Commission held the fourth meeting of the heads and members of the committees in charge of implementing the recommendations guiding the United Nations Convention against Corruption, and the meeting agreed on the importance of following up the remainder of the work of these committees and install an administrative mechanism for the completion of the formation of ISAR specialized to respond to the comprehensive assessment, according to the workshop held in Amman in 2009.

The President of the Commission on Public Integrity Judge Alaa Jawad in his speech the importance that takes Iraq location right in these international forums as it confirms its ability to respond to the requirements of the Convention UN anti-corruption by documenting and clarifying all legal proceedings in the legislative, executive and applications of regulatory bodies to confirm the qualitative Ban This response promising a well-established fact for the professionalism of the Iraqi state to accomplish all that is required of them in this area.


On the agenda of the meeting discussed the response center to the requirements of the recommendations Iraqi pilot and what had been done and follow the rest, where the meeting discussed the work of the Committee in charge of implementing the recommendation No. 24 of the pilot and recommendations for the adoption of the principle of transparency and control over the financing of political parties and electoral campaigns.

He also discussed the implementation of Recommendation No. 29 of the recommendations relating to the preparation of the law encourages the news and the provision of information and cooperation with the investigative and judicial oversight as to provide protection to witnesses and informants, victims and experts.

The discussion took place to implement the recommendation No. 14 to work on the revision of curricula to ensure awareness against corruption and the development of educational system, and recommendation No. 19 to put the criteria for determining positions most susceptible to corruption, and Recommendation No. 11 for the preparation of programs for the collection of legal texts on anti-corruption.

The Committee discussed the specialized implementation of Recommendation No. 4 to prepare a draft law right of access to information and read at the meeting the initial draft of this law, and agreed to distribute it to members of committees with the aim of developing the project with a view to taking the constitutional procedures for the legislation.

As was discussed implementation of recommendations 5 and 7 of the recommendations pilot activating the role of the House of Representatives in the control, and recommendations 25, 26 and 27 on the work to develop the legal framework for codes of conduct into line with United Nations standards of fairness and transparency in order to support national stakeholders in accountability for violating rules of conduct functional and capacity building and increase its effectiveness, as well as activating the role of the Integrity Commission in spreading awareness programs and public education for staff and stakeholders of the importance of the role played by codes of conduct and literature of the profession in the prevention of corruption, through the development of a plan to support and train cadres of the integrity-based initiation system financial disclosure.

The meeting agreed on the importance of implementing Recommendation No. 9 of recommendations guiding conduct periodic evaluation of the implementation of national policies and plans for the fight against corruption, and the importance of giving this up significance commensurate with the truth of responding Iraqi requirements for implementation of this international convention correctly, and the transfer of this experiment documentation media appropriate through delegations Iraqi participating in all international forums related to the application of standards of integrity and transparency.
