Report [where]: the delay in the ratification of the general budget reflects the political differences

Became the almost certain now that the 2015 budget will be voted on and ratified next Thursday for a late start of the year 29 days.
And except for 2014, which has not been approved budget, the delay in the ratification of the budget over the past decade has become a characteristic of the differences that dominated the political scene.
The cast of both the House of Representatives and previous governments blame the other for the delay in the ratification of the budget, which led to serious problems in the economic situation and delayed a lot of projects and rampant unemployment, poverty and corruption in government institutions, is that the good relations between the current government headed by Haider al-Abadi and new Council of Representatives, headed by Saleem al-Jubouri contributed to reducing the budget for the delay and it was possible to take place early in advance not to surprise a significant drop in oil prices to about half, which led to the fluctuation of guesses for revenues and expenses budget.
According to a report told all of Iraq [where] the budget did not recognize any of the past ten years on time before the start of the new year except 2005 budget that was passed in the first day of 2005, the first budget that recognizes after the dissolution of the Coalition Provisional US occupation authority in June 30, 2004
Since 2005, the budget has been in each year face difficulties in passing the House of Representatives.
During this delay periods stops working projects and delayed the assignment of new projects to the lack of powers to the exchange without a budget bill.
According to a report told all of Iraq [where] the 2006 budget was approved in January 15, 2006 simple delay of 15 days, but the 2007 budget was passed on the day of February 22, 2007 for a protracted 53 days
And ratified the Council of Representatives on the 2008 budget in late February 14 to 45 days from the beginning of 2008
And ratified the Council of Representatives on the 2009 budget on March 5 to delay 65 days
And ratified the Council of Representatives on the 2010 budget on January 28 delay of 28 days from the beginning of 2010
And ratified the Council of Representatives on the 2011 budget on February 20 to delay 51 days from the beginning of the year 2011
The ratification of the 2012 budget was on February 25, 2012 a 56-day delay
As for the budget year 2013 was approved by the House of Representatives on March 7, 2013 to delay 66 days.
