The House of Representatives is questioning the Minister of Commerce and hosting the President of the Arab Parliament

The Chamber of Deputies ended its 13th ordinary session under the chairmanship of Dr. Salim Al-Jubouri, the Speaker of the Chamber, and in the presence of 185 deputies on Tuesday 15/8/2017 the process of questioning Mr. Salman Al Jumaili, Minister of Commerce, and hosted by Mishal Bin Fahm Al-Salami, Speaker of the Arab Parliament.

At the beginning of the meeting, the President of the Council welcomed the President of the Council and the ladies and gentlemen of the House of Representatives, Meshaal Bin Fahm Al-Salami, the Speaker of the Arab Parliament and his accompanying delegation, pointing out that the presence of the delegation of the Arab Parliament represents support for Iraq in its fight against terrorism and preceded by strong indications of solidarity among the people and their deputies. The Council is keen to make more joint cooperation and fruitful Arab parliamentary communication and address the challenges that are going through the Arab reality.

In his speech to the Council, Dr. Meshaal bin Fahm al-Salami, President of the Arab Parliament, expressed his happiness at being present in the Iraqi Council of Representatives, noting the keenness of the Arab Parliament to cooperate, coordinate and consult with the Iraqi Council of Representatives.

The President of the Arab Parliament congratulated Iraq, the President, the Government, the Parliament and the people, on the great victory over the organization of calling the terrorist and liberating the city of Mosul and other cities. He appreciated the sacrifices of the Iraqi armed forces to fight the criminal organization.


He pointed out that the Arab Parliament has repeatedly expressed its support and support for Iraq to confront the criminal organization and its threat to its safety, unity, social harmony and assertion of the sovereignty of the Iraqi state. And non-interference in its internal affairs, urging that the relationship should be based on common interests and the rejection of any presence of foreign forces on Iraqi soil without the consent of Iraq.

"The Arab parliament has supported a unified Iraqi government that transcends the difficulties because the circumstances necessitate the provision of security, stability and a decent life for the people," he said. Iraq, looking forward to the return of Iraq to the status and strength and historical status at the Arab, regional and international levels as one of the cornerstones of the Arab House, noting that Iraq's commitment to joint Arab action will have the great impact of his return in the exercise of his influential role in the Arab arena Of.

He called for the strengthening of close and strategic relations between Iraq and its Arab region to reach the highest levels, which is working on the Arab Parliament through cooperation with Iraqi officials, stressing the support of the Arab Parliament for the project of national reconciliation in Iraq and its application effectively and real to ensure peaceful coexistence, The national reconciliation, noting that the success of national reconciliation contributes to building the present and future of Iraq, calling on Arab countries and the world to contribute to the reconstruction of liberated Iraqi cities and interaction with the direction of the sisterly Kuwait to host the reconstruction of the regions of the Aq liberated with the importance of resolving the problem of the displaced, stressing the demand of the Arab parliament, the Arab countries and the world and international organizations to shoulder their responsibilities and the Arab and play their role towards the problem of the displaced and Maieihoh difficult humanitarian conditions.

The Speaker of the Arab Parliament urged the Arab countries to stand together to meet the challenges by enhancing Arab cooperation, which contributes to achieving peace and security for the region, pointing out that parliamentary work is capable of providing solutions and treatments and positive impact on the official and popular decision-making.

Mr. Meshaal bin Fahm al-Salami, President of the Arab Parliament, thanked the Speaker of the House of Representatives Dr. Salim Al-Jubouri for his role in promoting and developing relations between the Iraqi Council of Representatives and the Arab Parliament.

The Council then hosted representatives of the Iraqi Youth Parliament from different sects of Iraqi society and its components to congratulate them on the occasion of World Youth Day.


President al-Jubouri gave congratulations to the Iraqi youth on the occasion of International Youth Day, stressing the Council's position with the young people to take their role in the next stage. He pointed to the keenness of the Council to enact laws that serve young people and provide opportunities for them to occupy an advanced position among the youth of the world.


Jassem Mohammed Jafar read a statement on behalf of the Youth and Sports Committee on the occasion of International Youth Day, in which he stressed the importance of the role of the executive bodies to monitor the youth and their interactive movement and follow up their demands in order to chart the road map to reach the goals of sustainable development.

Planning for the future and activating the youth movement, noting that the Committee on Youth and Sports adopted the proposal to fund the fund to support unemployed graduates with a monthly salary of 250 thousand dinars and the provision of loans for small projects.

The Council completed the vote on the draft provincial and district elections law submitted by the two legal committees, regions and governorates that are not organized in a region, with the exception of the controversial articles related to Kirkuk governorate elections.

The Presidency of the Council postponed the vote on the draft amendment to the Third Law of Governorates not organized in the region No. (21) for the year 2008 and submitted by the legal committees and regions and governorates not organized in the region to the next Saturday at the request of the Legal Committee.

The Presidency decided to postpone the vote on both the proposed amendment to the law of the Independent High Commission for Elections No. (11) for the year 2007 submitted by the Legal Committee and the proposed amendment to the Law of Ownership No. 25 of 1960, submitted by the Higher Education and Scientific Research Committee, Appeals on the validity of the membership of some of the deputies.

On the other hand, the Council concluded the first reading of the proposed amendment of the Anti-Terrorism Law No. (13) of 2005, submitted by the Legal Committee, which came to the seriousness of terrorist acts and the consequences of such acts to disrupt the public order and the safety and security of society. To anyone who begs himself to commit such terrorist acts.

The Council concluded the first reading of the proposed law of Babylon, the cultural capital of Iraq and submitted by the committees of culture, information, legal, tourism and archeology, which aims to strengthen the cultural and religious role of the province of Babylon and the revitalization of the tourist movement of archaeological, religious and cultural in Iraq.

The Council completed the first reading of the proposed law on the prosecution of states and terrorism support bodies provided by the Legal Committee.

The constitution and Iraqi laws provided for explicit and direct provisions allowing Iraqi citizens or the Iraqi government the right to sue countries or organizations that finance terrorist operations in Iraq.

The Council completed the first reading of the proposal of the Youth Support Fund Act submitted by the Youth and Sports Committee in order to alleviate the unemployment of young graduates and encourage them to support themselves and engage in the private sector and thereby prevent them from delinquency or engage in the ranks of Iraq's enemies by seducing some of them by terrorist organizations Acts that are illegal or harmful to the public interest of the country.

The Council then questioned Mr. Salman Al Jumaili, Minister of Planning and Minister of Trade, at the request of MP Alia Nassif.

At the beginning of the questioning, MP Alia Nassif inquired about the irregularities of the Indian rice contract for three companies and the existence of irregularities in the government offers to the Ministry of Planning and the non-conformity of rice to the specifications required in the contract and not to use solid companies to investigate after ascertaining the existence of irregularities in the imported rice in addition to not send specialists to examine and the Ministry Distributed rice to citizens despite the lack of conformity to specifications and misleading the public opinion on the facts about rice.

Al-Jumaili stressed that the contracts concerned the Ministry of Commerce and there is no relationship to the Ministry of Planning contract and the contracting procedures are in accordance with the legal contexts and there is no administrative or legal violation in this regard, noting that the receipt of rice and rejection is not within the competence of the Minister, The inspection company, which is considered a third party, supported the success of the specifications for the imported rice. He pointed out that the General Company for Cereal Trade is competent to import rice and wheat and executed thousands of contracts in accordance with specific controls and all the contract procedures were carried out by the company. The minister pointed out that the ministry has developed a strategy for the import of wheat and rice in accordance with the financial allocations allocated to be imported in accordance with strict instructions and conditions, noting that the examination team revealed the presence of an insect in one of the yards and after resorting to a firm for the purpose of testing confirm the validity of imported rice, Said that after the issue was raised in the media, the case became a matter of jurisdiction.

Naseef pointed out that the origin of the contract for rice ensures that imported varieties are free of odors and insect infections. As it is not suitable for human consumption and in the event of an infringement, the Grain Trading Company has the right to confiscate the full amount of the guarantee.

In turn, the Minister of Commerce said that the Cabinet approved the importation of rice from all sources and that the confiscation of the guarantee will be in case of complete breach, pointing out that the tests in the laboratories of the provinces confirmed the validity of most imported quantities and any quantity in which a defect is returned to the importer for the purpose of compensation.

And asked MP High Nassif for violations of the controls in the work of ration card, especially the expansion of the establishment of mills in a number of provinces.

The minister pointed out that eight mills have been given competence within the processing of flour within the ration card items after the pledge of the owner of the mill not to claim the logistics, noting the introduction of modern mills to achieve interest in the provision of ration card items without the cost of the state any money.

MP Alia Nassif inquired about the administrative irregularities of a number of employees who were assigned to important job positions and appointed them out of the job because they are incompetent.

The Minister of Commerce replied that the charges did not rise to the degree of irregularities, noting that the evaluation of the ministry's staff is subject to discussion and consultation with officials in the ministry, denying the existence of irregularities in the appointment of some employees or exceeded the procedures of accountability and justice.

High Representative Naseef pointed out that the Ministry of Planning did not put forward a plan for the Ministry of Commerce to secure the ration card requirements, pointing to the processing of some provinces with food and wheat more than other provinces.

For his part, the Minister of Planning and Minister of Commerce and the agency that it is not the duty of the Ministry of Planning to prepare plans for other ministries, noting that the plan of the Ministry of Commerce put by the Planning Department, declaring that the ministry continues to contract with international companies to import food, including flour and rice according to the allocations observed Of the ministry, pointing out that the rise or fall of prices carries political dimensions and speculations among some traders.

MP Nassif pointed to the minister's violation of the classification instructions granted to some construction companies without the benefit of having security indicators on some of them, which allows them to enter into government contracts.

Mr. Jumaili replied that the classification committee of contractors and black list includes the Ministries of Commerce, Housing and Construction, the Union of Contractors, the Engineers Syndicate and the Inspector General of the Ministry of Commerce. The classification shall be according to the regulations and shall be submitted to the competent minister for signature.

She called on the respondent to know the reasons for the violation of the Minister of Commerce instructions and the decision of the Council of Ministers to allow the work of some companies and the exception of the requirement of mechanisms for the security situation experienced by the country, which led to the transformation of the activity of 38 companies to the excellent classification.

The Minister of Trade and Agency said that the ministry has implemented the decision of the Council of Ministers in this regard and in the event of any violation can resort to the judiciary.

Asked how to put the companies on the black list, especially the continued work of some companies involved in suspicious transactions, including the company imported tea carcinogenic and other imported carcinogenic meat.

The Minister of Planning and the Minister of Commerce and the agency that the listing process is carried out according to priorities sent from the Ministry of Foreign Affairs to the Ministry of Commerce where it can not be included in the black list, which includes more than 600 companies without access from the Ministry of Foreign Affairs, stressing that the ministry is still waiting for the arrival of priorities and names of companies to be included On the black list of the Ministry of Foreign Affairs, expressing reservations about the use of the description of carcinogens on tea or imported meat.

At the end of the interrogation process, MP Alia Nassif confirmed her intention to provide evidence and documents for questioning to the judiciary.

The Minister of Planning and Minister of Trade, Salman Jumaili, also expressed his hope that the vote on the conviction of the answers would be based on objective rather than political grounds.

In turn, President Jubouri pointed to the continuation of the Council to complete the procedures related to the process of questioning in future sessions.
