The Speaker of the House of Representatives presides over a meeting to discuss speeding up the draft laws and activating the supervisory role

[ltr]The Speaker of the House of Representatives Mr. Mohamed Halaboussi on Monday, 29/4/2019 meeting in the presence of Deputy Speaker of the House of Representatives Mr. Bashir Haddad with the heads of political blocs to discuss the resolution of bills as soon as possible and resolve the presidencies of the committees and activate the legislative role and oversight of the work of the House of Representatives.
Mr. Halabousi stressed during the meeting held in the Constitutional Hall of the Council on the need to activate the work of parliamentary committees by achieving a quorum and speeding up the resolution of their presidencies, calling on the heads of blocs to cooperate in resolving this issue.
He stressed the importance of parliamentary committees to discuss the draft laws and that the main committee is the basis in the discussion of laws that the rest of the relevant committees support them and be at the headquarters of the main committee, which will be the final opinion when discussing the draft laws.
Meanwhile, a number of heads of blocs and members of the House of Representatives on the issue of non-achievement of a quorum in the meetings of the committees because of the absence of a number of members of the Committee and therefore not achieve the quorum required to hold the meeting of the Committee.
For his part, Mr. Halaboussi stressed the activation of the system of absence and attendance at the meetings of the committees in order to address the issue of non-achievement of a quorum in the meetings of the committees and it was agreed to apply this during the meetings of the next committees, stressing the need for important committees such as integrity, security, defense and services to its oversight and legislative duty and follow-up issues of the country related to.
Mr. Halabousi reviewed the draft laws in the House of Representatives and discuss these projects with members of the committees to develop an effective mechanism to accelerate its legislation.
A number of members of the House of Representatives said that some laws need time to study them in order to mature them in the desired form that achieves the interests of the people and the country, pointing out that there are bills that can be legislated without the need for time to ease such as the laws of trade unions and others.
A member of the House of Representatives that there are laws need to be merged with other draft laws because of the direct relationship between them, while Mr. Halabousi to submit a report of the committees on the laws that need to be merged after the second reading of these laws.
The President of the House of Representatives agreed with the heads of the blocs on the selection of 13 important laws among the laws proposed in coordination with the government for the legislation quickly as it interferes with the interests of the Iraqi people directly and essential, calling the heads of blocs to oblige their deputies to attend meetings of the committees in order to speed up its legislation.
Members of the Government Performance Monitoring and Strategic Planning Committee stressed the importance of monitoring the government program and activating the role of the committee in order to follow up the work of the cabinet and government projects that are at the heart of citizens' lives. Mr. Halaboussi announced that he will attend the next meeting of the committee for this purpose.
He called on a number of members of the House of Representatives to develop a legal mechanism to communicate between the members of the House of Representatives and the ministers to follow up the issues of citizens and their requests.
The Speaker of the House of Representatives that the Prime Minister submitted a code to regulate the relationship between members of the House of Representatives and ministries are subject to study currently, pointing to the possibility of activating the Ministry of State for the House of Representatives as it is concerned with the relationship between the House of Representatives and ministries.
He also asked a number of members of the House of Representatives to allocate experts and advisers from outside the committees have the experience required in the draft laws that are discussed in the parliamentary committees can take advantage of their observations and suggestions on these laws in order to achieve the best formulation in the interest of citizens as well as legislation laws and quality.
Mr. Halaboussi agreed to this proposal, noting that he visited the University of Baghdad to coordinate with it on this and will be coordinated with the rest of the universities in the capital to benefit from the experiences of cadres teaching and holding workshops and seminars between the parliamentary committees and these universities and the use of experts and advisers with the competence to support the work of parliamentary committees.
