Don961:  Iraqis vote for the reconstruction of their country led by Abbadi

5/12/2018 3:23:14 AM

BAGHDAD (Reuters) - About 24.5 million Iraqi voters were invited to vote on Saturday to elect a new parliament, whose main task would be to ensure the reconstruction of a country ravaged by three years of war against an oppressive organization.

In Mosul, the former "capital of the Caliphate" of the Dahedash organization in the north of the country, 26-year-old Ali Fahmi decided to vote for "security and economic stability".

For his part, Omar Abdel Mohamed said he voted "to change the old faces that caused the destruction of the country."

The 32-year-old father of two children, unemployed and unemployed, said he hoped the elections would be "a good opening for solving problems, especially unemployment," which affects one out of five young people under 30.

In Baghdad, whose roads were blocked due to curfews, police closed streets leading to polling stations to avoid any incident, especially after the organization recently threatened to target voters.

"I call on every Iraqi to participate in elections to prevent those who have controlled the country since 2003 and to save Iraq from sectarianism and corruption," said retired employee Sami Wadi, 74, the first voter at Al Amal Primary School in Karrada, central Baghdad.

But Wadi and its ilk are counting on a new era of war on corruption and reconstruction led by Haider al-Abadi.

In the Zayouna district of Baghdad, Mustafa Javad said he was participating today in "a desire for change.

If at the donors' conference in Kuwait last February, Iraq had secured $ 30 billion in commitments from its allies to re-establish its deficit infrastructure, the money could go unheeded.

Iraq is burdened with rampant corruption, and Iraqis accuse the political class of filling its pockets of state money.

The vote also comes amidst regional tension, as Iraq is a point of convergence between two historical enemies, Iran and the United States. Tehran has a major political influence on the parties in Iraq, while Washington has an influence on other parties.

The 8959 polling stations opened at 0700 hours (0400 GMT) and closed at 18:00 (1500 GMT), according to the head of the electoral administration of the Electoral Commission, Riad Badran.

The voting process is carried out according to a proportional law based on closed and open lists. The votes are distributed among the 87 candidates in 18 governorates according to their sequence in each list, to obtain 329 parliamentary seats.

Authorities have mobilized about 900,000 police and army personnel, a security official told AFP, as well as closing all border crossings and airspace on the day of the vote.

The elections are a precedent. For the first time, the Shiite parties are not on a unified list because of the power struggle between the hawks of the majority sect in Iraq.   link

Don961:  Is it possible to cancel the elections? .. Legal comment

2018/05/13 17:52

Legal expert Tariq Harb commented Sunday on calls for the cancellation of the elections and their results and the formation of a caretaker government for the next stage

"The Constitution is clear and it is the basis, it is the one who governs and regulates it, and the constitution says that after every four years, elections must be held," he said. "The calls to cancel the elections deviate from the provisions of the constitution. Or the arrival of some to power without elections. "

The legal expert added that "no one or party can cancel the election or its results at all, whether it is a political bloc or even all the blocs and parties in Iraq," stressing that "this will not be done even if the electoral process in which problems and many problems."    link
