Shafaq News / The representative of the Kurdistan Regional Government in Baghdad, Faris Issa, revealed on Tuesday that the negotiating delegation of the Kurdistan Regional Government had postponed its visit to the Iraqi capital until further notice.


The delegation was scheduled to return to the capital in the coming hours to start a new round of negotiations regarding the region's share of the federal budget for 2021.

Earlier Tuesday, the Finance Committee of the Iraqi Parliament announced in a statement that it had sent a letter to the Presidency of the Council of Representatives on the fifteenth of this February, in which it stated that it had completed the semi-final draft of the 2021 budget draft, and the only outstanding point is the text on the obligations of the Kurdistan Region, which Its details were mentioned in Article 11 of the draft law.

In an interview with Shafaq News, Issa said that the regional government delegation to negotiate with the federal government will not return to Baghdad until the draft general budget bill is presented to a vote in the House of Representatives.

He added that the Kurdish delegation informed the House of Representatives of its position through a number of final proposals, which are the text of the agreement between the governments of Erbil and Baghdad.

Last December, Baghdad and Erbil reached an agreement on the financial budget, stipulating that the region hand over 250 thousand barrels of oil per day, and half of the revenues from border crossings and others to the federal government, in exchange for a share in the budget of about 12.6 percent.


The agreement was included in the draft budget, but political blocs in Parliament reject the agreement, which impedes its passage in Parliament.

Issa pointed out that "there is a good convergence between the two sides regarding the region's share in the general budget," pointing out that the Kurdish delegation presented everything it had during the negotiations conducted in Baghdad, indicating that what remained is due to the Finance Committee in the House of Representatives in preparing the budget.

He continued by saying, "Erbil is satisfied with the text sent by the federal government as part of the agreement between the governments of the region and Baghdad, and there is no other alternative."

Issa said, "If there is a political agreement, the region’s share will be voted on, and conversely if there are political obstacles, it will not be voted on."

The government spokesman announces agreement on all budget paragraphs with the exception of the Kurdistan quota

Cabinet spokesman Hassan Nazim announced today, Tuesday, the agreement on all paragraphs of the federal budget for the fiscal year 2021.

Nazem said, in the weekly press conference, which was followed by the "National News Center", that "all paragraphs of the federal budget for the fiscal year 2021 were agreed upon, except for the paragraph related to the share of the Kurdistan region."

He added, "The budget node is the share of the Kurdistan region."
And on the upcoming visit of the Pope of the Vatican, Pope Francis, to Iraq, Nazem said, "There are complete preparations for the visit of the Pope of the Vatican," stressing that "the visit will be historic."

He revealed, "Hundreds of requests have been received from foreign media to participate in covering the Pope's visit."

Concerning the events that took place in Nasiriyah during the last two days, the government spokesman confirmed, "There is vigorous follow-up from the government to find out the events that took place in Nasiriyah."

He pointed out, "Nasiriyah is on the verge of a set of projects, because it has classified a stricken city in terms of infrastructure."
