Our speech according to this point determines the success of development or not under the intervention of the state or not, the development that has become difficult to countries and countries such as Iraq, especially after 2003, although the state system is a free economy according to the Constitution, but The development performance of the country has failed to achieve its efforts, which has prompted many to question this development model of free market, while others attributed to the country's lack of readiness for such a model in the management of the economy at the moment, giving them the justification to propose a model compromise, Between the public and private sectors.

However, even the solution failed to succeed and achieve the required economic development, because the public sector and the private sector are originally a problem in need of a solution and in need of reform in order to achieve this partnership, as some believe that the idea of ​​opening up trade and free markets and small and medium enterprises, Especially in the development of the Iraqi economy, because of the different historical, objective, political, economic and social conditions between Iraq and the United States of America and on all levels.

On the other hand, some propose the concept of a development state, which is defined as a state that seeks to create rapid economic development using an efficient bureaucracy, and that state seeks to achieve a high rate of growth in order to preserve its legitimacy. They see this model as highly capable of achieving development as in the South Korean experience, but some question the success of this experiment in Iraq and even in the Arab countries, and some go on the problem of development in these countries, including Iraq, And this is not possible, and what is pushing for that is in some thought to shorten the effort and time and ensure to achieve the desired results, but the reality proved failure, South Korea, Germany and other countries that have succeeded in achieving economic development of its own as well as China and India, But it has started from the formulation of its models C development of its own, and this is not done in Iraq.

The appropriate model for economic development in Iraq stems from the need to achieve social development prior to economic development through the development of knowledge in society, the abolition of dependence and the establishment of a pattern of loyalty to the (national) and building a tolerant social and civil model capable of giving him confidence to the government and An assistant with the government in planning, implementing and monitoring, a society capable of taking responsibility and having awareness of its correctness for the erroneous paths in government decisions and active in important issues that will achieve all the goals.

This model or experience in social development requires a national effort of researchers and specialists in this regard to undertake research in all the circumstances surrounding the Iraqi society, analyze it and put solutions to it away from any political, religious, national or similar trend, but within an efficient professional research There is nothing wrong with helping with foreign expertise and then comes to work on creating a national economic development model that suits the nature of this society and away from cloning for other experiments, but rather to benefit from and guide them only by limiting economic resources, solving problems and differences, With the participation of all competent and competent and those who have the ability to innovate and move away from the classical approach of choice, which are new and bold ideas in the treatment of non-classical and traditional in the introduction, and this would achieve the first launch of the process of economic development in the country and may reach the level of welfare state Not impossible.
