and meetings that affect the security of the state, the political system and the national interest, which are held outside or inside Iraq without the approval of the Iraqi authorities.



The Council voted on the recommendations of the Integrity Commission's report on the violations committed by the Diwaniyah Governorate Council at the request of deputies of 45 deputies, which includes the objection of the House of Representatives to the decision issued on the authorization and delegation of the Council to the President to take legal action against members because the decision constitutes a legal violation and a pretext to prevent members from performing Their role and stop all legal proceedings against the member of the Provincial Council against the background of the questioning provided by the President of the Council and follow-up of the cases mentioned by the Integrity Commission and to instruct the security authorities to follow the fugitives and seize the car and open a case in the Integrity Commission on this matter.

MP Mohammad Naji read out a statement condemning repeated Turkish attacks on Iraqi soil, pointing out that Iraq has taken all possible means diplomatically to stay away from all that provokes the situation from the spasm and complexity to deter the repeated aggression by the Turkish government headed by Erdogan, which sparked a whirlwind his irresponsible statement when he accused the House of Representatives of legislation Of terrorism and accused the popular crowd of being a terrorist, in addition to blatant interference in the Iraqi Sunnis and repeated attacks on Iraqi soil by occupying parts of Mosul and using air force to commit crimes against targets in Makhmour and Sinjar, T Iraqis, required to take a national position commensurate with the Turkish challenge in the aggression against Iraq and its people, calling for a commercial boycott of the products of Turkish goods and prevent them from entering Iraqi territory and a resolution of the House of Representatives to commit the government to do so in support of our people and the maintenance of our sovereignty.

The MP Sheikh Abboud al-Issawi issued a statement on behalf of the tribal committee on the repercussions of the Iraqi society beyond the urging, in which he pointed to the importance of working to develop a comprehensive executive program to achieve stability and return the displaced and the establishment of security, expressing concern about the emergence of practices and habits alien to the tribes in the apparent exploitation of the weakness of power, Announcing the agreement of a number of elders of the tribes and tribes of Iraq on the total repudiation of all those who have proven belonging to terrorist groups in various names or helped or financed or promoted their ideas and the importance of speeding the judiciary to resolve the files of terrorists and the commitment not to adopt the issues of terrorist groups and not protect To ask the state government to search for the missing and appeal to the federal government and its institutions to compensate the families of the martyrs and provide the necessary supplies to return the displaced to their areas and work to achieve community reconciliation.

President al-Jubouri thanked the Parliamentary Commission for its great efforts to heal the rift and achieve social peace.



The Council ended the first reading of the draft health insurance law and submitted by the committees of health and an environmental, labor and social affairs in order to provide health services with high quality and enable the citizen to get them in health institutions in the public and private sector and outside Iraq and provide free service categories that are unable to pay the costs and alleviate the burden on the state and the citizen At the same time activating the private sector represented by insurance companies accredited to support and revitalize the health sector.

The presidential council postponed the vote on the draft law on the reform of inmates and depositors submitted by the Labor, Social, Legal, Security, Defense and Human Rights Committees and the Second Amendment Law of the Night Guards Law No. (Cool of 2000 submitted by the security, defense, legal and financial committees and issuing a decree obliging the government to take measures The right to shooters.

The Presidency also postponed the first reading of the draft law of the Council of State submitted by the Legal Committee and the report and discussion of the draft law granting the employee a long habitual license and address the conditions of contractors and submitted by the Finance and Legal Committee.



The council ended the reading and discussion of a bill to include the Judicial Institute into the judiciary after it voted not to respond to the bill.

In the interventions of Ladies and Gentlemen, MP Abdel Karim Abtan stressed the importance of the independence of the judiciary from the executive authority, which requires the inclusion of the Judicial Institute to the judiciary and its separation from the Ministry of Justice.

MP Abdul-Jabbar al-Abadi said that the Judicial Institute represents one of the important bodies to prepare the judges and linking it to the executive authority, which contradicts the constitution, which necessitates its inclusion in the judicial authority as an independent authority not subject to any interference.

MP Abbas al-Bayati proposed that the legal committee hold a meeting that includes representatives of the Ministry of Justice, the judiciary, the prime minister and the presidency to resolve the question of whether or not to include the Judicial Institute of the Ministry of Justice.

MP Awad Al-Awadi pointed out the importance of speeding up the enactment of a law to include the Judicial Institute of the Judiciary in order to consolidate the principle of separation of powers and the application of the Constitution, as well as the importance of determining the number of judges.

The deputy Ammar Tohma, the absence of the principle of interference in the work of the judiciary in relation to the Judicial Institute, which includes students become judges as interference in the context of the judicial decision is what is considered interference in the work of the judiciary.

On another issue, the Council discussed, on the request of MP Ahmed Taha Al-Sheikh, the issue of the difficulty of coordinating and follow-up committees to the Ministry during the performance of its oversight functions in accordance with the Constitution.

MP Ghaida Kambash highlighted the importance of legislating a law that contributes to addressing some problems and preserves the prestige of the House of Representatives, especially in relation to the follow-up of the work of universities, which are far from supervision and have broad powers.

MP Most Nassif explained that most ministries refrain from providing the MP with information or documents except through the parliamentary committees, although each deputy has the right to exercise the supervisory role without resorting to committees.

MP Riad Ghali urged the establishment of a clear mechanism for the oversight role of the deputy and the identification of penalties to reduce the cases of procrastination and obstruct the work of deputies.

MP Ashwaq Al-Jaf proposed a roadmap to be presented by the Speaker of the House of Representatives at the meeting of the three presidencies to facilitate the work of the deputies and their supervisory role.

President al-Jubouri thanked the MP Ahmed Taha Sheikh for the idea of ​​follow-up committees for their work with the ministries to be submitted in accordance with natural contexts as a proposed law, noting the possibility of referring the proposals received to the Legal Committee for the purpose of maturing the proposed law of the House of Representatives.

The Council discussed on the request of MP Amin Bakr on the disruption of the Parliament of the Kurdistan region.

MP Amin Bakr pointed to the passage of more than a year on the prevention of the President of the Parliament of the region to enter Arbil, which hindered the work of the parliament on the performance of his duty in the service of citizens affairs, calling the House of Representatives to issue a parliamentary resolution obligates the responsible authorities in the province to activate the work of parliament to carry out its oversight and legislative tasks and emphasis on Disabling the parliament is a constitutional violation.
