Hello Everyone,
This is a very long news letter today since there is just so much news to report. The news is all very good and moving Iraq in the direction we need to see them mover. Remember I am still hearing there is a plan for currency reform geared to begin (or continue) the “deletion of the zeros” project in mid April by the launching of the lower denominations. I see this on track but only if we see the needed events taking place first.
Our main focus right now should be to watch for the announcement of the new CBI governor and I fully believe it will be Dr. Shabibi. So what do you think he will do once he is “officially” acting governor again? I believe he will continue the plan of currency reform much of were he left off in 2012.

Do you remember I told you all along that the CBI had to change governor in order to get our RV? Did you read my last news letter dated April 4th ? (LINK) If not please first go back and read it today prior to reading in full what I am about to bring you in this section of my news letter.
Do you remember I told you on Monday that my source in the CBI told me over the weekend that this change in leadership of the CBI could happen as early as this week and we are then very close to a revaluation of the currency, since it is Dr Shabibi that holds the knowledge and mechanisms of how to orchestrate it.

Knowing all this, as I stated above, does it surprise you that a leading political figure like Mohammed Tawfiq Allawi is running a series of articles on the topics of achievements and failures as he compares the monetary policies of Dr. Shabibi and Mr Ali Keywords. This is the third such article as of lately and it concentrates more on Dr Shabibi this time. The next one (episode III) will talk more about Mr Ali Keywords. So stay tuned for that soon.(okay we have the 3rd one in the room, admin. she is right again)

So all this information being pumped out into the public is not so much for us since the content in these articles we have heard many times already. However it is instead for the overage citizen and business owner in Iraq. They are trying to build up the confidence level for the CBI once again. They preparing the people for acceptance of Dr Shabibi coming back. Just the fact that they are printing these articles and generating them in the first place is telling us something very important. I know I was in the intelligence corps in the US Army and I know how this propaganda stuff works so listen up what I am telling you today.

This to me was a confirmation from the GOI of what I was just told over this past weekend by my CBI contact about the imminent change of command in the CBI. Please read the article below carefully. I highlighted parts that may be of special interest to you.
First let’s establish the author of the article. So who is Mohammed Tawfiq Allawi anyway?
Mohammed Tawfiq Allawi is an Iraqi politician who is the Minister of Communications in the Iraqi Government and was also Minister of Communications in the Al Maliki government from May 2006 until August 2007. He is the cousin of Ayad Allawi who founded the opposition Iraqi National Accord and went on to be the interim Prime Minister of Iraq from 2004 to 2005. A member of the Sunni-backed Iraqiyya bloc, said he had submitted his resignation and is thought to be the first member of the Maliki national unity government to resign since it was formed in 2010.
Did I hear Minister of COMMUNICATIONS?
So what is the job of minister of communications? Is it not to inform the people of government news?

⦁ To hold gold and manage the state reserves of gold.
⦁ To issue and manage the Iraq currency.
⦁ To establish, oversee, and promote a sound and efficient payment system.
⦁ To issue licenses or permits to banks and to regulate and supervise banks as further specified by the Banking Law.
⦁ To carry out any related ancillary tasks or transactions within the framework of Iraqi law.
The objectives of the Central Bank of the Iraq are as follows:
⦁ Maintaining inflation stability
⦁ Implementing monetary policy (including exchange rate policies)
⦁ Managing the state's reserves
⦁ Issuing and managing the Iraqi dinar
⦁ Regulating private banks
Now can you relate the accomplishments by DR Shabibi, as stated by Mohammed Tawfiq Allawi to these objectives of the CBI? He is trying to make a point as I am too in this section of my news letter. Can you see how messed up the monetary policy is as we read these articles over the last year. How Allaq is inexperienced and unable to meet these mandates, especially in these difficult times for Iraq. Folks this is part of the problem for Iraq, a huge factor in their economic crisis. How can the IMF possibly even thing about turning on the currency with all this corruption in the CBI? It must be resolved first!

US CONGRESS DELEGATION SHOWS HIS COUNTRY’S READINESS TO HELP IRAQ RETURN STOLEN MONEY OUT OF THE COUNTRY

{Baghdad: Euphrates News} Prime Minister Haider al-Abadi met in his office on Monday, a delegation from the US Congress, headed by Chairman of the Foreign Relations Committee in the US House of Representatives Aadord Royce, and membership of an MP in Congress Louis Frankel, the presence of US Ambassador Stuart Jones.
A statement from al – Abadi Office received by the agency {Euphrates News} a copy of it on Monday, said that “al – Abadi discussed with US Congress delegation to strengthen bilateral relations between the two countries, and the war against terror Daash gangs, the political situation and security in Iraq and the region.”
The statement added that ” the delegation expressed support for the reforms carried out by the Prime Minister in light of the significant challenges faced by Iraq, including the financial crisis as a result of the collapse of oil prices, and the war on terror gangs. ”
And the statement that” Congress , expressed his country ‘s readiness to help Iraq return stolen his money outside Iraq, in addition to supply Iraq with needed expertise in the fight against corruption, and the enactment of laws that limit corruption. ”
The statement said that” the two sides affirmed to facilitate the movement of investments to Iraq; to advance Bbnah infrastructure “, stressing his support for the unity and sovereignty of Iraq.

The Ministry of Commerce has announced its participation in the workshop of the private sector, organized by the United Nations Conference on Trade and Development (Alounoctad) and in cooperation with the Ministry of Industry, Trade and Supply of Jordan and Amman Chamber of Commerce, which was held in the Jordanian capital Amman for the period from 4 to 7 a month this April.
Said Hashim Mohammed Hatem, Director General of the Department of Foreign Economic Relations Vice-President of the National Commission on Iraq's accession to the World Trade Organization, would head the Iraqi delegation said the purpose of participating in this workshop is to inform the Iraqi private sector on the Jordanian experience in the field to meet the challenges that keep pace with the process of accession to the Organization global trade and post-accession.
He explained that this workshop provides a forum for the exchange of views between the Iraqi private sector and the private sector of Jordan, and includes the workshop heads of commercial and industrial unions, contractors and Business Council and businessmen as well as members of the National Committee to join and employees to join in the Ministry of Commerce files, and they are met by the Jordanian side of the Chamber of Commerce and Industry Oman and Jordan, customs and others.
He stressed that this review comes in the framework of support for Iraq in the process of joining the World Trade Organization.

Update: 45 Day Deadline for Technocratic Gov’t
The Parliament Speaker Salim al-Jubouri called, in the (April 2, 2016), the parliamentary blocs to take its role in the study of names provided by the Prime Minister Haider al-Abadi to fill ministerial posts in the new government, citing the need to work on the completion of a "comprehensive change and an end to the quota system."
So in reading the article below at least we now see some progress as the ball is in the court of parliament to review and ratify the candidates presented to them last Thursday by Abadi. Sadr has stated they have a deadline of 10 days to review them. This puts us to 4/10, next Monday for completion of this mandate.
Having said that I fully and strongly believe the next move by Sadr after the cabinet reshuffle in done will be to go after all those politicians who have corruption files on them that are now frozen (confined) in the green zone. Nori al-Maliki and his goons being on the top of his list. Watch, wait and see that Mnt Goat is right…lol…lol..
This seems the only way these criminals can be brought to justice in the current political situation. Iraq does not have years to play around with all the reforms they need to make. The IMF, WTO and World Bank wants to move this country forward and do it now.

PARLIAMENTARY COMMITTEES REJECTS A NUMBER OF CANDIDATES TO THE MINISTRY OF ABADI

BAGHDAD - Iraqi Prime Minister Haider al-Abadi has rejected complaints from political opponents that they were not consulted before he last week named a new “technocratic” cabinet in response to anti-corruption protests and calls for political reform.
Abadi has been accused of undermining democracy and “leading a coup” against Iraq’s power-sharing political structure that has been in place since 2003, which guarantees a certain number of political positions to the country’s Shia, Sunni and Kurdish blocs.
But Abadi told Middle East Eye in a phone interview that rival political blocs had not responded to his request for them to nominate their preferred independent candidates for cabinet posts last month.
He also said that the call for an independent cabinet had come from Moqtada al-Sadr, the influential Shia cleric who last week threatened to raid Baghdad’s fortified Green Zone unless his demands for political reform were met. “I asked the blocs at the beginning of last month to nominate the technocrats who they thought were suitable, but they did not do so,” Abadi told MEE.
“It was Sadr who demanded a government of technocrats, in which everyone is independent except for the prime minister. It was not my demand.” Abadi said he was committed to conducting government business in a professional manner, without interference from either his own or other political blocs.
His comments came after the leaders of other factions complained that they had not been consulted by Abadi and suggested they could still attempt to block his cabinet reshuffle which is due to be implemented by Sunday, pending parliamentary approval.
“We encouraged the prime minister to nominate professional and technocratic figures, but in consultation with the political blocs which represent the philosophy and reality of the current parliament system," Ammar al-Hakeem, the prominent Shia leader and head of the al-Mowaten bloc, said at a press conference in Baghdad on Saturday.
“The bypassing of the political blocs, by weakening them and keeping them away from the political process, could undermine the democratic system and the structures of state and government that we have built since 2003.”
A senior Shia leader familiar with current talks within the Shia blocs, speaking on condition of anonymity, told MEE that nobody had expected Abadi to bow to Sadr’s demands without considering the broader political implications.
“Abadi was very smart. He led a coup against all the political agreements that have been governing the political process in Iraq since 2003,” the leader said. Since the overthrow of Saddam Hussein, Iraq's government has been arranged around a power-sharing deal in which control of different government ministries and departments is divided between Shia, Sunni and Kurdish factions.
The Shia bloc, who represents the biggest parliamentary bloc with more than half of the 325 seats, holds most of the senior governmental posts including the prime minister's office.
Critics say Abadi's cabinet reshuffle, if implemented, would undermine the power-sharing agreement and potentially destabilise the country. The big political blocs from all factions also see it as a threat to their interests.
“We have to be represented in his government, according to our right share and based on what our Sunni community deserves,” Ahmed al-Missari, the head of the Sunni Forces United parliamentary bloc, told MEE.
“Our share in the cabinet is 33 percent and this is what was agreed on during the last terms, so our share in this government has not to be less than this.”
The Kurdish bloc also said it would not expect to be a part of any government in which it did not hold at least 20 percent of posts. One Kurdish member of parliament, who did not want to be named, told MEE that Nizar Saleem, a Kurdish geology professor who had been Abadi's preferred choice as minister of oil, had declined the post after being “threatened by the Kurdish leadership”.
Parliament last week voted to consider Abadi's proposed cabinet list and other reforms, which include removing political placemen from lower levels of government, over 10 days up to Sunday's deadline for the cabinet to be approved.
Yazin al-Joubori, a political analyst, told MEE that the main Shia blocs had been motivated by concerns that Sadr would follow through on his threat to raid the Green Zone, the fortified area where Iraq's governmental institutions are based.
“There was a real fear that Sadr would raid the green zone,” said Joubori. “That meant Shia-Shia fighting could have erupted, and that is a red line for all the Shia blocs, so they voted for the reforms demanded by Sadr.”
Abadi's proposals include shrinking the number of cabinet posts to 18 by merging several departments together. Most of his nominees are senior academic figures and business leaders with no previous political experience or affiliation.
Hakeem said on Saturday that al-Mowaten stood ready to cooperate with other blocs and that all options were on the table, including a possible vote of no confidence in Abadi. “We will cooperate through the state constitution and the parliament to restore balance to the political process,” he said.
But supporters of Moqtada al-Sadr said they would not tolerate any backtracking on the political reforms approved by parliament, and said they stood ready to return to the streets if necessary.
“They know very well that they are cowards and can do nothing. Sit-ins and demonstrations could return at any moment,” Ibrahem al-Jabiri, one of Sadr's senior aides told MEE.
“They want to maintain their hateful quotas. We are aware of this and this is not possible anymore. So we will wait until the end of the decision period, then we will see what will happen.”

Slowly, one by one, the political blocks are coming forward and describing their rejections or acceptance to the Abadi list of candidates for the cabinet ministries or the combining of the ministries (now down to 18 from 20 ministries). Just last week they said parliament voted on 16 so I do not really know the correct number of ministries. We will have to wait since a couple are still I dispute about combining them.
So now we hear from the Union of Forces block in parliament. If you remember Kurdistan refused to give a list of their candidates to Abadi. They responded to his request a moth ago but only to tell him the desired to keep their 20% quota of members in the cabinet. Personally I think they intended to leave their ministers as is and not change then and this is why they did not send a list of new candidates.
But now they know this is not possible and the do not want to be seen by Sadr as holding up the progress of the new technocratic govt. So on Tuesday they declared leader of the Kurdistan Islamic Group Said Zana, Tuesday, that the Kurdistan blocs will present candidates for prime minister Haidar al - Abbadi of dependence rather than raised in parliament, while noting that theAbadi did not object to these names.
Politics as usual in Iraq. But this is how a democracy works. Everyone (or the majority) should be happy at the end. What is different now is they only have until 4/10 to get this new govt voted on and seated.

Iraqi Prime Minister Haider al-Abadi on Saturday directed the country’s highest corruption watchdog to investigate claims of graft in the awarding of oil contracts by the OPEC exporter and urged the courts to prosecute.
A joint report this week by Australia’s Fairfax Media and the Huffington Post, citing hundreds of thousands of emails, linked energy services company Unaoil and several international oil companies to corrupt practices such as claims of bribery in countries including Iraq.
Following an investigation by Fairfax Media and The Huffington Post, Iraqi Prime Minister Haider al-Abadi has called for a probe in the awarding of oil contracts by Unaoil.
“Prime Minister Haider al-Abadi directs the Integrity Commission to take legal measures and calls on the judiciary to open immediate legal proceedings concerning the grave newspaper reports,” according to a statement from his office.
Iraq, which relies on oil exports for most of its revenue, has been plagued by corruption and mismanagement for years, ranking 161 out of 168 on Transparency International’s Corruption Perceptions Index in 2015.
Graft continues to eat away at the government’s resources as it struggles with high spending due to the costs of the war against jihadist group Islamic State, which seized a third of Iraq’s territory in the north and west in 2014.
Abadi has pledged to battle corruption and on Thursday proposed a cabinet reshuffle aimed at weakening patronage networks, but he faces resistance from politicians who fear reform would undermine their wealth and influence.
The report named several Iraqi officials, including then-oil minister Hussein al-Shahristani who it alleged had accepted millions of dollars in bribes to influence the awarding of lucrative contracts.
Shahristani, now outgoing minister of higher education, has denied the accusations. He said on Saturday he was not aware of any attempt to bribe oil ministry officials during his tenure and had never been in contact with anyone from Unaoil.
“I have not met nor communicated with these people by phone or email - directly or through an intermediary - or in any way whatsoever, neither in the period between 2010 and 2012 nor before or after it,” he told reporters. “The first time I heard these names was in this report.”
Shahristani, a leader in Iraq’s ruling National Alliance coalition, urged the government to investigate everyone named in the report, including himself, and called on the Huffington Post to hand over all the documents it referenced.
“The law obligates whoever has information (about corruption) to reveal it,” he said.

One has to wonder why they have waited until now to seriously pursue the steps to recover many of these stolen Iraqi funds from abroad. We know there is over 100 billion stolen. This is a very long news letter today since there is just so much news to report. The news is all very good and moving Iraq in the direction we need to see them mover. Remember I am still hearing there is a plan for currency reform geared to begin (or continue) the “deletion of the zeros” project in mid April by the launching of the lower denominations. I see this on track but only if we see the needed events taking place first.
Our main focus right now should be to watch for the announcement of the new CBI governor and I fully believe it will be Dr. Shabibi. So what do you think he will do once he is “officially” acting governor again? I believe he will continue the plan of currency reform much of were he left off in 2012.

Do you remember I told you all along that the CBI had to change governor in order to get our RV? Did you read my last news letter dated April 4th ? (LINK) If not please first go back and read it today prior to reading in full what I am about to bring you in this section of my news letter.
Do you remember I told you on Monday that my source in the CBI told me over the weekend that this change in leadership of the CBI could happen as early as this week and we are then very close to a revaluation of the currency, since it is Dr Shabibi that holds the knowledge and mechanisms of how to orchestrate it.

First let’s establish the author of the article. So who is Mohammed Tawfiq Allawi anyway?
Mohammed Tawfiq Allawi is an Iraqi politician who is the Minister of Communications in the Iraqi Government and was also Minister of Communications in the Al Maliki government from May 2006 until August 2007. He is the cousin of Ayad Allawi who founded the opposition Iraqi National Accord and went on to be the interim Prime Minister of Iraq from 2004 to 2005. A member of the Sunni-backed Iraqiyya bloc, said he had submitted his resignation and is thought to be the first member of the Maliki national unity government to resign since it was formed in 2010.
Did I hear Minister of COMMUNICATIONS?

⦁ To issue and manage the Iraq currency.
⦁ To establish, oversee, and promote a sound and efficient payment system.
⦁ To issue licenses or permits to banks and to regulate and supervise banks as further specified by the Banking Law.
⦁ To carry out any related ancillary tasks or transactions within the framework of Iraqi law.
The objectives of the Central Bank of the Iraq are as follows:
⦁ Maintaining inflation stability
⦁ Implementing monetary policy (including exchange rate policies)
⦁ Managing the state's reserves
⦁ Issuing and managing the Iraqi dinar
⦁ Regulating private banks
Now can you relate the accomplishments by DR Shabibi, as stated by Mohammed Tawfiq Allawi to these objectives of the CBI? He is trying to make a point as I am too in this section of my news letter. Can you see how messed up the monetary policy is as we read these articles over the last year. How Allaq is inexperienced and unable to meet these mandates, especially in these difficult times for Iraq. Folks this is part of the problem for Iraq, a huge factor in their economic crisis. How can the IMF possibly even thing about turning on the currency with all this corruption in the CBI? It must be resolved first!

The Ministry of Commerce has announced its participation in the workshop of the private sector, organized by the United Nations Conference on Trade and Development (Alounoctad) and in cooperation with the Ministry of Industry, Trade and Supply of Jordan and Amman Chamber of Commerce, which was held in the Jordanian capital Amman for the period from 4 to 7 a month this April.
Said Hashim Mohammed Hatem, Director General of the Department of Foreign Economic Relations Vice-President of the National Commission on Iraq's accession to the World Trade Organization, would head the Iraqi delegation said the purpose of participating in this workshop is to inform the Iraqi private sector on the Jordanian experience in the field to meet the challenges that keep pace with the process of accession to the Organization global trade and post-accession.
He explained that this workshop provides a forum for the exchange of views between the Iraqi private sector and the private sector of Jordan, and includes the workshop heads of commercial and industrial unions, contractors and Business Council and businessmen as well as members of the National Committee to join and employees to join in the Ministry of Commerce files, and they are met by the Jordanian side of the Chamber of Commerce and Industry Oman and Jordan, customs and others.
He stressed that this review comes in the framework of support for Iraq in the process of joining the World Trade Organization.

Update: 45 Day Deadline for Technocratic Gov’t
The Parliament Speaker Salim al-Jubouri called, in the (April 2, 2016), the parliamentary blocs to take its role in the study of names provided by the Prime Minister Haider al-Abadi to fill ministerial posts in the new government, citing the need to work on the completion of a "comprehensive change and an end to the quota system."
So in reading the article below at least we now see some progress as the ball is in the court of parliament to review and ratify the candidates presented to them last Thursday by Abadi. Sadr has stated they have a deadline of 10 days to review them. This puts us to 4/10, next Monday for completion of this mandate.
Having said that I fully and strongly believe the next move by Sadr after the cabinet reshuffle in done will be to go after all those politicians who have corruption files on them that are now frozen (confined) in the green zone. Nori al-Maliki and his goons being on the top of his list. Watch, wait and see that Mnt Goat is right…lol…lol..
This seems the only way these criminals can be brought to justice in the current political situation. Iraq does not have years to play around with all the reforms they need to make. The IMF, WTO and World Bank wants to move this country forward and do it now.

BAGHDAD - Iraqi Prime Minister Haider al-Abadi has rejected complaints from political opponents that they were not consulted before he last week named a new “technocratic” cabinet in response to anti-corruption protests and calls for political reform.
Abadi has been accused of undermining democracy and “leading a coup” against Iraq’s power-sharing political structure that has been in place since 2003, which guarantees a certain number of political positions to the country’s Shia, Sunni and Kurdish blocs.
But Abadi told Middle East Eye in a phone interview that rival political blocs had not responded to his request for them to nominate their preferred independent candidates for cabinet posts last month.
He also said that the call for an independent cabinet had come from Moqtada al-Sadr, the influential Shia cleric who last week threatened to raid Baghdad’s fortified Green Zone unless his demands for political reform were met. “I asked the blocs at the beginning of last month to nominate the technocrats who they thought were suitable, but they did not do so,” Abadi told MEE.
“It was Sadr who demanded a government of technocrats, in which everyone is independent except for the prime minister. It was not my demand.” Abadi said he was committed to conducting government business in a professional manner, without interference from either his own or other political blocs.
His comments came after the leaders of other factions complained that they had not been consulted by Abadi and suggested they could still attempt to block his cabinet reshuffle which is due to be implemented by Sunday, pending parliamentary approval.
“We encouraged the prime minister to nominate professional and technocratic figures, but in consultation with the political blocs which represent the philosophy and reality of the current parliament system," Ammar al-Hakeem, the prominent Shia leader and head of the al-Mowaten bloc, said at a press conference in Baghdad on Saturday.
“The bypassing of the political blocs, by weakening them and keeping them away from the political process, could undermine the democratic system and the structures of state and government that we have built since 2003.”
A senior Shia leader familiar with current talks within the Shia blocs, speaking on condition of anonymity, told MEE that nobody had expected Abadi to bow to Sadr’s demands without considering the broader political implications.
“Abadi was very smart. He led a coup against all the political agreements that have been governing the political process in Iraq since 2003,” the leader said. Since the overthrow of Saddam Hussein, Iraq's government has been arranged around a power-sharing deal in which control of different government ministries and departments is divided between Shia, Sunni and Kurdish factions.
The Shia bloc, who represents the biggest parliamentary bloc with more than half of the 325 seats, holds most of the senior governmental posts including the prime minister's office.
Critics say Abadi's cabinet reshuffle, if implemented, would undermine the power-sharing agreement and potentially destabilise the country. The big political blocs from all factions also see it as a threat to their interests.
“We have to be represented in his government, according to our right share and based on what our Sunni community deserves,” Ahmed al-Missari, the head of the Sunni Forces United parliamentary bloc, told MEE.
“Our share in the cabinet is 33 percent and this is what was agreed on during the last terms, so our share in this government has not to be less than this.”
The Kurdish bloc also said it would not expect to be a part of any government in which it did not hold at least 20 percent of posts. One Kurdish member of parliament, who did not want to be named, told MEE that Nizar Saleem, a Kurdish geology professor who had been Abadi's preferred choice as minister of oil, had declined the post after being “threatened by the Kurdish leadership”.
Parliament last week voted to consider Abadi's proposed cabinet list and other reforms, which include removing political placemen from lower levels of government, over 10 days up to Sunday's deadline for the cabinet to be approved.
Yazin al-Joubori, a political analyst, told MEE that the main Shia blocs had been motivated by concerns that Sadr would follow through on his threat to raid the Green Zone, the fortified area where Iraq's governmental institutions are based.
“There was a real fear that Sadr would raid the green zone,” said Joubori. “That meant Shia-Shia fighting could have erupted, and that is a red line for all the Shia blocs, so they voted for the reforms demanded by Sadr.”
Abadi's proposals include shrinking the number of cabinet posts to 18 by merging several departments together. Most of his nominees are senior academic figures and business leaders with no previous political experience or affiliation.
Hakeem said on Saturday that al-Mowaten stood ready to cooperate with other blocs and that all options were on the table, including a possible vote of no confidence in Abadi. “We will cooperate through the state constitution and the parliament to restore balance to the political process,” he said.
But supporters of Moqtada al-Sadr said they would not tolerate any backtracking on the political reforms approved by parliament, and said they stood ready to return to the streets if necessary.
“They know very well that they are cowards and can do nothing. Sit-ins and demonstrations could return at any moment,” Ibrahem al-Jabiri, one of Sadr's senior aides told MEE.
“They want to maintain their hateful quotas. We are aware of this and this is not possible anymore. So we will wait until the end of the decision period, then we will see what will happen.”

Slowly, one by one, the political blocks are coming forward and describing their rejections or acceptance to the Abadi list of candidates for the cabinet ministries or the combining of the ministries (now down to 18 from 20 ministries). Just last week they said parliament voted on 16 so I do not really know the correct number of ministries. We will have to wait since a couple are still I dispute about combining them.
So now we hear from the Union of Forces block in parliament. They are telling us they “categorical rejection of the integration of the Ministry of Displacement and Migration with other ministry, and as he emphasized that the country is in dire need of the ministry in the presence of displaced people from six provinces, indicated that it will vote like the rest of the blocks on the cabin technocrats.” but only if the ministry of displacement & migration stays a sole ministry. If you remember Kurdistan refused to give a list of their candidates to Abadi. They responded to his request a moth ago but only to tell him the desired to keep their 20% quota of members in the cabinet. Personally I think they intended to leave their ministers as is and not change then and this is why they did not send a list of new candidates.
But now they know this is not possible and the do not want to be seen by Sadr as holding up the progress of the new technocratic govt. So on Tuesday they declared leader of the Kurdistan Islamic Group Said Zana, Tuesday, that the Kurdistan blocs will present candidates for prime minister Haidar al - Abbadi of dependence rather than raised in parliament, while noting that theAbadi did not object to these names.
Politics as usual in Iraq. But this is how a democracy works. Everyone (or the majority) should be happy at the end. What is different now is they only have until 4/10 to get this new govt voted on and seated.

Iraqi Prime Minister Haider al-Abadi on Saturday directed the country’s highest corruption watchdog to investigate claims of graft in the awarding of oil contracts by the OPEC exporter and urged the courts to prosecute.
A joint report this week by Australia’s Fairfax Media and the Huffington Post, citing hundreds of thousands of emails, linked energy services company Unaoil and several international oil companies to corrupt practices such as claims of bribery in countries including Iraq.
Following an investigation by Fairfax Media and The Huffington Post, Iraqi Prime Minister Haider al-Abadi has called for a probe in the awarding of oil contracts by Unaoil.
“Prime Minister Haider al-Abadi directs the Integrity Commission to take legal measures and calls on the judiciary to open immediate legal proceedings concerning the grave newspaper reports,” according to a statement from his office.
Iraq, which relies on oil exports for most of its revenue, has been plagued by corruption and mismanagement for years, ranking 161 out of 168 on Transparency International’s Corruption Perceptions Index in 2015.
Graft continues to eat away at the government’s resources as it struggles with high spending due to the costs of the war against jihadist group Islamic State, which seized a third of Iraq’s territory in the north and west in 2014.
Abadi has pledged to battle corruption and on Thursday proposed a cabinet reshuffle aimed at weakening patronage networks, but he faces resistance from politicians who fear reform would undermine their wealth and influence.
The report named several Iraqi officials, including then-oil minister Hussein al-Shahristani who it alleged had accepted millions of dollars in bribes to influence the awarding of lucrative contracts.
Shahristani, now outgoing minister of higher education, has denied the accusations. He said on Saturday he was not aware of any attempt to bribe oil ministry officials during his tenure and had never been in contact with anyone from Unaoil.
“I have not met nor communicated with these people by phone or email - directly or through an intermediary - or in any way whatsoever, neither in the period between 2010 and 2012 nor before or after it,” he told reporters. “The first time I heard these names was in this report.”
Shahristani, a leader in Iraq’s ruling National Alliance coalition, urged the government to investigate everyone named in the report, including himself, and called on the Huffington Post to hand over all the documents it referenced.
“The law obligates whoever has information (about corruption) to reveal it,” he said.

One has to wonder why they have waited until now to seriously pursue the steps to recover many of these stolen Iraqi funds from abroad. We know there is over 100 billion stolen. Could it be that they wanted to wait for a more stabilized, less corrupt government, a government where the money would not just be re-stolen? Are they now reaching that point with all these reforms?
