General Secretariat of the Council of Ministers uncles issued to Ministries (Finance, Education, Health and Environment, Planning, Construction and Housing, Municipalities and Public Works, labor and social affairs, youth and sports, agriculture) as well as the provinces and councils all they need through work under the decisions of the Higher Coordination Committee on the Transfer powers to the provinces.

This was based on the guidance of the Council of Ministers at its second session on 18 / August / 2015, which came in the emphasis on the authorities to abide by the decisions above-mentioned text. Full compliance with the supreme body coordinating decisions approved by the Board.

He pointed out that this directive making its binding, and that the board maintain or exceed that which would be subjected to legal accountability.

The guidance to ensure the safety procedures in the transfer of powers to the provinces, which was approved at a meeting of the supreme body coordinating in the first of the month.
