The Ministry of Labor announced on Friday the approval of the General Secretariat of the Council of Ministers to oblige foreign companies to operate 50% of Iraqi labor within its investment projects, while stressing the imposition of penalties on violators to implement the law and instructions for the employment of national manpower.

"The ministry has submitted a proposal to the General Secretariat of the Council of Ministers to oblige foreign companies to employ Iraqi labor at a rate of not less than 50% of the total labor used in investment projects," said Osama al-Khafaji, head of the foreign affairs department in the ministry's training and employment department. Which has an investment license from the National Investment Commission or investment bodies in the provinces, as well as not allowing foreign workers to work inside Iraq without obtaining the work permit provided for in the Labor Law No. (37) for the year 2015.


Al-Khafaji added that "the General Secretariat of the Council of Ministers took the proposal of the ministry and issued an order prohibiting the granting of entry features for foreign companies to work in Iraq only after ascertaining that the contract concluded with the government agencies includes obligating foreign companies to review the foreigners department at the Ministry of Labor and Social Affairs (5) of the Diwani Order (46) for the year 2012, which obligates the ministries and entities wishing to contract with foreign companies to enter into contracts requiring companies to review the Ministry of Labor within thirty days from the entry of a foreign worker for the purpose of issuing a license Work ".

Al-Khafaji said that "the companies or ministries violating the legal consequences of the imposition of financial fines with the failure to pay the financial dues of those companies or entities violating," noting that "Resolution No. 80 of 2013 issued by the General Secretariat of the Council of Ministers hampered the work of the Ministry on the employment of national labor As he gave powers to the director of residence or head of the mission or authorized to grant the features of the entry of investors and businessmen and experts without passing through the Ministry of Labor, which called on the ministry to raise its proposals to amend the said resolution and obtained approval by the Secretariat General.

"The Ministry of Labor has sent a new proposal to the General Secretariat of the Council of Ministers to select the percentage of Iraqi labor provided for in the said paragraph of job seekers registered within the database of the ministry and is awaiting approval."

Most of the governorates of the center and the south witnessed mass protests last July demanding job opportunities for them. They also expressed their resentment at the suspension of appointments in most government departments and institutions three years ago, and they denounced the monopoly of limited public employment opportunities by officials for their relatives and acquaintances.

Despite the great security scrutiny of foreign workers in granting visas and residence in Iraq, many of them still do their work hidden away from the eyes of the security forces, making it illegal in Iraq.
