First: Reading verses from the Holy Quran.

Second: Complete the vote on the bill to reform inmates and depositors. (Labor and Social Affairs Committee, Legal Committee, Security and Defense Committee, Human Rights Commission), (54 articles).

Third: Vote on the proposed law for the employment of the first graduates. (Higher Education Committee, Finance Committee, Legal Committee), (10 articles).

Fourth: Recommendations of the Education Committee regarding school buildings.

The House of Representatives votes on the law of running the early graduates and hosts the head of the Financial Control Bureau

The House voted in its 32nd ordinary session held under the chairmanship of Sheikh Dr. Hammam Hamoudi, First Deputy Speaker of the Council and in the presence of 176 deputies on Tuesday 9/5/2017 on the law of the operation of the early graduates and ended reading two draft laws while the President of the Federal Audit Bureau hosted to answer verbal questions.

At the beginning of the session, MP Jassem Mohammed read out a statement on behalf of the Youth and Sports Committee congratulating the Iraqi people on the occasion of the partial lifting of the ban on Iraqi sports stadiums, noting the establishment of a match in Basra International Stadium between the clubs of the Air Force and Zawra, praising at the same time the role of the concerned masters and their efforts from In order to lift the ban, demanding the Prime Minister to allocate financial resources to rehabilitate and support stadiums in Baghdad and the provinces.

MP Ahmad al-Jarba gave a statement on the displaced people from Ninewa province and beyond, pointing out the heinous crime carried out by the gangs and the terrorist gang near the camp of the hol inside the Syrian border, which killed a number of martyrs and wounded in addition to the abduction of hundreds of displaced people, pointing to the poor humanitarian conditions experienced by the displaced, And called on the Iraqi government to take moral and legal responsibility to support the displaced and preserve their lives and to work to bring all Iraqis present in the camp to the province of Nineveh, calling on the commander-in-chief of the armed forces to issue an order to command operations To provide transport to and accompany the displaced Ninewa province, who are in the camp of Hol from the port of Semelka and Rabia outlet to the point of security check and transfer them to the camps in Nineveh province with the importance of a resolution of the House of Representatives addressed to the government to consider the demands of the displaced.

The Council then voted on the recommendations contained in the statement regarding displaced persons in the Hull camp.

On the other hand, Sheikh Hammam Hamoudi, on behalf of the Council, offered condolences to MP Taha Al-Dafdi on the death of his brother.

The Council postponed the completion of the vote on the draft law on the reform of inmates and depositors submitted by the work and social affairs, legal, security, defense and human rights to next Monday at the request of the competent committee.



The Council voted on the proposed law on the operation of the first graduates submitted by the higher education, financial and legal committees, which was in honor of the extraordinary effort exerted by the first students and in support of the scientific movement in Iraq and as a way to upgrade the public office.

The Presidency decided to postpone the presentation of the recommendations of the Education Committee regarding the school buildings to the beginning of the next legislative term.



The Council concluded a report and discussion of the draft law granting the employee a long habitual license and dealing with the conditions of contractors submitted by the financial and legal committees.

In the interventions of the ladies and gentlemen, MP Noura al-Bajari pointed out that the employee who will work after obtaining the leave in the private sector may develop public relations that may be exploited for special purposes if he returns to the job.

MP Raed Ishaq pointed to the importance of granting the Council of Ministers the authority to exempt competencies from the law and made room for the possibility of cutting off the holiday, especially that the wisdom of the law is linked to the difficult economic situation.

MP Nassif said that the draft law is harmful to the employee, especially that he did not address the employee's desire to complete his higher education and the position of the institution to obtain the certificate.

MP Arshad Salhi stressed the importance of establishing controls that prevent the employee from exploiting his job if he works in the private sector.

Adnan al-Asadi pointed out that the leave should be 5 years and above, and that it be calculated for service and retirement purposes in order to encourage the employee to apply for vacation and to handle the slowness and increase the number of employees in the ministries.

He called MP Abbas al-Bayati to determine the proportion of the number of employees wishing to obtain a vacation with the inclusion of those who spent 15 years or more leave.

For his part, MP Fratt al-Tamimi proposed to exclude all elements of the security services from obtaining the leave.

MP Birwan Khailani called for activating an annual assessment of employees in the government departments, calling for increasing the maternity leave from one to five years.

MP Ammar Tohme to restrict the powers of the Minister to grant approval of the leave by linking them to the request of the employee to face the possibility of dismissal of employees.

MP Awad al-Awadi pointed out the importance of reconsidering the draft law because of several irregularities, including the reasons for granting leave.

In its response to the interventions, the Finance Committee confirmed that the proposals and opinions of the ladies and gentlemen, the deputies, were not mentioned, pointing out that there is no legislative overlap between the draft law and the budget law which is limited to one year only. He pointed out that the committee will hold a workshop to discuss the draft law in a wider way to reach the opinion.

The Council hosted Mr. Salah Nuri Khalaf, Chairman of the Federal Audit Bureau to answer an oral question presented by MP Mishaan Al-Jubouri.

The questioner asked oral MP Mishaan Jubouri about the volume of waste and financial corruption in the financial budgets that were audited from 2008 to 2016.

In response to the question, the head of the Federal Financial Audit Bureau, referred 513 cases to the Integrity Commission for the purpose of investigating them between 2008 and 2016, explaining that the Supreme Judicial Council has appointed the Inspector General or the Integrity Commission to investigate financial irregularities and referred them to the courts, indicating the transfer of hundreds of cases to the judiciary Administrative or court, including the file of money recovery, where the Integrity Commission answered 386 criminal cases, some of which were closed.

MP Jabouri wondered about the civil cases set up by the Bureau of Financial Supervision to recover state funds.

In his response, the head of the SAI stressed that the Bureau of Financial Supervision in 2016 transmitted a single file of about 50 cases to the public prosecution as well as referral of the Court to the issues to the Integrity Commission.

He called MP Mishan Jubouri to know the number of the intelligence, which was carried out by the Office of Financial Supervision to the Public Prosecution or the Integrity Commission and formed crimes related to the audit of the budget from 2008 to 2016.

The head of the Financial Control Bureau pointed out that the SAI refers cases that have suspicions of corruption to the Inspector General in the concerned ministry and then forwarded them to the Integrity Commission.

For his part, Sheikh Hamam Hamoudi, First Deputy Speaker of the House of Representatives, directed the Finance Committee to assess the work and procedures of the Financial Control Bureau.



The council ended the reading of a report and discussion of the draft law on foreigners' residence submitted by the security, defense and legal committees.

In the interventions of the ladies and gentlemen MPs, MP Abbas al-Bayati called for the establishment of an appropriate mechanism to encourage students of the scientific estate and grant residence to them in coordination with the province of Najaf.

For its part, the Committee stressed the formation of a mini-committee to study the draft law and consult the Ministry of Interior and National Security and the intelligence service for its maturity.

On the other hand, Sheikh Hamoudi announced an amendment to the list of interrogations after the Presidency received three documents and documents concerning the questioning of the ministers of transport, agriculture and education, which will be sent to the interviewees and the dates for subsequent questioning.

The Council was able to read the report and discuss the proposed law on the delegation of powers to the Committee of Regions and Governorates not organized in a region at the request of the competent committee.



Then it was decided to adjourn the meeting until Wednesday 10/5/2017.
