Fourth: the first reading of the draft accession of the Republic of Iraq to the International Organization for Migration Constitution Act. ( Committee on Foreign Relations , the Committee on the deportees and displaced persons ). (Article 2).

Fifth: The first reading of the draft law of the Ministry of Defence. (Commission on Security and Defence). (Article 14).

Sixth: The first reading of the draft law of the University of Defense for military scholarships. (Commission on Security and Defense, the Legal Committee ). (Article 28).

Seventh: The second reading of the draft law on ratification letters Law and exchange of notes and minutes of discussions on the Japanese loan to the Republic of Iraq, signed on 16/02/2014. ( Foreign Relations Committee , the Finance Committee ). (Article 2).

House of Representatives vote on the bill and finish reading the five bills

Majlis deputies voted eleven minutes, which was held under the chairmanship of Dr. Salim al-President of the Council and in the presence of 269 deputies on Thursday, 02.12.2015, on the ratification of the draft amended Convention Arab cooperation in the field of organizing and facilitating relief operations Law, finished in first and second readings of the five bills.

For his part, President al-Jubouri announced that the presidency of the Council felt that the report on each committee in the agenda of future meetings for its work and activities and legislation that accomplished and the problems encountered in their work, noting that the session on Saturday will witness read a report of the Commission on Security and Defense in witness next Monday session submit a report to the Foreign Relations Committee and then will be given an opportunity for each committee in the coming sessions.

The Council voted on a draft law on ratification amended Convention Arab cooperation in the field of organizing and facilitating relief operations and submitted by the Committees on Foreign Relations and Human Rights and Displacement and deportees and which confirms the desire of the Republic of Iraq in promoting and organizing cooperation law



Council ended the first reading of the draft accession of the Republic of Iraq to the United Nations Convention on the immunities of States and their property from the jurisdiction and submitted by the Committees on Foreign Relations and the legal order to provide immunity to the Republic of Iraq and their property from the jurisdiction so as to enhance the rule of law and contribute to the codification of international law and the development and harmonization of practices in this area.

Council completed the first reading of the draft of the Ministry of Defense and submitted by the Committee of Defense and Security Act in order to reshape the Department of Defense according to its own organizational structure.

The Board also completed the first reading of the draft University of Defence Act for military scholarships and sponsored by the committees of security, defense and legal for the development of the Iraqi armed forces according to the latest scientific and military tactics specialist through the preparation of the officers and some civilian cadres and prepare them and increase their expertise and find the necessary to achieve that tools.



It ended the second reading of the draft law on ratification letters Law and exchange of notes and minutes of discussions on the Japanese loan to the Republic of Iraq signed on 02.16.2014 and submitted by the Committees for Foreign Relations and Finance.

In the interventions of the ladies and gentlemen of Representatives on the bill MP Riad Ghraib stressed that very useful Japanese loan for Iraq, which needs to promote development in various aspects because of going through difficult circumstances.

The MP pointed out that Aziz Ugaili Japanese loan is one of the important loans to the urgent need for Iraq to him to achieve economic stability, especially the development of the port of Khor Al-Zubair, which represents a significant commercial importance to the whole country.

The MP said Hamdiya Husseini support for the law the fact that the loan will contribute to the fight against corruption in contracts and prevent referrals in addition to its contribution to the promotion of relations between Iraq and Japan.

The MP Awad al-Awadi, the importance of accelerating offer international agreements with various countries of the world on the House of Representatives in order to pass it without delay.

For his part, MP Faleh al-Khazali that the importance of the loan is to develop and deepen the Khor Al-Zubair channel which contributes to expand the entry of ships and increasing fiscal revenue earned under special circumstances faced by the country.

She high Nassif MP to the importance of contracting with companies sober for the implementation of the projects included in the Japanese loan, the House of Representatives to expedite the legislation claim treaties contract law.

He noted the MP Sirwan Abdullah said that Iraq would be affected by the issue of international financial borrowing, calling for the expansion of the industrial and agricultural sector to enhance the country's resources.

The MP Mehdi al-Hafez Japanese loan, a kind of international aid, noting that the Japan of the most important donor countries for Iraq.

He suggested MP Mohammed Naji formation of a parliamentary committee to monitor the implementation of the Japanese loan, calling for Japan to provide facilities for the implementation of investment projects to serve the Iraqi people.

In response to the interventions of the Committee on confirmed taking into account the views and suggestions of the ladies and gentlemen of Representatives to facilitate the passage of the law is important for Iraq service.
