The Federal Court is the highest judicial authority in the country. Its jurisdiction extends to all Iraqi territory. The Iraqi legislator of the Federal Supreme Court has played a major role in the application of the provisions of the law to run for the post of President of the Republic.

The President of the Republic, as defined in article 67 of the Constitution, is "the head of state and the symbol of national unity, represents the sovereignty of the country and ensures the observance of the Constitution and the preservation of Iraq's independence, sovereignty, unity and territorial integrity in accordance with the provisions of the Constitution."

The Presidency of the House of Representatives declares the names of the candidates who have met the legal requirements.
