Deputy Yonadam Kanna said, in an interview with “Al-Sabah”: The Prime Minister-designate, Muhammad Tawfiq Allawi, was among the 5 candidates nominated by the liberation protesters, pointing to some representatives of political blocs who supported the peaceful protests and adopted him and pledged that the candidate would not be among the party members for the sake of Reform, fighting corruption, achieving justice, and building state institutions and citizenship.

We were the one who called on the political blocs to abide by their promises not to interfere by choosing the government formation that will be presented to the House of Representatives next month to vote on them. He urged the Prime Minister-designate to select academic personalities with experience, competence, good conduct and behavior from the protest arenas in Baghdad, Dhi Qar, Basra and the rest of the provinces to ensure their independence, Expected to choose technocrats in the next government, or to keep some current people who have proven that they are competent and fair in their work.

Kanna explained that Parliament will choose a deputy from each representative committee to contribute to writing the government curriculum that will be presented to the House of Representatives for a vote on it, to ensure that the curriculum is integrated in all security, economic and external aspects and other files, and to stop the country from being permitted by stealing public funds and making it an open market for goods Countries
Neighborhood and others.

Regarding the ability of the Prime Minister-designate to fight corruption during his term in office, Kanna stressed that the Prime Minister could do so, knowing that the problem lies in the judiciary and the Integrity Commission, which do not perform their duties properly for many reasons.



Support the political blocs
In the context of the positions of the political blocs regarding the selection of ministers in the next government, a member of the Saaroun Bloc, MP Riyadh Al-Masoudi, said in a press statement: “The position of the Sadrist movement has been clear for a long time regarding the release of freedom to choose ministers and the lack of interference by political forces and societal components in their work,” noting "Other people will be supportive of Allawi and will not interfere in the process of forming his government by imposing or enlisting any element of the current."

Al-Masoudi added that «all will stand strongly against any attempt to interfere by the social components or political parties in the formation and work of the next government and we are ready for any distress that the Prime Minister requests us in case he feels pressure on him, whether internally or externally», pointing out that «Allawi’s government will be Specific to the elections that will be scheduled by the government and the election commission.

In turn, the deputy of the Alliance of Forces, Falah Al-Zaidan, stressed in a statement to the Iraqi News Agency (conscious) that "the representation of the components must be preserved, but the representation of the political blocs and parties does not mean the alliance", pointing out that "the new government must restore stability to the country Preparing for early elections and winning the confidence of the masses in the state.

While the head of the Badr Parliamentary Bloc, Hassan Shaker Al-Kaabi, recalled that “the country passed through the previous period in very difficult and difficult situations, matched by popular demands and calls from the rational authority to choose a person who is not controversial, strong, and capable of meeting the demands of the masses and crossing over to safety,” indicating that “assigning Muhammad Tawfiq Allawi came in line with the stage.

Al-Kaabi added, in a press statement, that "Allawi has a difficult task ahead and there are many files that need to be dealt with, including extending security, restoring the prestige of the state, meeting the demands of the masses and the authority for reform and eliminating corruption while preparing the ground, both security and economic, for early elections." Noting that "Allawi has experience And a good background in the reforms and management of vital matters, including the completion of the agreement with China because of its importance in supporting Iraq’s economy and services. ”

Al-Kaabi stressed that "Allawi will, within 30 days, work to prepare a government program, and complete his ministerial cabinet of competent, impartial, clean, strong, capable, independent and unconnected personalities," stressing that "we will work hard to support his efforts to achieve reforms in line with the aspirations of the masses."


Great responsibilities
In the meantime, the MP from the State of Law coalition, Abboud Al-Issawi, told the Iraqi News Agency «AWAY» that “Allawi has experience managing the government in this difficult circumstance, saving the situation and forming a government that is far from the quota of parties and a professional one of the country's independent cadres”, Pointing out that «the Prime Minister entrusted with great responsibilities in maintaining the prestige of the state and restoring security and implementing the demands of the demonstrators».

On early elections, MP Nada Shaker Jawdat, in a press release, confirmed that "the political blocs will not stand in front of holding early elections, especially as the reference called for that in addition to the political blocs and demonstrators", noting that "holding early elections depends on the extent of career movement and organization Electoral commissioners, conducting a population census, organizing districts and districts, and solving the problem of one or more districts.

Jawdat ruled out "holding early elections during the current year, especially as it takes time to take the necessary measures, prepare well and ensure effective participation."

However, former Minister Abdel Karim Abtan sees, in a post on "Facebook", that "the necessary preparations for holding the parliamentary elections are not completed in less than a year and a half (18 months)."

Abtan added, "This means that the new government will deal with a budget for the years 2020 and 2021 not less than $ 260 billion, and the people are waiting for serious steps to address many of the current problems, including fighting corruption, reducing unemployment and improving services." He pointed out that "the new government team must To be efficient and professional in dealing with crises facing Iraq and the people. ” For its part, the Salvation and Development Front headed by Osama Nujaifi announced, in a statement, "its welcome and support to assign Muhammad Tawfiq Allawi," on the condition that "the Prime Minister-designate forms an independent transitional government and that the new government implement laws and procedures consistent with the demands of the popular movement and its goals during this stage and provide Those responsible for targeting the demonstrators and their martyrdom to the judiciary.


The Front called on the Prime Minister-designate to "combat corruption through transparent legal measures that are measurable and prepare for early elections under the supervision and follow-up of the United Nations and the international community, and to ensure that it is safe from fraud or any type of violation", stressing the necessity that "the Prime Minister-designate and stage ministers are not nominated." Transitional in the upcoming elections.
At the end of its statement, the Salvation and Development Front praised "the speech that Allawi gave following his assignment," stressing that it "will continue to be responsible in its implementation, as actions are the criterion we rely on."



Kurdish terms
To that, Ahmed Haji Rashid, a member of the Kurdistan Islamic Group in Parliament, said in a press statement: “The conditions laid down by the Kurdish forces are the salaries of employees and the dues of the farmers of Kurdistan and the Peshmerga forces.”

He added, “We sent a message to Muhammad Tawfiq Allawi before he was commissioned, which includes the salary file for the employees of the Kurdistan region, and the farmers’ dues for the years (2016, 2015, 2014), and to consider the Peshmerga forces as part of the federal defense system in Iraq. ”

He explained, "Allawi, in his response to the letter, stressed that these conditions are true demands of the citizens," stressing that "they will be at the top of his work priorities when forming the interim government."

The Kurdish MP indicated that "the person in charge of the prime minister considered that the salaries of the employees and the dues of the farmers of Kurdistan and the Peshmerga forces are rightful demands of the Kurds," noting that he "pledged to be one of the priorities in his work with the interim government."

On the other hand, former deputy Jasim Muhammad Jaafar stressed, in a press statement, the necessity of "giving Allawi the opportunity for an experience that does not last for more than 6 months, as his work must be continued to know his success from his failure."

Jaafar added that "standing in the face of the Prime Minister-designate does not affect negatively or positively, especially as the choice has become a fait accompli and there is a difficult task in front of Allawi, especially in the event he is rejected by the demonstrators."

Noting that "a large part of the political blocs agreed to choose Muhammad Tawfiq Allawi in particular." It has become a reality, as it is not right to exert pressure on the new prime minister because it will lead to the failure of Iraq as a whole if life in schools, departments, universities and state institutions is disrupted. ”

Internationally, a spokesman for the Iranian Foreign Ministry, Abbas Mousavi, welcomed the election of (Mohammed Tawfiq Allawi) as the new prime minister in order to continue his support for independence, national sovereignty, territorial integrity and the consolidation of the foundations of democracy in Iraq.

He pointed out, in reference to the election of the new Prime Minister, that "the Islamic Republic of Iran continues to support Iraq, its independence, national sovereignty, territorial integrity and the consolidation of the foundations of democracy there, and also welcomes the legitimate request of the government and the Iraqi people to withdraw American forces from the country."

A spokesman for the Ministry of Foreign Affairs wished "success to the new Prime Minister", expressing his hope that "Tawfiq Allawi will be able to meet the demands of the new government,

Legal opinion
On the legal opinion of holding the elections, the legal expert, Tariq Harb, said in an interview with Al-Sabah: Allawi made a pledge to hold elections during a year, indicating that these elections take place in two ways. The first is a recommendation from the Prime Minister to the President of the Republic to dissolve The House of Representatives according to Article 64 of the Constitution, elections are held within 60 days, or if the House of Representatives initiates the dissolution of itself, as “no elections can be held with a parliament that holds its sessions and its committees meet.” On a related matter, legal expert Ali Al-Tamimi said, in a press statement, that "the person in charge of forming the government / Muhammad Tawfiq Allawi / according to Article 76 / F / II and IV / must name the members of the ministry and prepare the ministerial curriculum within a period of 30 days from the date of commissioning ”

Al-Tamimi added that, “He was able to form it. The designate, Muhammad Allawi, names his ministers and the ministerial curriculum in Parliament, and he must have a majority vote, i.e. half the number of attendees plus one after the quorum is achieved.” Indicating that if Parliament voted for him, he would perform with the constitutional oath ministers mentioned in Article 50. From the constitution. ”

He explained that "during this period, Abdul-Mahdi and his ministers will continue to conduct business until Mohammed Allawi, in charge, and his ministers are sworn in."


To that, political analyst Dr. Iyad Al-Anbar expected the withdrawal of Muhammad Allawi from completing the formation of the government due to pressure from political blocs.

Meanwhile, political analyst Osama Al-Saidi confirmed that the parties will continue to control the sites, gains, and stakes obtained after the 2018 elections.

Al-Saeidy, in an interview with “Al-Sabah”, ruled out the ease of achieving what the Prime Minister promised in his speech to confine arms to the state and strike the heads of corrupt people, as his mission is limited to walking the country to the safety shore and returning normalcy in the provinces that witnessed protests and working to find conditions Convenient logistical and financial support

The next elections.
Al-Saeedi added that he does not expect the government formation to pass, as the electoral weight of each bloc has not been achieved, indicating that if independents choose this task, there is an office manager who controls the procedures and policy of the ministry.
