[ltr]The voice of the House of Representatives in its twenty-second ordinary session, which was chaired by Dr. Salim Jubouri, the President of the Council and the presence of 182 deputies on Monday, 25/9/2017, a parliamentary resolution on the referendum in the Kurdistan region.

At the beginning of the session, President Jabouri recalled the lessons and lessons of the new Hijri year and the memory of Ashura during the month of Muharram al-Haram, which witnessed the revolution of Imam Hussein (AS) in defense of the truth and the struggle against injustice.

President al-Jubouri stressed that despite all the attempts and local and international movements to prevent the establishment of the referendum in Kurdistan, but the region passed by the Constitution, noting that the House of Representatives said his speech on the practice of unconstitutionality and lack of legal effect.

He called on the President of the House of Representatives to move seriously to take all necessary measures to protect the unity of Iraq, saying that what is causing concern and regret and will have a significant impact on the political process and will take all measures to prevent the occurrence of a historical lead to the division of the country, stressing the keenness of the Council of Representatives on the Kurdistan Region And its survival as part of Iraq and not to drag the Kurdish people to decisions leading to crisis.


Al-Jubouri pointed out that the House of Representatives is facing a historic position imposed by the crisis that wants to afflict Iraq and its stability and history, which requires the support of the government in making clear and bold decisions that maintain security, stability and partnership. The Council discussed the political crisis of the referendum in the Kurdistan region.

MP Ali al-Adeeb stressed that the referendum in the Kurdistan region is a serious historical event that will lead to the division of Iraq in a situation in which the Kurdish leadership has insisted on conducting it despite international appeals. He called for a decision on the membership of the ladies and gentlemen of the Kurdistan Alliance if they continue to boycott the meetings.

MP Salah al-Jubouri demanded that all legal and constitutional measures be taken to preserve the unity of Iraq and the people and ensure the safety of citizens as well as the need for government intervention to extend security in the disputed areas.

MP Zia al-Asadi said that the Kurdish issue is a problem that has lasted for many decades because it concerns the Iraqi political decision-maker who is facing the reality of the situation and working to address the consequences related to the disputed areas and the constitution. He pointed out that the American position towards the referendum is full of hypocrisy and deception, New to the United States.

The MP Ammar Tohma, the need to accountability and accountability of the referendum step in Kurdistan, a proposal to authorize the government to take all the measures and load the President of the Republic to carry out its responsibilities to maintain the unity of Iraq and the pursuit of financial accounts for the region and restrict the movement of air and land traffic in the federal government.

Abdul Rahim al-Shammari pointed out that the regional authorities in the disputed areas are forcing teachers and teachers to run the referendum process, forcing Arabs and minorities to participate in the referendum, calling for activating the decisions of the National Security Council and sending federal forces to Nineveh areas controlled by the Peshmerga forces.
In turn, MP Ahmed Taha Sheikh called for the importance of national consensus to support the government's actions to ensure the unity of Iraq.

MP Haji Kendor stressed the support of Yezidis for the unity of Iraq and its people, expressing the rejection of Yezidi areas to hold the referendum.

The MP Faleh al-Sari said local and international loans amounted to 132 trillion dinars, the share of the Kurdistan region, including 17% with the need to control the border crossings.

The MP Abbas al-Bayati, the keenness of everyone to embrace the Kurdish people and not to neglect it, pointing to the need to work on the reconstruction of liberated areas after the expulsion of an organization instead of resorting to the division of the country, pointing to the importance of issuing a parliamentary resolution is considered illegal and authorized the Prime Minister to impose A state of emergency in the event of a security disturbance in any area.

For his part, said MP Hamid al-Khudari that the time is not appropriate to hold a referendum in the Kurdistan region, calling for the Iraqi army to take over the protection and ensure the security of Iraq's borders and defend it and oblige the government to notify all countries and international organizations to deal with the Iraqi government exclusively and not deal with any party claiming to represent Iraq or part from him.

MP Ahmed al-Jarba stressed that there is no possibility of holding a referendum in disputed areas while its residents are displaced outside their areas.

MP Tamim pointed to the need to address all the authorities to hold the referendum and the House of Representatives to work on the imposition of the rule of law and have a position of the right wing, and called on the federal government to send federal forces to the border areas and disputed areas.

MP Khalid al-Asadi stressed that the referendum is totally rejected with the importance of taking a series of procedures related to the ruling of the Federal Court on legal irregularities.

For his part, MP Niazi Oglu, the return of Iraqi federal forces to Kirkuk and take action against the heads of administrative units who participated in the referendum and limit the overrun on the wells and oil wells in the province of Kirkuk.

MP Abdel Karim Abtan called for legislation to ensure the unity of Iraq and criminalize all those who exaggerate and consider Kirkuk and the disputed areas a red line.

MP Hassan Salem urged the government to intervene in the disputed areas, including Kirkuk, and take deterrent measures to face the referendum.

MP Raad al-Dahlaki pointed out the importance of forming a special committee to study the status of political partnership and develop effective solutions to the political process and study the reasons that led to the arrival of Iraq to the state of judiciary for processing.

MP Awatif Ne'ma warned of the consequences of the referendum as a clear plan to abort the political process in Iraq.

MP Faiq al-Sheikh Ali asked about the position of the Iraqi constitution in the event of the return of representatives of the Kurdish people to the House of Representatives, calling for a legal decision, not political.

MP Mahmoud al-Mashhadani pointed to the importance of fortifying Iraq's unity through a decision to adopt the historic settlement paper to preserve Iraq.

For his part, Mr. Turhan Mufti, representative of the government in the House of Representatives on the unconstitutionality of what is happening in the Kurdistan region and not deal with any action is outside the Constitution, noting that the Prime Minister is ready to have decisions in the government as well as other decisions will be taken in the future.

Mr. Jubouri then re-drafted the paragraphs of the resolution, which was voted on the contents, indicating the participation of Mr. Haider Abadi, Prime Minister in the meeting on Wednesday.


The Council voted on a decision submitted by the Education Committee in coordination with the Ministry of Education to allow the students of the final grades to give them the opportunity to take the third round exam and improve the rate for the sixth preparatory students.

The Council completed the vote on a decision submitted by the Higher Education and Scientific Research Committee, which includes the cancellation of the decision of the Ministry of Higher Education and Scientific Research to ban the hosts for the year 2016-2017 from transferring to the universities of their residence as other students.

The Presidency decided to postpone the report of the work of the Committee of Experts to select the members of the Independent High Electoral Commission to the session next Wednesday.

The members of the investigative committee were voted on.


The vote was postponed to next Wednesday's session on the proposal of the law to amend the law of the High Commission Independent Electoral Commission No. (11) for the year 2007 and the proposed law of the second amendment to the law of the Independent High Electoral Commission No. (11) for 2007 and submitted by the Legal Committee.


The meeting was then adjourned until Wednesday 27/9/2017.
