In a new direction taken by the growing crisis over the parliamentary elections in Iraq, the presidential institution entered on the escalating crisis line after sending President Fuad Masoum to the Federal Court, challenging the constitutionality of the parliament's decision to force the commission to cancel the elections abroad and the manual counting and counting of 10% of the ballot boxes.

The last infallible decision prompted the deputies to collect signatures to dismiss him, considering that his move comes in support of the political party to which he belongs, the Patriotic Union of Kurdistan.

Despite the expansion of the crisis, political talks are still being held on a hoped-for political settlement that would ensure a breakout from the crisis through government quotas, but those efforts are predicting clashes with the desire of the more powerful Sadr movement in parliament to form a government of technocrats.

The results of the elections, despite all the expectations that had previously been expected to win the alliance of the conquest led by Hadi al-Amiri, and dissolved the alliance of victory led by Prime Minister Haider Abadi III.

On the line of crisis also, the Electoral Commission in Iraq rejected the recent decisions of the Parliament, and its President Maen Haithawi told a news conference that "the Commission will not respond to the decision of parliament to cancel part of the election results and the manual counting and counting of 10% of the ballot boxes."

He also said that "the decision is contrary to the law in force, and that the Commission will wait for a decision of the Federal Supreme Court in this regard."

The statement of the Commission coincided with an appeal submitted by the President infallible to the Federal Court by the decisions of the Parliament, which led the deputies to begin to collect signatures to dismiss the president, who is accused by Kurdish political forces, aligned with the Kurdistan Democratic Party led by Massoud Barzani, the practice of fraud.

The bloc of democracy and justice, led by Barham Saleh, issued a statement yesterday calling for "the abolition of elections in the province of Sulaymaniyah," noting that "submission of an appeal to the competent judicial body contains evidence that it is compelling about fraud and manipulation of the declared results."

"The president of the republic is responsible for following up and monitoring everything that contradicts the principles of the constitution and the laws in force," he said.

Commenting on the special session of the House of Representatives, saying that "there are doubts generated by the unconstitutional of this meeting," adding that "on the decision of the Council of Ministers to form a high commission to investigate irregularities and breaches," he inquired the Office of the President of the Federal Court on the constitutionality of this committee, That it and its actions are contrary to the principles of separation of powers. "

But he said: "does not deny the presidency and does not confirm the possibility of manipulation of the electoral process and the ballot."

The developments come amid reports of political contacts underway to prepare a comprehensive political settlement, based on proposals made by political parties (which did not reveal themselves).

These proposals are based on not dealing with the results of the elections in general, and the results of the Kurdistan region in particular, based on the weight of the political seats and the number in the formation of a government of national unity includes all, relying on internal Sunni, Shiite and Kurdish, guarantees this government, without going to a majority political government .

Sources from these parties said that there is a tendency among the Sunni forces to build alliances that fall within this context, especially after splits in the two main winning parties in the Sunni center, namely the national and the decision, and the entry of the solution bloc to the race to collect Sunni votes, Shiite, such as the list «victory» led by «Haider Abadi», in return for the establishment of Shiite political forces in similar actions, with the absence of the Kurdish consensus so far.

But the proposed new formula, a clone of the mechanisms of forming the previous governments, will not be accepted at least by the leader of the Sadrist movement Moqtada al-Sadr, who promised his supporters a government of technocrats, and his coalition is still in strenuous talks to win a majority guarantee the passing of the desired government.
