The Kurdistan Regional Government has submitted a six-point claim paper to the federal government in Baghdad, an informed source said Thursday.
The source said in a press statement, today, September 19, 2019, that Erbil submitted during its recent talks with Baghdad a paper of demands included 6 points are:
First: The provincial government will deliver oil to Baghdad on condition that the deposit of Iraqi oil revenues in one of the federal banks in New York on behalf of the Bank (FDA) and open a special account in this bank to the region away from the bank account of Baghdad so that it is not under the control of the federal government, and then send the region's share To a subsidiary bank in the Kurdistan region.
Second: the disbursement of all financial dues of oil companies in the region in addition to the region's debts, including Turkish debts, except loans to oil buyers.
Third: disbursement of one billion and 500 million dollars to the regional government to pay the salaries of its employees for the late three months of 2019.
Fourth: To ensure the payment of salaries and the budget of the region, including sovereign expenditures such as medicines and other services.
Fifth: the expenditure of transporting oil from [Khormla] in the borders of the Kurdistan region to the Turkish port of Ceyhan.
Sixth: the appointment of a representative of the region in the oil marketing company [SOMO] and send monthly reports of Iraqi oil sales to the Iraqi Council of Ministers instead of the Ministry of Oil, because the Kurdistan region has doubts about the control of some Shiite militias on the company (SOMO).
The President of the Republic Barham Saleh, visited the day before yesterday in Erbil, where he met with senior officials in the region, and discussed several files, including the federal budget for the next fiscal year, disputed areas and the drafting of federal laws.
