The Parliamentary Finance Committee considered, on Tuesday, that the visit of the Kurdish delegation scheduled for today will result in a joint agreement, pointing out that the vote on the budget will be either Thursday or Saturday.
The deputy of the committee, Sherwan Mirza, said that "during the next two days, crucial meetings will be held to finalize the issue of the Kurdistan region’s share of the federal budget for the year 2021, because things have reached the end and it is not permissible to delay the budget any longer."
He added, "All orientations are going to hold a session to vote on the budget either next Thursday or Saturday next week. Therefore, during the next two days, crucial meetings will be held to finalize the draft budget law."
He explained, "There is a great convergence between the negotiating delegation of the Kurdistan Regional Government and the Finance Committee, and I envision that there will be a joint agreement on the Kurdistan region’s share of the budget soon."

On Tuesday, the Parliamentary Finance Committee announced that it had reached a semi-final agreement on the 2021 budget, with the exception of deducting the Kurdistan Region’s share.
The committee said in a statement received by Shafaq News that it sent a letter to the Presidency of Parliament on the fifteenth of this February, in which it stated that it had completed the semi-final draft of the 2021 budget project, and the only outstanding point is the text on the obligations of the Kurdistan Region, which was mentioned in details in Article 11 of the draft law.
She added, "We met with the political blocs of various components to bridge the gap in viewpoints and come up with a consensus on the entirety of the texts contained in that draft, but until now we are awaiting a final form of agreement on the article related to the region." And the committee continued, "From the foregoing, we call on all concerned blocs to speed up their discussions and reach an agreement on what was contained in the draft presented to it." She pointed out that, "despite the attempt by some to mix the papers and attack its members, they have made great efforts to include all the rights of citizens, employees and non-employees, and workers in all sectors and for all components in the draft budget law at the level of certain segments, ministries or governorates to ensure the establishment of service and strategic projects." And to include the rights of workers in the public and private sector."

In the context, a source in the Kurdistan Democratic Bloc revealed that a Kurdish ministerial delegation will head to Baghdad within the next 24 hours to settle the Kurdistan Region’s share in the 2021 budget. The source told Shafaq News that a ministerial delegation from the Kurdistan Regional Government will head to Baghdad within the next 24 hours to agree to settle the region’s share of oil exports, financial revenues, and the region’s proportion in the federal budget law.

On Monday, the Parliamentary Finance Committee revealed that it had handed over the draft Budget Law 2021 to the Presidency of the Parliament without deducting the Kurdistan Region’s share. A source in the committee told Shafaq News, "The Finance Committee handed over the Presidency of the Council of Representatives the draft general budget law for the year 2021 without any deduction or agreement on the Kurdistan region’s share." He pointed out that "the Presidency of Parliament will set a date for voting on the budget law," most likely the date for voting "next Thursday."

The Kurdistan Islamic Union bloc in the Iraqi parliament held Shiite political forces responsible for delaying the vote on the 2021 budget bill.

The head of the bloc, MP Jamal Cougar, told Shafaq News, last Saturday, that "so far, the Shiite political forces have not come up with a solution regarding the Kurdistan Region’s share in the 2021 budget outside the sent government text, so until now we do not know what these forces want exactly? A solution that differs from the other." And he stated that "since the first day of the arrival of the budget law in 2021, there was a dispute within the Shiite house, and the political forces inside this house were the ones who held the matter and delayed the vote on the law, and at the same time they did not present any alternative text regarding the region’s share.

Last December, Baghdad and Erbil reached an agreement on the financial budget, providing for the region to deliver 250,000 barrels of oil per day, and half of the revenues from border crossings and others to the federal government, in exchange for a share in the budget of 12.6%.

The agreement was included in the draft budget, but Shiite political blocs in Parliament rejected the agreement, which impedes its passage in Parliament until now.
