Said a report from the UN recommendation 32 of the Iraqi government and the 11 recommendations of the Kurdistan Regional Government in the field of human rights.

These recommendations were in a report received Tuesday by all of Iraq [where] of the United Nations Mission to help Iraq (UNAMI) and the Office of the UN High Commissioner for Human Rights, a semi-annual report on the situation of human rights in Iraq includes the first half of last year 2013.

The report said, citing the government, said 33 of the total 135 from previous recommendations had been fully implemented and that there are 99 other recommendations have been partially implemented, while the remaining three recommendations of other pending implementation. The recommendations that were not implemented ratification of the Optional Protocols to the number of human rights treaties and to issue a standing invitation to all special procedures of the United Nations

The recommendations include the new Iraqi government to consider acceding to the Optional Protocol to the Convention against Torture and the Optional Protocols to the International Covenant on Civil and Political Rights and other instruments and review the reservations made by Iraq to joining the international treaties of human rights with considering the possibility of withdrawing.

3 The report recommended that in view of accession to the 1951 Convention relating to the Status of Refugees (the 1967 Protocol) and the 1954 Convention relating to the Status

Stateless Persons and the 1961 Convention on the Reduction of Statelessness and the Additional Protocol II to the Geneva Conventions of 1949 and the ratification of the Rome Statute of the International Criminal Court.

Also recommended to ensure the independence of the UN High Commissioner for Human Rights and the effectiveness of their performance in accordance with the principles set by the General Assembly of the United Nations and to consider accepting the procedures for individual complaints;

In the area of ​​armed violence and terrorism, the report recommended the development of policies aimed at addressing the conditions conducive to the spread of terrorism and to ensure the provision of appropriate resources and the training of police and security forces to help in the investigation of acts of terrorism so as to identify the culprits and charge them and deal with them properly and in accordance with the Iraqi constitution and Iraq's obligations international legal ..

Other recommendations:

Recommendation to ensure compliance by the police and all state employees working on law enforcement and the administration of justice for Iraq's obligations under the Iraqi constitution and international law of human rights, including in relation to persons held in connection with issues related to terrorist violence.

Ensure proper coordination and effective for financial support, medical and other forms of support for the victims of direct or indirect violence wherever or whenever committed these acts of violence.

Ensure the full implementation of the national strategy to combat violence against women, including:

A. Review all legislation to ensure that they promote women's rights and protection, especially amending the Penal Code No. 111 of 1969 in order to eliminate consideration of "honor" as a mitigating factor in relation to crimes of violence against women;

B. Ensure the allocation of adequate resources to provide medical and social support for women victims of domestic violence or other forms of violence, including the provision of shelter

C. Ensure that state employees working on law enforcement and the administration of justice to conduct proper investigations in all allegations of violence against women and to deal with the perpetrators in accordance with law;

The recommendations of the Kurdistan Regional Government has included the report:
