There is a lot of talk about the supposed role of the private sector in Iraq, its participation in economic decision-making and its effective contribution to the comprehensive and sustainable development, but unfortunately we have not yet seen on the ground but promises, the private sector has not given the opportunity it deserves, The despair has reached a level that some believe that the Iraqi private sector will not have a list under the mentality that is still controlled by some economic decision makers, which stems from distrust of this sector and the desire to keep its role marginal.

Who is responsible for it? Is it the government? Or parliament? Or the private sector itself? Or the subjective and objective circumstances that surrounded this sector and restricted its movement and brought it to the near deficit?

What are the requirements of the return of the spirit to this sector, which was behind the renaissance and progress of many countries in the world, foremost European countries after the Second World War?

Hundreds of decisions, recommendations, studies and articles emphasized the importance of the private sector and its current and subsequent impact on the economic development process in Iraq, especially in tackling the triad of evil poverty, unemployment and illiteracy, yet we did not give the ground practical steps or a road map that opens the doors to this sector to play its leading role in Development, and contributes to economic and social decision-making in the country.

In a sense of responsibility, the Iraqi private sector has embarked on announcing the emergence of the Iraqi Economic Forum, which was formed two years ago and brought together 12 federations and organizations of this sector, including the Association of Iraqi Private Banks, in a bold and unprecedented step to unify efforts. And to enter the arena of economic work under one heading, to draw the attention of the government, parliament and society in general to the potential of this sector, which includes millions of Iraqis working in various aspects of agricultural life, industrial, service and craft.



But this step has not yet taken its constitutional form because of the adherence of some of their entities and sub-identities, which prevented the completion of this great project, which we hope to see the light in the future.

As for the reasons behind the decline of the role of the private sector from self-criticism to ourselves before others, starting from the negative aspects of some of those who are affiliated with this sector, and to push them behind the quick profit projects and not seek to establish a strong and broad material base through which they can fill the void that resulted from the absence of the public sector after In 2003, not to mention the dependence on importing everything from abroad, in the absence of a strong industrial and agricultural base, and a consistent orientation towards the state consumer rent, as well as weak sources of funding and the inability to confront and compete with the foreign product and inability to communicate with economic institutions Global.

All these and other factors have made the Iraqi private sector almost impossible, despite the existence of subjective and objective factors that would have contributed to the advancement of the current reality.



Here we say that the private sector should contribute to the economic reform process, the work of the relevant government committees, the preparation of the general budgets of the country and the external visits of senior Iraqi officials, as well as the senior foreign officials who are keen to accompany representatives of the private sector with them during their visits to other countries. With all these negatives, the participation of the private sector in economic decision-making in Iraq is not difficult, and the private sector should not be seen as incapable of managing the national economy that has been constitutionally approved.



It must be opened in the context of the market economy theory, which was prepared by a roadmap for economic and commercial activity in Iraq.

That the private sector has many opportunities and large areas for the advancement of industry, agriculture, trade and services, and this will be achieved only through the formation of a higher economic council of Iraq consists of three ribs, the government, parliament and the private sector to develop plans for the country's short-, medium- and long-term economic and financial strategy, And draw a road map to get them out of their financial and economic crises, and benefit from the experiences of the countries of the world that went through similar circumstances.

It must be remembered that those who built Europe after the World War were not the Marshall Plan alone, but the creative and active European private sector, which in a few years turned the destruction of the war into reconstruction.
