A Western diplomat said the new resolution "will narrow down larger and will design the UN Security Council if it is difficult to assess its effect on the short-term."

The diplomat said that it was positive that Russia is an ally of the Syrian regime of the authors of the resolution because it had previously objected to several decisions in the Council since the start of the crisis in Syria.

But the application of these decisions is not easy because of the large number of brokers who deal with the extremists. The Board recommends that once again not to pay any ransom in case of kidnapped nationals, but several European countries to do so indirectly.

One of the main points in the new decision is the prohibition of art and artifacts stolen from Syria smuggling.

The draft resolution states that "all member states are obliged to take necessary measures to prevent trafficking of Syrian and Iraqi cultural property" that drove illegally from Iraq since August 1990 and Syria since March procedures (March 2011) (the beginning of the Syrian crisis) and ensure it back to her original.
