The code of conduct and ethics and responsibility
Minister in the Government of Iraq
Introduction of the Prime Minister

I am pleased to offer to the members of the Council of Ministers a code of conduct. Intended to guide ministers after their term of office and official are principles which set out the basis of trust between the Iraqi people and their government. Hopefully, all the ministers of the work in this part of the Code.

Ministers clear responsibility to the Iraqi people and elected representatives. We must work hard and creatively to ensure that citizens in Iraq to government services that they expect and that is our duty to provide it. Ministers must also adhere to the highest standards of integrity and decency standards during the performance of their duties.

Announced to all members of the Council of Ministers, to emphasize the contents of this blog.

-1 Principle, the rule of law
Ministers must show respect for fundamental rights and freedoms enshrined in the Constitution in all aspects of individual and collective duties and responsibilities within the Council of Ministers. Ministers must also obey the letter and spirit of Iraqi law.

Principle 2 - Liability
Ministers must work for the public interest at all times. Officials Minister to the Prime Minister and responsible to the people and the House of Representatives. Principle 4 - objectivity

Principle 5 - Transparency
Ministers must ensure that their decisions and their actions be transparent with the assurance that it will be built on the basis of participation and the basis of such actions voluntarily (with the exception of the decisions that should not be disclosed under the law)

-6 Principle of honesty

-7 Principle of collective and individual responsibility
All decisions taken by the Council of Ministers are binding on all its members. The Minister must stick to the principle of collective responsibility which requires the Minister of Defense and uphold the decisions of the Council of Ministers whether the minister personally supports those decisions during the deliberations or not.

Ministers are personally responsible for the behavior and performance of their ministries so that they are ready to defend it in front of the House of Representatives.

-8 Principle to cooperate with any other center
Government institutions

The ministers must help the House of Representatives and the President of the Republic on the performance of their roles and demand from government officials in their ministries that provide the same level of support when they are asked to provide information. It is important to give the Minister accurate and truthful information to the House of Representatives and correcting any inadvertent error at the earliest opportunity.

Principle -9 command and control cabinet

Ministers should encourage and support all the principles contained in this Code through the correct leadership and that the minister be a role model.

Recruitment process
