Based on the provisions of clause (ii) of Article (60) and section (I) of Article (61) of the Constitution and item (iii) of Article (73) issued the following law: -

Proposed general amnesty law for the year 2011

Article 1

He relieved a general amnesty and a comprehensive report on the Iraqis (civilian and military) those inside and outside Iraq sentenced to death, life imprisonment or temporary imprisonment, or both adversarial or judgments in absentia was acquired degrees bits or no gain.

Article 2

The provisions of Article shall apply (1) of the Act on the accused all those arrested them and not be arrested and exempt from the crimes of all, whatever the degree, whether it has taken legal action or not take only those contained an exemption under this law and stop the legal proceedings against them all.

Article 3

Cleared immediately for convicts and detainees stipulated in Article (1) and (2) of the Act after the issuance of the decision to release from the committee formed under the provisions of this law unless they are convicted or detained for crimes Magistrate's not located in or compromise with those with the victim or civilians persons or the state even Asddo is discharged from the debt at once or in installments or expires Executive incarceration.

Article 4

Excluded from the provisions of Article (1) and (2) of the Act as follows: -

I / crimes set forth in paragraph (ii) of Article (1) of the Supreme Iraqi Criminal Court Act No. 10 of 2005.

Article -5-

Article 6

The provisions of this Act shall apply to crimes falling by force.

Article 7

Any provision contrary to the provisions of this law.

Article 8

This law shall be published in the Official Gazette and is effective from the date of issue.
