The House of Representatives votes on two laws and a parliamentary decision and ends reading the draft law on the rights of Turkmen

The House voted in its tenth regular session of its first legislative term for the fourth legislative year, which was held under the chairmanship of Dr. Salim al - Jubouri, the Speaker of the Council and in the presence of 235 deputies on Thursday 3/8/2017 on two laws and a parliamentary decision and ended reading two bills while delaying consideration of the process of questioning the Minister of Commerce and Agency to Next Monday.

At the beginning of the session, President al-Jubouri announced the resignation of the outgoing MP Talib al-Kharbit to request the Council to renounce his resignation and apologize for Mabdar of the right of the Council and the deputies of the words after the killing of a citizen, noting that the legal opinion confirmed that there is no legal obstacle to prevent the return of Mr. Talib al-Kharbit The resignation was accepted as the seat is still vacant.

The Speaker of the House of Representatives referred to the establishment of some popular activities and to the principle of popular control granting a moral honor to the ladies and gentlemen of the deputies who are absent and have a big role in the presence of meetings of the Council and parliamentary committees.

After that, MP Diaa al-Asadi read a statement on the occasion of the martyrdom of the religious authority Sayyed Muhammad Sayyed Muhammad Sadiq al-Sadr and his sons by the former regime. He read lessons from history combined with martyrdom, sacrifice and scientific jihad for the martyr and his revolutionary idea. He praised his role in the horizons of Islamic jurisprudence and jurisprudence. , As well as his role in the consolidation of patriotism, recalling his courage in the establishment of Friday prayers and stand against injustice and dictatorship as well as his humanitarian project and seek to achieve brotherhood among the people.

Then the Council read the Surat al-Fatihah on the spirit of martyr Mohammed al-Sadr and his sons and martyrs of Iraq.

Parliament member Renas Jano read a statement on the occasion of the anniversary of the genocide of 8,000 members of the Barzani clan and their being taken to prisons in the Anfal operations carried out by the Baath authorities. He said gang crimes against the Yezidis in 2014 and the killing of women and the killing of thousands of Yazidis and the destruction of religious villages and shrines. The Committee of Martyrs, Victims and Parliamentary Political Prisoners demanded the Presidency of the Council of Representatives and the Council of Ministers to stand against the measures that attempt to prejudice the rights of the families of martyrs and political prisoners and allocate sufficient funds from the government to meet the financial obligations of those covered by the two institutions and issue a decision of the House of Representatives not to prejudice the privileges and rights provided by the laws and the ministries to implement them As well as the Prime Minister's demand to withdraw the appeals filed by the Ministry of Finance on the law of political prisoners and lift the paragraphs that relate to the two institutions of the Social Insurance Act and activate the role of the two institutions And political prisoners to defend the acquired rights.

Then the Presidency of the Council postponed the completion of the vote on the draft law on provincial and district elections and submitted by the legal committees and regions and governorates not organized in the province.

President Jubouri held a meeting on Saturday, including the presidency of the Council and the heads of parliamentary blocs and committees to stand before some issues that oppose the law of provincial elections, including the issue of elections in the province of Kirkuk, as well as holding a meeting this evening, including the parliamentary committees concerned with the deputies of the province of Kirkuk to provide a compromise formula To the article on the elections of the province, stressing that the unity of the House of Representatives in the strategic issues is a target of the Council.

MP Mohammad Naji read a statement on the suffering of the Khatib area in the city of Shula in Baghdad province after some security forces immediately ordered the removal of residential buildings of more than one thousand houses. The Council voted on the draft law regulating the commercial agency submitted by the Committee of Economy and Investment for the purpose of organizing the business of the commercial agency and keeping pace with economic development and guarantee the rights of the Iraqi agent and allowed the deal with the public sector as well as the private sector and not restricted by a certain number of commercial agencies.

The Presidency decided to postpone the consideration of the appeals filed on the validity of the membership of some of the deputies because there is no quorum.

The Council completed the first reading of the proposed law of the First Amendment to the Law of the Judicial Supervisory Authority No. (29) of 2016 submitted by the Legal Committee in view of the issuance of the Federal Court decision unconstitutionality of some paragraphs of the law of the Judicial Supervisory Authority and to address the legislative deficiency.

The first reading of the draft law on the rights of Turkmen, submitted by the Human Rights Committee, was aimed at removing the effects of the tragedy suffered by the Turkmen as a result of depriving them of the most basic rights and the history of oppression, persecution, sectarian and ethnic discrimination, attempts to obliterate their national identity and demographic change, And in order to meet their needs in order to enhance the spirit of understanding and tolerance and strengthen the bonds of brotherhood between the various components of the Iraqi people and to contribute to the progress of Iraq and its development.

The President pointed out that a number of deputies submitted a request that includes confirmation and reinforcement of the signatures submitted on the request to question the Minister of Commerce and agency, explaining that the minister questioned submitted papers containing the withdrawal of signatures on the request for questioning, pointing out that the presidency of the Council received yesterday a letter from the Supreme Judicial Council demands In the presence of 40 members of the House of Representatives in the presence of witnesses regarding signatures of suspected fraud on the request for questioning.
