Second: Vote on the wording of a decision regarding the payment of salaries of employees of Nineveh province and liberated areas. (Commission on Human Rights).


Third: The vote on the proposed law to amend the law of the High Commission Independent Electoral Commission No. (11) for the year 2007. (Legal Committee). (3 articles).


Fourth: the vote on the proposed law of the second amendment to the law of the Independent High Electoral Commission No. (11) for the year 2007. (Legal Committee). (6 articles).


Fifth: Report of the work of the Committee of Experts to select the members of the Independent High Electoral Commission.


Sixth: To vote on the candidates for membership of the investigative committee regarding the abductees.


Seventh: Complete the vote on the draft amendment to the Third Law of Governorates not organized in the region No. (21) for the year 2008. (Legal Committee, the Committee of Regions and governorates not organized in the province) (remaining 11 article).


Eighth: The vote in principle on the proposed law to amend the law of elections of the House of Representatives No. (45) for the year 2013. (Legal Committee).


Ninth: The vote in principle on the proposed amendment of the Personal Status Law No. 188 of 1959. (Legal Committee, Endowment and Religious Affairs Committee).


Tenth: Vote on the draft law of ratification of the Convention on the encouragement and mutual protection of investments between the Government of the Republic of Iraq and the Government of the Islamic Republic of Iran. (Committee on Foreign Relations, Committee on Economy and Investment). (2 articles).


Eleventh: Vote on the draft law amending the law of the union of accountants and auditors. (Finance Committee, Legal Committee, Civil Society Organizations Committee). (12 articles).


Twelfth: Vote on a draft resolution on the topic of the third round and improve the rate (Education Committee).


Thirteenth: Vote on the form of a decision regarding the cancellation of the decision of the Ministry of Higher Education and Scientific Research, which prohibits the transfer of students to the universities of their residence.


Fourteenth: A general subject for discussion regarding the service and security situation in Basrah Governorate. (Service and Reconstruction Committee).


The session begins at 11 am.

[ltr] The House of Representatives votes on a parliamentary resolution and discusses the conditions of Basra[/ltr]

[ltr]The voice of the House of Representatives in its usual 20 held under the chairmanship of Dr. Salim Jubouri President of the Council and the presence of 172 deputies on Monday, 18/9/2017, a parliamentary resolution and discussed the situation of service and security in the province of Basra as well as the report of the Committee of Experts to select the members of the Independent High Electoral Commission.[/ltr]

At the beginning of the session, the Council voted on a parliamentary resolution submitted by the Commission on Human Rights stipulating that (the Council of Representatives decided that the federal government to pay the salaries of employees of the province of Nineveh and liberated areas of those who have begun their duties on the continuation of the process of security checks and be held accountable after the employee's lack of safety To take into account the humanitarian conditions of the staff of Nineveh and liberated areas and because the origin in dealing with the innocence in the security situation and what is caused by the suspension of salaries from harm to employees and as contrary to the general rules).[/ltr]

The Security and Defense Committee followed a statement condemning the terrorist bombing in the province of Dhi Qar, which led to the deaths of dozens of innocent people.[/ltr]
[ltr]
The committee recommended supporting the operations command of two helicopters with combat force equipped with weapons and the use of reconnaissance aircraft on the desert of Nasiriyah and the desert of Samawah and conducting night patrols. The movement of the security companies shall be known by the knowledge of the concerned apparatuses with all officials, military artillery and the popular crowd being subjected to inspection as well as pre-emptive strikes by the devices.[/ltr]


[ltr]Security against terrorist cells and reinforce controls with efficient and trained elements equipped with modern equipment and cameras, demanding the control of the ports leading to the province with other cities and provinces and the desert of Anbar and coordination with the Tourist uncle on the international road and providing them with figures of the security services and the exchange of security information, calling Mr. President of the Republic to ratify the provisions of the execution of criminals who are in prison Nasiriyah, and to compensate those affected by the terrorist incident and fill the shortfall in security cadres governorate in addition to the formation of the regiment to protect the desert of Nasiriyah.[/ltr]

The Council voted on the recommendations of the Security and Defense Committee on the massacre of the province of Dhi Qar.[/ltr]
[ltr]
Then the ladies and gentlemen read the Surat al-Fatihah in tribute to the souls of the martyrs of the tragedy of Nasiriyah.[/ltr]
[ltr]
The Council discussed the situation of service and security in the province of Basra, based on a report submitted by the Services and Reconstruction Committee and the deputies of the province and included the invitation to host the ministers concerned to study the demands of the advancement of the province and work on forming a parliamentary committee including representatives of the ministries concerned to follow up the implementation of recommendations seriously to achieve the need of the province.[/ltr]

In the interventions of the ladies and gentlemen MPs, MP Amer asked the winner to reveal the motives for not releasing money for the projects in the province of Basra.[/ltr]
[ltr]
MP Adnan al-Asadi called for strengthening security in the southern areas and controlling the smuggling operations and the introduction of the banuses to the province of Basra.[/ltr]
[ltr]
He called on MP Abbas al-Bayati to grant the province of Basra exceptional powers in the financial aspects and border crossings and address tribal conflicts that affected the economic and security situation.[/ltr]
[ltr]
MP Mohammad Naji stressed the importance of resorting to investment and expansion of the agricultural and industrial sectors in the province of Basra in order to consolidate financial resources.[/ltr]
[ltr]
For his part, MP Ammar Tohme noted the importance of the cooperation of the political forces to control the security situation and control the chaos of weapons and prevent the movement of weapons through official questioning.[/ltr]
[ltr]
MP Mazen al-Mazni pointed out that the solution of the problems of Basra depends on finding real solutions and work on hosting the President of the Republic and the Prime Minister and the Speaker of the House of Representatives in a special session to discuss the situation in the province, noting that tribal differences confined to areas north of Basra, Most of the province.[/ltr]

MP Awatif Nima stressed the importance of the decisions of the Council of Representatives to address the conditions of the province of Basra to the government with the importance of the inclusion of the province loans IMF, calling to address the phenomenon of vehicles misleading or without numbers in the streets of the province.[/ltr]
[ltr]
The MP Salam al-Maliki to the existence of a clear neglect of the agricultural sector and non-payment of financial dues to the province of Basra, expressing his aspiration to be stable and secure to achieve stability throughout the country.[/ltr]
[ltr]
On the other hand, the Speaker of the House of Representatives read out a decision to suspend the membership of MP Faris Al-Faris until he submitted an apology and considered the crime of assault on a public service as a deputy who has immunity from the views of Mideley and to approach the judicial authorities to take the necessary procedures and refer it to the Committee to apply the parliamentary code of conduct Which is liable to reach the downfall of membership due to what was issued by the MP from disrupting public order within the session and violating the particle of the parliamentary sock and in order to preserve the prestige of the House of Representatives.[/ltr]

President Jubouri also ordered the suspension of the membership of the deputy Sharaouq Abayji for 6 days and write off the statements and refer the file to the parliamentary behavior committee for the purpose of taking the necessary action in view of what was issued by the deputy to disrupt the public order in the session and serious violation of the parliamentary Sok and to preserve the prestige of the House of Representatives.[/ltr]

Mr. Al-Jubouri reviewed the names of some of the ladies and gentlemen who have been given final warnings to get close to the limit that requires the termination of their membership under the law.[/ltr]
[ltr]
On the reality of the Independent High Electoral Commission, President Jubouri stressed that the work of the Commission will end on the 20th of this month, which imposes on the Council of Representatives the task of completing the vote on the amendment of the draft law on the Electoral Commission or extend the work of the current Electoral Commission.[/ltr]
[ltr]
The Committee of Experts followed the selection of members of the Independent Electoral Commission for a report on its work since the beginning of its functions on 9/2/2017 under the chairmanship of MP Aram Sheikh Mohammed, indicating the mechanisms of work within the first phase of work, which included the assessment of applicants and the grades and the result of the candidate equivalent to fifty degrees, Education and the interior to know the level of academic achievement and the security situation of applicants.[/ltr]

In the interventions of Ladies and Gentlemen, MP Ali Al-Alaq stressed that the Constitution is clear in entrusting the Electoral Commission with its conduct, and any violation thereof constitutes a violation of the Constitution, refusing to confiscate the efforts and work of the Committee of Experts.[/ltr]
[ltr]
MP Muadid al-Moussawi pointed out the need to extend the work of the Electoral Commission until a new council is elected.[/ltr]
[ltr]
MP Farhat al-Tamimi pointed out the importance of disclosing the mechanisms for selecting candidates for constituents in the membership of the Electoral Commission.[/ltr]
[ltr]
In turn, MP Ershad Salhi that the Federal Court approved the representation of all components in the Electoral Commission, noting that the selection of a member represents the Turkmen component is an extension of their continued presence in the Commission.[/ltr]
[ltr]
MP Mohammed al-Lakash pointed out the importance of not repeating the previous mistakes that affected the independence of the Electoral Commission expired.[/ltr]
[ltr]
MP Hanan al-Fatawi called for speeding up the formation of a new electoral commission, regardless of mechanism, in order to block the attempts to delay the elections.[/ltr]
[ltr]
MP Abdul Rahman al-Loizi stressed the need to preserve the independence of the Electoral Commission and to prevent political influence on it.[/ltr]
[ltr]
MP Taha al-Dafani expressed his opposition to the party quotas overcoming the professional standards adopted in the early stages of selecting members of the Electoral Commission.[/ltr]
[ltr]
The MP said Talabani that the procedures of the Committee of Experts was in accordance with the Constitution and the law and with the approval of members of the House of Representatives.[/ltr]
[ltr]
For his part, MP Mohammed Abed Rabbo questioned the reasons for the continuation of the work of the Committee despite the irregularities indicated on its work on the names of candidates and nomination forms.[/ltr]
[ltr]
MP Joseph Salihou expressed his rejection of moving towards quotas, calling for radical solutions to the selection of judges rather than candidates of the Committee.[/ltr]
[ltr]
MP Salim al-Issawi called for an investigation into the committee's work, with parliamentary demands to question its mechanism and not to neutralize it.[/ltr]
[ltr]
MP Ammar Tohme proposed the inclusion of judges and representatives of civil society organizations to monitor elections and supervise the work of the Committee of Experts and include them in the electoral law.[/ltr]
[ltr]
For his part, MP Ahmad al-Mashhadani asked to vote on the abolition of the current committee of experts after the submission of 109 deputies to appeal the work.[/ltr]
[ltr]
The MP Ali Shukri that moving the context in place with the existence of doubts about the work of the Committee of Experts will make the situation disastrous in Iraq.[/ltr]
[ltr]
The MP called on the need to make voting on the members of the Commission secret at the next meeting.[/ltr]
[ltr]
For his part, considered the Chairman of the Committee of Experts MP Amer Khuzaie in his response to the interventions that the independence of the Commission means independence financially and administratively and that the Commissioner is independent during the period of his work in the Commission, confirming its rejection of any doubts about the work of the Committee of Experts to choose the members of the Commission proposed the assignment of a judge or prosecutor at polling stations To pursue the electoral process.[/ltr]

On another issue, MP Fares Al-Fares submitted an apology to the Chamber of Deputies and to MP Mohammed Al-Karbouli regarding the dispute.[/ltr]
[ltr]
President al-Jubouri announced the resort to the adoption of a mechanism to vote on the Electoral Commission in the session tomorrow, which is the last day of the work of the Electoral Commission, as well as the presentation of the request of the signed site of 109 deputies on the resumption of the work of the Committee of Experts or not.[/ltr]
[ltr]
It was then decided to adjourn the meeting until Tuesday, 19/9/2017.[/ltr]

[ltr]The House of Representatives in its twenty-first ordinary session held under the chairmanship of Dr. Salim Jubouri, President of the Council and the presence of 170 deputies on Tuesday, 19/9/2017 vote on the selection of members of the Independent High Electoral Commission.

At the outset of the meeting, President al-Jubouri stressed the importance of speeding up the issue of choosing a new electoral commission to move forward the timing of the upcoming elections, noting that the presidency of the Council is keen to discharge its duties on the selection of members of the Electoral Commission and openness to all ideas and proposals for a compromise solution.

The Speaker of the House of Representatives presented to the ladies and gentlemen the options on the Electoral Commission, which is limited to approving the adoption of judges in the membership of the Board of Commissioners or approval of the report of the work of the Committee of Experts as a whole and in the absence of approval of the two options will be extended the work of the Independent High Electoral Commission for the current elections.

The President of the Council asked the ladies and gentlemen to abide by the meeting in order to vote on the options presented.

The council resorted to a secret ballot to choose between the adoption of the judges and the report of the work of the committee of experts to select the members of the Independent Electoral Commission for elections, but the disruption of the quorum after the vote of 139 deputies led to the cancellation of the voting process and not to announce the result.

For his part, President al-Jubouri announced the discharge of the House of Representatives through the publication of the names of ladies and gentlemen MPs and to inform everyone that all options during the session were on the table, noting that the House of Representatives will be forced to extend the work of the current election commission for a month because there is no quorum necessary to reach One of the options is choosing between judges or choosing a new election commission.

The Presidency decided to postpone the vote on both the proposed law amendment of the law of the High Commission Independent Electoral Commission No. (11) for the year 2007 and the proposed law of the second amendment to the law of the Independent High Electoral Commission No. (11) for the year 2007 and submitted by the Legal Committee.

The meeting was then adjourned to Monday, 25 September 2017.
