The House of Representatives discusses the distribution of grades and the transfer of powers

[ltr]The House of Representatives discussed in the sixth session of the first legislative term of its first legislative year in its fourth electoral session under the chairmanship of Mr. Mohamed Halboussi, Speaker of the House of Representatives and the presence of 218 deputies on Thursday 11/10/2018, the distribution of grades and transfer of powers.


At the beginning of the session, Mr. Speaker of the House of Representatives stressed the need to speed up the formation of parliamentary committees in order to take care of the legislation of laws and discuss important issues.


Then the Council discussed the grades and the transfer of powers in the presence of Mr. Mahdi Alalak Secretary-General of the Council of Ministers and a delegation of the Ministry of Finance under the chairmanship of Deputy Minister Maher Johan.


At the beginning of the hospitality, Mr. Halaboussi welcomed the ladies and gentlemen, calling for the need to pay attention to the issue of transfer of powers and the provision of grades.
For his part, Mr. Mahdi Al-Alaq Secretary-General of the Council of Ministers that the Council of Ministers to activate the filling of existing vacancies in the movement of owners until 31/12/2016, where the number of 60 thousand and 300 degrees vacant can be increased, noting that some ministries continue in discussions with the Ministry of Finance to count the numbers Vacant grades, explaining that the Cabinet approved the instructions provided by the Ministry of Finance on some of the controls must be provided by appointment, which imposes on the ministries and provinces to abide by all the provisions therein.


For his part, Mr. Maher Johan, Undersecretary of the Ministry of Finance said that the mechanism of filling the vacant grades focused on the authorities that moved the powers to confirm the movement of owners and the process of deletion and development and then the announcement of grades, explaining that the ministry has developed a budget law provides a provision of 3 trillion to cover the movement of owners And the issues that are not covered, pointing to the need for planning budgets belonging to the self-financing departments in order to facilitate the transfer of powers in the four hot provinces.

For his part, Mr. Turhan Mufti, the representative of the government that some of the ministries concerned began to transfer powers to the liberated provinces since last August, explaining that there is a legal impediment to the transfer of powers to the province of Kirkuk, especially that many of the powers still under the custody of the ministries concerned despite the opportunity for ministers to grant authorization to officials Circles in the province.


In the interventions of ladies and gentlemen MPs MP Faleh Al-Sari called on the Ministry of Finance to submit a clear report on the ratification of the grades and their staffing to the House of Representatives.


MP Muthanna al-Samarrai pointed to the failure to apply the separation of the Ministries of Education and Health despite a decision of the House of Representatives on this matter.


Rep. Razak Muhaibis pointed out the need to disclose the Ministry of Finance on the fate of financial allocations to 14 thousand degrees of functional proved to be not filled, calling for the mitigation of routine in the disbursement of funds to the provinces, especially the province of Dhi Qar.


MP Noureddine Kamel stressed the importance of distributing grades away from patronage, and that priority should be given to the holders of daily contracts and wages, which have long been on the job.


MP Uday Awad stressed that the job grades should be provided in connection with the absorption of ministries for the purpose of absorbing unemployment as well as a solution to the issue of the conduct of the provinces without revenue from the Center.


Deputy Ammar Tohme pointed out that the faltering of the industry and the decline in the agricultural sector have left the country with job opportunities for young people, which made the appointments from the government a hope for the unemployed, explaining the need to address the issue of lack of careful follow-up of degrees lost and the absence of justice in filling jobs.


MP Raad al-Dahlaki asked about the existence of a specific period of time to transfer powers or not, calling on the government to provide job opportunities for the unemployed through activating the work of various sectors.


MP Sabah al-Saadi wondered about the fate of the 14,000-degree financial allocations that were supposed to be occupied and proved otherwise.


The deputy Hassan Masoudi said that the Ministry of Housing and Construction is one of the most ministries that delayed the transfer of powers to the provinces, calling for activating the private sector in order to provide employment opportunities for young people.


She urged Deputy High Nassif to clarify the requirements of the World Bank on the grades, calling for the acceleration of the legislation of the Equal Pay of State employees.


For his part, MP Falah al-Khafaji called for the restructuring of state institutions to know their needs of cadres.


MP Hassan al-Akouli called for speeding up the activation of the Federal Service Council.
MP Kazem al-Shammari considered the importance of providing job opportunities for graduates of Iraqi universities and finding solutions for them.


MP Iman al-Obeidi questioned Baghdad's share of the appointments as the most densely populated Iraqi provinces.


Deputy Minister Kazem Sayadi said the government was not serious about launching the job grades.


For his part, MP Ahmed Jubouri called for the release of grades of the province of Nineveh according to standards of justice, especially that many of the decisions of the Ministry of Finance and the Council of Ministers on the functional grades and border crossings and the arena of trade exchange affected the citizens of the province.


MP Fratt al-Tamimi suggested suspending the appointments in the ministries until the formation of the new government and that amendments be made to the transfer of powers law.


MP Nayef Al-Shammari called for the support of free lecturers in the job grades because they have a role in sustaining the educational march in the province, stressing the importance of disclosing the fate of the job grades assigned to Nineveh and addressing the file of those dismissed from the security services.


"The province of Kirkuk needs to provide jobs in the security services and lift the injustice," he said, calling for the transfer of powers to the province in the absence of oversight bodies overseeing the progress of work.


And urged MP Siham al-Aqili to subject the issue of transfer of powers from the ministries to the provinces to an in-depth study.


He called MP Jamal Muhammad to transfer the owners of the Kurdish study in the province of Kirkuk to the Federal Ministry of Education instead of continuing to link them with the Kurdistan Regional Government.


The deputy suggested that we appoint Khoshaba to form a central apparatus for appointments, whether in the public sector or the private sector.


MP Jawad Hamdan said that the incompatibility between the decisions of the Ministry of Finance and the Council of Ministers contributed to the widening of the lack of availability of grades, noting that the financial allocations for the implementation of projects in the district of Husseiniya have not been received so far despite the promises.


MP Jassim Jabara called for the separation of the morning study from the evening study because it will contribute to the provision of 60 thousand degrees of employment according to a study prepared.


She called on Khadija Ali to speed up the formation of the Federal Service Council to establish criteria for appointment and balance appointments.


In response to the question of the President of the Council on the non-abolition of the Ministry of Municipalities and the reasons for delay transfer of powers, Mr. Touhran Mufti confirmed his support for the request to cancel the ministry, especially that the process of cancellation began to merge the Ministry of Municipalities with housing and dismantle it at another stage, especially after the transfer of organs and departments to the provinces, The delay in cancellation is linked to the Ministry of Municipalities because it does not have a voting law as well as overlapping administrative orders, stressing the need to complete the dismantling of the ministry.


In his response to the interventions of ladies and gentlemen, Mr. Mufti pointed out that the principle of transfer of powers is a term not found in the law of the governorates that are not organized in the region, but was mixed incidentally, which calls for opening an investigation in this regard, explaining that the liberated provinces only has not yet completed the transfer of powers, Stressing that maximizing domestic imports remains the preserve of the province.


The Mufti noted that the House of Representatives has the full authority to monitor the work and performance of the provincial councils, noting that the Husseinieh district faced geographical problems where it was sometimes considered within Baghdad and again to the province of Diyala, which led to the slow implementation of projects in them.


For his part, the Secretary-General of the Council of Ministers on the need to provide a disclosure by the Ministry of Finance for grades to enable the Council of Representatives to see them more accurately, praising the remarks of Ladies and Gentlemen Representatives on addressing the problem of unemployment in Iraq, stressing the need to activate the private sector in Iraq, Federal.


For his part, the Undersecretary of the Ministry of Finance Maher Johann Ban on the provinces to provide their salaries to the ministries in order to determine the needs of the provinces of grades, pointing to the establishment of a mechanism for the distribution of salaries equivalent to the end of service for members of the former army and monitor the necessary allocations to be included in the budget in 2019, That the Office of Financial Supervision is checking the issue of the existence of 14 thousand degrees of functional and proved not to be filled, pointing out that the Ministry does not have data indicating the number of employees in the Kurdistan region.


The President of the Council of Representatives, the representative of the government to provide ratios for the transfer of special powers of the provinces and the parties that hinder their transfer, calling for coordination with the Ministry of Finance for non-payment of salaries of those who stopped the transfer of powers, noting that the Secretariat General of the Council of Ministers and the Ministry of Finance will provide the House of Representatives in all grades Detailed next Thursday and to instruct the government agencies to announce the grades before the end of the budget preparation, urging the preparation of the wording of a resolution on the establishment of grades and trade exchange in the province of Nineveh.


He called on President Halabousi to send names of candidates to fill the membership of the Federal Council for its importance in the distribution of posts according to the controls with the Ministry of Finance to the House of Representatives to prepare grades related to the province of Nineveh or ten thousand degrees allocated to the province of Basra and address the governor of Basra to meet with officials of the Ministry of Finance on Saturday.


At the end of the hospitality, the President of the Council commended the participation of the Secretary General of the Council of Ministers and the Undersecretary of the Ministry of Finance and the accompanying delegation at the meeting.


On discussing the subject of student rates and the central acceptance plan, President Halabousi confirmed that he would contact the Minister of Higher Education and agree to attend the session next Monday.


It was then decided to adjourn the meeting until Saturday, 13/10/2018
