[ltr]The House voted in its 20th session held under the chairmanship of Mr. Hassan al-Kaabi, First Deputy Speaker of the Council on Tuesday 21/5/2019 and in the presence of 181 deputies to amend the law of the scientific complex, and ended reading a report and discussing two draft laws.


At the beginning of the session, Mr. Hassan Al-Kaabi reviewed the appeals filed on the validity of the membership of some ladies and gentlemen, due to the lack of a quorum of two thirds of the members of the Council.


The Council voted on the proposed amendment to the First Law of the Scientific Complex No. (22) for the year 2015, submitted by the higher education and legal committees for the fairness of the employees of the scientific community, like their peers from the staff of Iraqi universities as equal rights and duties.


The Commission on Human Rights followed a report on the events of Najaf province, in which it confirmed its follow-up to the events in the province through its field visit and meet with the provincial police chief and the families of the four victims who were killed during the accident and wounded in the hospital.


The Committee recommended in its report that the victims who were killed during the peaceful demonstration should be considered martyrs in accordance with the laws, and that the impartiality of the investigation should be maintained through the committee set up by the Prime Minister's Office, compensating the wounded and those affected by the damage they sustained and following up the report of the Security and Defense Committee. Freedom of Expression, Assembly and Peaceful Demonstration, and the referral of those who prove their shortcomings in accordance with the legal investigations to the judiciary.


The interventions of the ladies and gentlemen of the deputies focused on the need to preserve the safety of citizens in the peaceful demonstration and accountability of those who failed in the events of Najaf and demand the approval of the recommendations of the committee, especially considering the victims martyrs, transfer of investment files in Najaf province to the Supreme Council for Combating Corruption, Made in a quick time.


In its response to the interventions, the committee stressed the need to adopt professional accuracy in writing its report based on information from the governor and the police chief of Najaf and the families of the victims, indicating the follow-up of the judicial proceedings in case of proven failure.


The Council called on the first reading of the draft law of the Nursing Syndicate submitted by the Committee of Civil Society Institutions and Parliamentary Development at the request of the Health and Environment Committee to involve them in the legislation of the law.


On the same occasion, the Council, during a session chaired by Vice President Bashir Haddad, concluded a report and discussion of the Sixth Amendment Bill on Implementation Law No. 45 of 1980, submitted by the Legal Committee.


The interventions of the ladies and gentlemen focused on demanding the reconsideration of the terms of service of the Director General and the Assistant Director regarding the payment of fines, the proposal to amend the debt repayment clause according to the percentage of the amounts calculated, and the emphasis on practice and expertise.


In its response to the interventions, the Committee concerned sought to examine the proposals and all the views submitted on the draft law and proceed with its legislation.
The Council completed reading a report and discussing the draft law of the second amendment of the Law of the Union of Geologists No. (197) for the year 1968 submitted by the Committee of Civil Society Institutions and Parliamentary Development.


The statements of the ladies and gentlemen included a request to address the powers of the board of directors of the union after the end of its session and the job description of the geologists, and call for the inclusion of the union by the law of criminal courts and civil proceedings rather than subject to the law of discipline of state employees.


In its response to the interventions, the Committee stressed that it should take into account the views submitted and study them in order to serve as a basis for the drafting and adoption of the draft law.


He called on Mr. Bashir Haddad to read the report on the treatment of housing crisis submitted by the Committee to monitor the implementation of the government program and strategic planning to the next meetings.


It was then decided to adjourn the session until Wednesday 22/5/2019.
