The House of Representatives votes to amend the general amnesty law and ends reading the law of informatics crimes

The Speaker of the Council, in the presence of 170 deputies on Monday 21/8/2017, voted on the first amendment to the general amnesty law and ended the reading of the draft law on informatics crimes, while delaying the process of questioning Minister of Communications Hassan al-Rashed.

At the beginning of the session, President al-Jubouri thanked the committees of health, legal, tourism, archeology, labor, social affairs, culture, media, finance, deportees and displaced persons to attend meetings of the committees. He also thanked the members of the other parliamentary committees for attendance at the meetings, stressing that the Presidency will present reports on the activities of the committees After its arrival from the parliamentary chamber.

The Council voted to reject the presentation of the report of the Committee of Experts on the selection of members of the Electoral Commission for elections and its work during the last period.

For his part, MP Mohammed Halbusi, an apology from the Presidency of the Council and ladies and gentlemen deputies on the actions that were initiated during the session.

The Council voted on the first amendment bill to the general amnesty law No. (27) of 2016, submitted by the Legal Committee, which came to the seriousness of the terrorist crimes and the crimes of kidnapping people in society, especially after 10/6/2014, in order not to allow the perpetrators to escape impunity and not to encourage And for the purpose of increasing the amount of the fine on the replaced sentence or measure.

On the completion of the vote on the draft law on the provincial and district elections and submitted by the legal committees, regions and governorates are not organized in the region, President Jubouri announced that the representatives of the components of the province of Kirkuk in an approximate form of agreement on Articles 37 and 52 of the draft law and some paragraphs that need to be rephrased and study , Noting that the atmosphere of the meetings were characterized by the positive and flexible from all parties representatives of the components of the province of Kirkuk, where the vote on the draft law of provincial elections will be postponed to the next meeting at the request of the deputies of the province.

The Presidency decided to delay the completion of voting on the draft amendment of the Third Law of Governorates not organized in the region No. (21) for the year 2008 and submitted by the legal committees and regions and governorates not organized in the region.

The Council concluded the vote in principle to proceed with the legislation proposed Bill Babylon, the cultural capital of Iraq and submitted by the committees of culture, information, tourism and archeology.

President Jubouri entrusted the tribal committee to proceed with the follow-up of the situation in the province of Basra and the resolution of tribal conflicts in accordance with the powers granted to the Committee with the help of members of the House of Representatives from the province of Basra.

President al-Jubouri postponed the vote on each of the candidates for membership of the Committee of Tribal Disputes and candidates for membership of the investigative committee regarding the kidnapped and to consider the appeals filed on the validity of the membership of some of the deputies.

On the guidance of the President of the Council to investigate the statements of MP Hoda Sajjad on the withdrawal of signatures of deputies from the interrogation, MP Talal Al-Zobaie, Chairman of the Integrity Committee that the joint committee formed by the Integrity and Legal Commissions regarding the statements of MP Hoda Sajjad held a meeting hosted by MP Hoda Sajjad and MP Alia, The Joint Commission requested the extension of its work to scrutinize the names of deputies whose signatures have been withdrawn.

President Jubouri extended the work of the Joint Committee until tomorrow for the purpose and in the event of a file that needs judicial action will be transferred to the judiciary and the House of Representatives will take its actions against the charges against MP Hoda Sajjad.

On the question of questioning the House of Representatives of Mr. Hassan Rashed Minister of Communications at the request of MP Hoda Sajjad, President Jubouri noted that the questioning of the Minister is valid according to the decision of the Special Commission to consider interrogations, which indicated that MP Hoda Sajjad presented on 20 August a list of signatures of a number of Ladies and Gentlemen, MPs in order to strengthen the signatures of the deputies on the questioning of the Minister of Communications in a manner that makes the quorum is achieved until the day of questioning after the imbalance of the quorum before that after the withdrawal of 15 deputies for their signatures out of 33 deputies, pointing to the Committee problem and documented the existence of 16 written requests to withdraw signatures, including 1 5 deputies whose names have already been included in the list of signatures.

At the beginning of the questioning process, Mr. Jabouri thanked the Minister of Communications for attending the session of the Chamber of Deputies as evidence of respect for the democratic system and for MP Hoda Sajjad for her role in enhancing the supervisory role.

For his part, Mr. Hassan al-Rashed, filed a lawsuit with the Federal Court on the withdrawal of signatures of some deputies from the list of request for questioning in conjunction with the existence of coordinated media campaigns to attack the ministry, pointing to his presence before the Parliamentary Services Committee to view all details concerning the work of the Ministry of Communications, Another for interrogation.

For her part, MP Huda Sajjad, who presented the request for questioning on her adherence to strengthen the oversight role of the House of Representatives and the process of democracy and proceed with the process of questioning.

In turn, the First Deputy Speaker of the House of Representatives Sheikh Humam Hamoudi pointed out that the atmosphere surrounding the questioning of the Minister of Communications is similar to the ambiguity during the postponement of the questioning of the Minister of Agriculture before the House of Representatives took its decision to prevent the withdrawal of signatures on requests for questioning, pointing to the importance of reassuring the Minister of Communications on the mechanisms of interrogation with The importance of setting a new date as well as the Minister of Agriculture.

The President of the Council to hold a meeting tomorrow to the Presidency to consider the recommendations made by the commissions on the interrogations to be set a new date for the questioning of the Minister of Communications

The Council concluded reading a report and discussion of the draft law on cyber crimes submitted by the security and defense committees, higher education, scientific and legal research, culture, media, human rights, services and reconstruction.

In the interventions of the ladies and gentlemen MPs, MP Pirwan Khailani emphasized the importance of benefiting from the expertise, techniques and experiences of developed countries in the fight against cybercrime.

MP Hoshyar Abdullah noted his reservation to the legislation of the law in the current period as it paves the way for the establishment of an intelligence state.

MP Raad Almas stressed the importance of speeding up the bill to vote for its importance.
MP Ammar Tohme suggested that the bill should include a bill to hold accountable those who publish material contrary to public morality and religious symbols.

For his part, Mr. Turhan Mufti, representative of the government to the need to legislate the law with the possibility of forming a joint committee of the House of Representatives and ministers to study the draft law and prepare a mature version in order to accelerate the approval.

In its response to the interventions, the Committee stressed that consideration should be given to the proposals made and the experiences of the developed countries in this regard to prepare the draft law and enact it as soon as possible.

Then the Presidency of the Council decided to resume the session on Monday 23/8/2017.
