Parliament and the leaders of political blocs intend to pass the budget law, despite the continuing disagreement over the region’s share.
A member of the Parliamentary Finance Committee, Muhammad al-Shabaki said: "The Presidency of the House of Representatives held a meeting with the leaders of political blocs, to resolve differences over the draft budget bill for 2021.
Al-Shabaki confirmed, in a press statement, that "the parliament and the political forces are determined to pass the budget bill for the year 2021 as soon as possible," indicating that "the meeting will witness reaching an agreement and agreeing to resolve differences over the budget, especially with regard to the proportion of the region, as it is the main obstacle in the region." Pass the project. "
In the meantime, a member of the Parliamentary Finance Committee, Ikhlas Al-Dulaimi, confirmed that "there is no agreement on the provision of the region's share in the budget yet," noting that "the Finance Committee, after hard effort, reached the completion of the draft budget law in full, and the remaining minor paragraphs related to the region."
She added that "the text in the budget is binding and conditional, meaning that the region delivers 250 thousand barrels of oil and its non-oil revenues in order to receive in return its share of the budget."
In addition, the Finance Committee ruled out returning the exchange rates of the dollar to what it was in the past, while it indicated that the vote on the budget may be delayed for other weeks.
Committee member Jamal Cougar explained, in an interview with Al-Sabah, that the dollar’s exchange rate had not been restored to what it had been in the past, to that “the current year's budget deficit will increase by 22 trillion dinars if this happens.
He explained, "The committee is also afraid of returning the budget materials in full after they were formulated according to the current exchange rates of the dollar," stressing that "citizens will lose confidence in the central bank and will confuse the market again."
For his part, a member of Parliament, Fadel Jaber Al-Fatlawi, said, "The approval of the budget will take weeks because of the differences between the center and the region."
He told Al-Sabah: "It was expected that he would vote on the budget during this week, but the persistence of differences between the center and the region is what will cause it to be delayed for several weeks."
And, "the region's resources of crude oil and border crossings are the two main reasons for not voting on the budget until now."
Al-Fatlawi ruled out "the existence of any tendency to block this year's budget, as happened in the budget of last year."
