The Parliamentary Finance Committee revealed, on Friday, the paragraphs that it voted on in the 2021 budget bill,
indicating that it canceled the clause withholding the salaries of employees and retirees, and included the dues of free lecturers, contracts and wage earners in the budget.

The committee said in a statement received by Shafaq News that the paragraphs that it has voted on in the budget law so far include 39 paragraphs, foremost of which is the abolition of the clause withholding the salaries of state employees and retirees, reducing the budget of the three presidencies by 20%, and reducing the total deficit from 47% to 19% That is, by reducing it from 76 trillion dinars to 25 trillion dinars, and reducing borrowing by 51 trillion dinars.

She added that it included the dues of free lecturers, contracts and procedures, activating the principle of collection in a scientific and thoughtful manner, increasing the amounts for developing governorates from 2 trillion to 4 trillion dinars, and increasing the amounts of petrodollars for oil-producing provinces from 500 billion to one trillion dinars.

The committee indicated its vote on allocating all sums allocated to oil and gas producing provinces and considering it a guaranteed financial ceiling for referring service projects in the provinces, increasing the armament budget of the Iraqi army and intelligence agencies to develop their combat and informational skills to confront the threat of terrorism.


She added that she voted to increase the amounts allocated to the Social Protection Network from what was allocated to it in 2020 by a trillion and a half trillion dinars to increase the number of families covered by the grant while increasing the value of the grant itself, and increasing the allocations of the Ministry of Education to enable it to print books and provide stationery for students.


She confirmed that she voted to allocate funds to complete the production lines of the large factories in the Ministry of Industry, and to allocate an amount to compensate those affected by changing the dollar exchange rate from the private sector to ensure the continuation of projects at the request of the Ministry of Planning and the supervision of the Federal Office of Financial Supervision.


And it announced the allocation of funds to fully pay the dues of farmers and farmers, allowing them to enter imported materials used directly, and preventing agricultural goods produced in Iraq from entering through the outlets to develop the agricultural side and support farmers, while allocating an amount of 200 billion to equip them with agricultural pesticides, fertilizers and seeds.

The committee stated that it voted to support the decentralized system in the governorates and to give powers to the governors to make decisions without the red tape and complexity of the ministries, and to support and involve the Iraqi private sector, in which more than millions of citizens work, by building investment projects and revitalizing the local market.


She emphasized that she had voted to oblige the ministries to buy the local product and not allow the entry of goods similar to the local product if it is sufficient for self-sufficiency, adding that she also voted to support the Popular Mobilization Authority with the necessary equipment to fulfill their duties and protect their members in the fight against ISIS.


The committee canceled the Cabinet's decision on preventing the introduction of cars with minor damage to operate industrial neighborhoods in Iraq, such as denting and dyeing works, and others that would provide thousands of job opportunities, and canceling the clauses that allow the sale of state real estate and assets for fear of this file being exposed to corruption.


The committee voted to allocate funds for the construction of the airports of Nineveh and Dhi Qar, the large port of Al-Faw, and the Bidaa project to deliver potable water to Basra, in addition to allocating funds to develop and complete the refineries of Shuaiba, Nasiriya, Karbala and Baiji to stop the import of oil derivatives, which cost us trillions of dinars.And she emphasized the granting of authority to the Ministry of Health to bring in large companies specialized in managing hospitals and providing health and medical services for free, and adding an amount of 339 billion dinars to the amount of medicine purchase to increase the purchasing power to purchase medicines and provide them to citizens.


The committee indicated that it voted to ensure the delivery of crude oil produced in the fields of Kurdistan region to the federal government, and to increase the amounts of compensation for those affected by terrorism and covered by the decisions of the Martyrs Foundation and the Political Prisoners Foundation.


The committee also voted to allocate $ 199 million for this year to build 1,000 new schools in all governorates, and to allocate funds to build 100-bed hospitals in each governorate, along with rehabilitating Al-Jumhori and Ibn Sina hospitals in Nineveh and building a hospital in Al-Rumaitha district in Al-Muthanna governorate, Saqlawiyah hospital and Balad.

And it indicated that it canceled the licenses and licenses of mobile phone companies in the event that the debts owed by them were paid to the public treasury, and the disbursement of sums allocated to conferences, petty cash and hospitality was stopped in all ministries.
The Parliamentary Committee obligated the Council of Ministers to automate the procedures of tax, customs and import licenses at the border crossings, linking them to the currency sale window in the Central Bank, and obliging importing companies to take out insurance in Iraqi companies exclusively to increase state revenues.

The committee voted to include areas outside the basic design of Baghdad governorate with municipal service and allocate the necessary funds for that, and obligate the Council of Ministers to use the biometric system for employees to uncover "aliens" in all ministries and institutions.The committee stressed the cabinet's obligation to reassess and negotiate with oil licensing rounds companies and Ministry of Electricity contracts, and to cancel all customs exemptions granted to countries.


The Finance Committee voted to allocate funds for the implementation of the Babil sewer project, the water desalination project for Basra Governorate, the large Samawah water project, and the Nahrawan, Al Wehdah, Abu Ghraib and Sabaa Al-Bour streams projects in Baghdad, and allocate funds for the construction of combined cycle power stations in Wasit, Samawah, Anbar and Nasiriya.
