● gave the Central Bank (CBI loan program for the year 2015). Financial ceiling of $ 5 trillion.


● acknowledged the crisis cell at its sixth meeting on 08.24.2015 under the chairmanship of Prime Minister and lending mechanism in the industrial, agricultural and housing area, through this program.

● Rafidain Bank began granting self-financing circles loans to pay salaries owed to employees circles above for the year 2010 and exceeded the credit limit granted by the Central Bank of Iraq to the bank over the years 2010 to 2013 and in 2014 has increased credit limit to 10 trillion, while in the year 2015 has increased credit limit granted to (11) Trliuna Ministry has to pay the sum of (1900) billion dinars to extinguish loans granted in previous years and to consider the loans granted by the bank during 2015, our ministry, while the loans granted to the private investment sector, which is among the stalled for production projects, amounting to (25,079) billion dinars and that the benefits of it at $ 1600 billion dinars.

The work of the Central Organization for Standardization and Quality Control on the rehabilitation of testing laboratories to improve the quality of device services to the international level, where the number of qualified laboratories (5) laboratory and by an increase of 25 percent from what it was in 2014 for consumer and procedures of quality control on imported materials and goods protection.


Axis IV: increased oil and gas production to improve the financial sustainability

The most important achievements in this axis are as follows:

● reached Alkhoznip capacity of crude oil for the year 2015 (14,500 barrels), an increase of 3,250 barrels from what it was in 2014, as it was for 2014 (11,250 barrels).


● reached the proportion of the annual completion of projects increased Alkhoznip energy rate up to 09.30.2015 (46 percent) and an increase of $ (24 percent), as implemented this priority through three programs, the first storage system and pumping and transportation of crude oil and gas / SOC, and the second expand crude oil depot in Faw / Enterprise Co., and the third qualifying warehouse storage and pumping crude oil / project company.


● completion of tanks number (4) with a capacity of 66,000 cubic meters each tank in the brick warehouse was introduced to work.


● completion of an oil tank raw number (1) with a capacity of 82,000 cubic meters per PS1 warehouse was admitted to work.


● completion of reservoirs (2) with a capacity of 58,000 cubic meters each tank in Zubayr, warehouse / 1 was introduced to work.


● completion of tanks number (3) with a capacity of 58,000 cubic meters each tank at the FAO warehouse was introduced to work.

• construction of new refineries in the cities of Karbala and Missan and Nasiriyah.


● annual rate of achievement for projects to increase crude oil refining operations to provide petroleum products up to 09.30.2015 (37 percent) and implement this priority through 28 projects.


● complete the creation of the mobilization of Samawa gas station and bottling plant granular gas.


● completion of liquid gas spherical tanks in Taji, Hilla, Rusafa, Diwaniya, the rate of one tank with a capacity of 3,000 cubic meters each site.


● complete the project and the third unit to improve gasoline in the Basra refinery 10,000 barrels per day.


● sign a contract with the company TECHNO EXPORT Algikip to add refining unit in the Basra refinery 70,000 barrels per day card to become a total energy refined 280,000 barrels per day.


● increase in the production of oil derivatives produced rates and improve quality through the isomerization unit in the refinery project and two hydrogenation of naphtha and improve gasoline refinery in Samawa.




● projects to set up new refineries:


1. refinery in Karbala card 140 000 barrels per day and work is continuing acts of the EPC.


2. Missan refinery capacity of 150 thousand barrels per day and the investing company has signed a lease contract and processing of crude oil and refined processing of water.


3. Nasiriyah refinery capacity of 300 thousand barrels per day under Advertising and assignment.


4. refinery in Kirkuk, 150 thousand barrels per day card at the stage of receiving offers and studied.



• expand exploration of oil and gas reserves.

● completion of the crude oil pipeline (Zubair 1 - FAO) 50 km.



● completion of the strategic crude oil pipeline (Bozrah - PS3) a length of 225 km.



● annual completion of projects to develop system software export rate up to 30.9.2015 was (88.53 percent) and implemented through 13 projects.



• Develop a national effort and upgrading operations drilling of oil wells to increase production fields


● Crude oil production rate (licensing rounds fields and fields of the national effort) for the period
(01.09.2014 till 09.30.2015) 3236 thousand barrels per day.


● annual delivery rate of development projects and upgrading the national effort to excavate Alabaralnaftyh up to 30.9.2015 fields (63 percent) and implement this priority through 22 projects.
