A spokesman for the Prime Minister's Office, Saad al-Hadithi, that the citizen will witness a marked change in the level of services during the next few years, and stressed that the Prime Minister and the federal government are keen to avoid all outlets of corruption, and while the Prime Minister approved the launch of 7,000 degrees of functional province of Qar, the President of the Council of Salah al-Din Ahmed Karim said that the local government prevented the demonstration for fear of disturbances and exploitation of the «da'ash» as happened earlier, while referring to the lifting of demands to the Prime Minister.

Al-Hadithi stressed that «the citizen will see in the coming days a remarkable change is growing and rising continuously in terms of the reality of services in the electricity sector and all other sectors».


In the same context, the governor of Dhi Qar, Yahya Naciri, said in a statement received by «morning», that «the local government obtained the approval of the Prime Minister to launch appointments to the owners of the departments of the province of seven thousand degrees and functional», indicating that «was approached by the Ministry of Finance to provide Financial cover for those grades ».


"We are waiting for the financial cover to be provided by the Ministry of Finance for these grades next week," he said. "The crisis cell continues its daily meetings and has members in Baghdad who follow the implementation of the governorate's demands with the ministries and concerned parties."


Naciri said that «career grades are among the demands raised by the province to the Prime Minister during a meeting with elders and dignitaries Dhi Qar».


In a related context, the Ministry of Finance announced the launch of financial allocations for the annual service sectors.

Government action


In turn, the President of the Council of Salahaddin province, Ahmed Karim, said in a press statement that «the province did not witness a protest in the streets, but we received the demands through a committee of dignitaries and was submitted to the Prime Minister's Office to decide on», adding that «we are waiting for the necessary procedures to provide Services for residents of the province ».


"The province does not favor the exit of demonstrations and confusion of the situation because of what happened earlier and to prevent the occurrence of internal disturbances or a security gap exploited by the organization (Da'ash) criminal, and therefore we raised demands to Baghdad to develop quick fixes.

Province of Basra


The legal expert, Tariq Harb, said in a press statement that «the Basra Provincial Council requested the establishment of the province is illegal because the provincial councils ended its work since June 2017 and does not entail any decision issued by a legal impact», noting that «the work of provincial councils Has been working for four years as its work began in 2013 and ended in 2017 ».

"The Constitution stipulates that one-third of the members of the provincial council will submit a request for the establishment of the province, which means the collection of 12 signatures in Basra, but we have collected more than that number, which means that we have made the most important step in this file, the position of the local government .


 Kitan said that the Council will raise the request to the Council of Ministers, and after 15 days will raise the latter request to the Electoral Commission in preparation for a date for a referendum within 3 months, and the local government until that time to prepare the referendum, he said.


For his part, the head of the provincial council of Babel Raad Hamza Alwan Jubouri, the central government is serious in the implementation of a number of important projects in the province of Babylon.


Jubouri said in a statement to the Iraqi News Agency (INA): «There are 3 large water projects reached the completion rate to 90 percent and use potable water for the next twenty years».


And Jubouri, that «the province has good functional grades in all specialties, noting the availability of 2000 degrees of employment in the education sector, and there are many grades in other sectors».

Adoption of legal controls

He said that the demonstrations reflected mainly popular anger at the failure of successive governments, both federal and local, to meet the basic needs of decent living, and the growing gap in mistrust between citizens and political institutions and government, especially among young people, With the public movement calling for fighting corruption and achieving real reforms, and is keen to ensure the embodiment of its national reform project on the ground.


He stressed the support of the coalition fully the demands of citizens expressed in peaceful ways in accordance with the constitution guaranteeing the right to express views by peaceful means and non-resort to violence, calling on demonstrators to be vigilant and cautious about attempts to push the demonstrations to abandon their peaceful.


Al-Akouli pointed out that the demonstrations confirm the message previously sent by citizens to refrain from participating in the elections and not to renew the election of many symbols and political leaders to leave the approach of quotas and resolute fight against corruption and achieve radical reforms. This message must be present in the efforts to form the bloc


For the larger and in the next government program. The Federal Government and local governments must listen to the demands of the demonstrators and expedite the realization of the legitimate demands, especially the urgent ones, and take the necessary and urgent measures to meet them.
