(AGI)-cast the Iraq Foreign Minister Hoshyar Zebari on a word in the UN Security Council before a vote on a draft resolution that would leave Iraq in part of Chapter VII.
This decision will complete the task of the United Nations Special Coordinator in Iraq responsible for my missing Kuwaiti property found in 1999.

But the Council will transfer those cases under Chapter VI humanitarian work of the United Nations Assistance Mission for Iraq (UNAMI), taking into account the demands Kuwaiti keep under review the UN Security Council.

The resolution will call on Baghdad to reinforce its commitment to facilitate the repatriation of all Kuwaiti and other nationals or their remains and to continue to cooperate with the International Committee of the Red Cross in providing any information about them.
And he will urge Iraq to continue his efforts in the search for missing Kuwaiti property including national archives through the Joint Ministerial Commission between the two sides.

The Security Council will be asked of the Chief of Mission (UNAMI) promote, support and facilitate the efforts regarding the repatriation or return of all Kuwaiti and other nationals or their remains and the return of Kuwaiti property, including national archives seized by Iraq during its seven-month invasion.


In response to the Kuwaiti claimant will be asked from the UN Secretary General to submit a separate report to the Council on these matters in his reports on the work of the Mission (UNAMI) in addition to considering the appointment of a Deputy Special Representative (UNAMI) to assume responsibility for these issues and the provision of adequate resources.
The Board will review the draft reports in ways once the Mission (UNAMI) "with a view to considering the role of the United Nations in such cases if necessary" and will emphasize in conclusion that "this issue will remain under consideration".

The Council would welcome the part of the text of the draft resolution, the efforts of both Kuwait and Iraq in promoting regional stability and "all the positive steps taken by the Government of Iraq to implement the resolution 833 in 1993" on the border between the two countries.

And confirm that the situation now in Iraq "significantly different" than it was when Saddam Hussein invaded Kuwait in August 1990 and "the importance of restoring Iraq international standing equal to that which it had prior to that date.

The Council also would welcome "the continued Iraq to show its commitment to the full implementation of the obligations under the relevant resolutions of the chapter VII and continued payment of compensation established by the United Nations Compensation Commission".

Unlike
Chapter 7, which threatens to launch a (military) action air or sea or land may be necessary to maintain or restore international peace and security "chapter VI States that the Council" calls upon the parties to settle their dispute through negotiation, mediation, arbitration, judicial settlement or other peaceful means of their own choice ".

And the Council on the draft resolution will express "deep appreciation" for former Ambassador Yuli Vorontsov Ambassador Gennady Tarasov, Russian Central High Coordinator and succeeded in building trust between Iraq and Kuwait and contributed to the normalization of relations between them.
