What is the fate of the budget after assigning Allawi? And for how long will Abdul Mahdi remain in the caretaker government?

The deputy of the Al-Fateh Alliance has indicated the fate of the federal budget bill for 2020 after assigning Muhammad Tawfiq Allawi to form the new government. Also, a legal expert said that the caretaker Prime Minister Adel Abdul-Mahdi will remain in office until the cabinet cabinet of Prime Minister-designate Muhammad Tawfiq Allawi is resolved.


And the MP from the Al-Fath Alliance, Ahmed Al-Kinani, said that "Allawi's government will make some amendments to the federal budget bill for 2020 before sending it to the House of Representatives," noting that "these amendments will come in line with the government program that Allawi will present to parliament to assume responsibility for the budget."

He added that "sending the budget to the House of Representatives will be one of the priorities of the Allawi government, because the country is going through special circumstances and the budget must be passed quickly," noting that "sending the budget will take some time until it is reviewed and amended in line with the current stage."

For his part, the president of the National Assembly of Sind, who is part of the Al-Fath Alliance, revealed MP Ahmad Al-Asadi, who nominated Muhammad Tawfiq Allawi and assigned him to form the next transitional government.

Al-Asadi said in a tweet to him on Twitter: “{Muhammad Allawi} was not a candidate for any political bloc. Rather, the president of the republic presented him with a group of names that they would satisfy the street through different sensors.”

He added, "These names were presented to the political forces, so Allawi got no objection to most of them, so the decision was the assignment and we wish him success in his mission."



How long will Abdul Mahdi stay in the caretaker government?

The legal expert, Ali Al-Tamimi, also stated that, “In accordance with Article 76f II and IV, the Prime Minister-designate, Muhammad Allawi, has to name the members of the ministry and prepare the ministerial curriculum, within a period of 30 days from the date of commissioning.”

He added that "the new prime minister must present the names of his ministers and the ministerial curriculum to Parliament, and it must also obtain an absolute majority vote, that is, half of the attendance number plus one after the quorum is achieved."

Al-Tamimi said, “The caretaker Prime Minister Adel Abdul-Mahdi and his ministers continue their work until Muhammad Allawi, who is appointed and his ministers, takes the constitutional oath after the cabinet cabinet is decided.”

In the context, the legal expert, Hashem Al-Shamaa, explained that “Allawi was constitutionally mandated under Article 76 First of 2005 of the Iraqi Constitution by the President of the Republic, Barham Saleh,” likely “prior preparation of the government program and ministerial formation by Allawi before announcing his assignment, and he has 30 days to submit His ministerial formation to the House of Representatives to give her confidence.

He added, "The prime minister-designate is obligated to the parliament and the Iraqi people regarding the independent ministerial formation, which is far from political pressures," he said, and otherwise he must withdraw.

Al-Shamaa added, “The formation of the previous government was consensual, and now according to Allawi’s pledge, it will be different and complete in the coming stage.” Noting that “Allawi was assigned the most difficult stages of Iraq, either to take him to safety or to chaos and the abyss.”

Will the blocks pass the Allawi government ?

In turn, the political analyst, Wael Al-Rikabi, revealed that, “The grace of the ministries in Allawi’s media booth is far from reality and perhaps it is the embodiment of his theoretical speech in which he addressed the Iraqi street and through which he tries to prove that he is really serious that there are no political pressures regarding the selection of the ministerial booth and may come at a time that we I need to lean.

He added, "Allawi wanted to give another impression that it is not necessary that the presence of all ministries within a limited period for early elections," usually "an attempt to remove the pressure of political blocs from his next government in the event of reducing their number."

Al-Rikabi indicated that he will succeed in passing his ministry during the constitutionally specified period {30} days; but not far from political pressure but rather these blocks will take their shares as was the case in previous governments with a difference that they will be away from the noise and scandals to pass the cabin quickly.

To that revealed the leader of the National Coalition, Iyad Allawi, on the parties seeking to maintain the current conditions and abort the early elections.

Allawi said in a tweet on his account on Twitter: "Internal and regional parties have prepared the necessary plans to maintain the current conditions and abort the demands of the national masses to hold early elections."

Allawi added: "I invite the national political forces and the peaceful mass movement to pay attention and stop this new conspiracy."
