The House of Representatives finishes reading four bills

The Council of Representatives ended its 33rd ordinary session held under the chairmanship of Dr. Salim al-Jubouri, Speaker of the Council and in the presence of 174 deputies on Wednesday 10/5/2017 the first and second reading of four draft laws.
At the start of the session, the Presidency decided to postpone the vote on the draft law on freedom of expression and peaceful demonstration submitted by the committees of law, human rights, security, defense, culture, media, endowments and religious affairs to next Monday for the purpose of maturation.
The Council ended the first reading of the draft law of the first amendment to the Iraqi Nationality Law No. (26) of 2006, submitted by the Security and Defense Committee, which came due to the emergence of problems and obstacles in the practical application of the provisions of the Iraqi Nationality Law No. (26) for the year 2006 and to legalize these problems and obstacles and facilitate procedures for citizens And to prevent the dual nationality of non-Iraqi Iraqi nationality and to provide a slice of the eligible Iraqi nationality under the former regime.
The Council concluded the first reading of the draft law on trade unions and professional associations submitted by the Committee of Civil Society Organizations for the purpose of organizing the legal framework for the establishment of trade unions and professional unions, guaranteeing the state, guaranteeing the rights of the trades and crafts and gaining membership in them.
The Council completed the first reading of the draft law on the ratification of the agreement on accelerating economic and energy cooperation between the Government of the Republic of Iraq and the Government of the Republic of South Korea submitted by the committees of foreign relations, oil, energy, natural resources, economy and investment in order to contribute to economic development in the Republic of Iraq and the Republic of Korea through cooperation in Economic support and energy support on the basis of the principles of reciprocity and equality and for the ratification of the Convention.
The Council urged the reading, report and discussion of the draft statistical law submitted by the Committee on Economy and Investment until it is merged with another draft law.
On the other hand, the Council completed reading the report and discussion of the draft law on the accession of the Republic of Iraq to the Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict submitted by the Foreign Relations Committee. Culture, Information, Tourism, Antiquities, Security and Defense.
In the interventions of the ladies and gentlemen MPs, MP Riad Gharib called for the need to vote on the agreement for its importance to Iraq.
MP Ammar Tohme inquired about the reasons for ignoring the Convention in its content of the obligations of countries not related to the Convention.
MP Najeeba Najib asked about the mechanism for recovering property that had been stolen or smuggled.
MP Salim al-Musallamawi pointed out that certain committees have documented the stolen antiquities during the period of the entry of US forces into Iraq.
In its response to the interventions, the Committee stressed the need to take into consideration the proposals put forward to vote on the Convention in order to preserve the national heritage.
On the other hand, called the President of the Council parliamentary committees to focus in the current stage on the completion of legislation ready to vote, taking into account the timings of the oral question and the timing of the specific interviews, pointing to the allocation of Thursday and Saturday to work for parliamentary committees.
Then decided to adjourn the meeting until Sunday, 14/5/2017.
