Parliamentary services pair the transmission of the budget with the program of the next government

The Services and Reconstruction Committee in the House of Representatives revealed that the 2020 budget should be prepared according to a new program for the next government, indicating that there are several priorities that will top this program, most notably providing housing and job opportunities for the unemployed and completing projects.
Committee member Mudher Khazal Al-Salman said in a statement singled out by Al-Sabah: The goal of "delaying sending the 2020 budget from the Council of Ministers to the House of Representatives is to match with a new program for the next government, and the possibility of matching the allocated funds in the budget with the sections to implement this the program".
He added, "There are many urgent needs that have emerged and the necessary axes that the new government must provide as quickly as possible, and that are consistent with the requirements of citizens and that can be provided to them during the next stage."
He added that "the next government must take immediate steps that are appropriate for the citizen’s interest first, and may differ somewhat from the steps taken in the past." He pointed out that "this matter must be taken into consideration in the agreement with the People's Republic of China, because what saves the country is The presence of a bold official who can implement such steps, "stressing that" many important and strategic projects can be disrupted unless there are global and solid companies and external support to advance the economic reality of the country and provide services that are closer to the life of the citizen. "
Al-Salman suggested that "the next government program will focus on completing the projects that started work a year ago and that can never be neglected, as well as projects to support the ration card and improve its vocabulary, and to provide adequate housing for citizens and build housing complexes, and take care of those covered by social care, and provide job opportunities For the unemployed after referring three births to retirement within the new law to accommodate graduates in the departments that need to employ young people for their owners. "
On the other hand, the head of the Parliamentary Finance Committee, Haitham Al-Jubouri, affirmed his committee’s endeavor to include an emergency grant for the unemployed and university students in the 2020 budget. Al-Jubouri said: “There are efforts to activate the grant for the unemployed and university students in the event that the necessary funds are available in the 2020 budget,” stressing that “ The law on the grant does exist, but it needs activation and funds earmarked for it.
He added, "The jobless grant is an emergency grant, not a periodic one," adding that "the committee seeks to include the second and third grants for the unemployed in the 2020 budget."
Al-Jubouri continued: "The committee has drawn up a plan to provide job opportunities for the unemployed and graduates, whether in the public or private sectors, and not allocating grant subsidies only." He called for "giving a simple financial grant to the unemployed and graduates, and part of this grant will be recovered after the appointment."
