Parliamentary
Legal Committee confirmed that the laws stalled in the House of
Representatives, due to lack of consensus on them, will take its way to
the legislation by a majority vote.

A
member of the Committee MP Hassoun Fatlawi "The success of the
parliament to overcome the way the political consensus that has
contributed to disable many of the laws will be the impetus to pass more
legislation and laws in the same way, which broadly for future sessions
of the parliament."

He
added that "all laws that do not require a two-thirds majority would be
passed by a simple majority vote (half plus one) without having to wait
for the political consensus that has crippled much of the legislation
and important laws."
He
Fatlawi that "the process of political consensus and unanimity is very
important, but when they are disruptive to spin the wheel of life and
state agencies and institutions become important compatibility less and
should work vote majority because a global system was stated by the
Constitution and the law, which did not refer to the process of
political consensus in the legislation of laws."

And
objected to the Kurdistan Regional Government, on approving the budget
in a way that majority, accusing the blocks that voted on the law as
"aborted the principle of national consensus and real partnership in
power."

The
House voted, Thursday, the federal budget law for the year 2013, in the
absence of members of the Kurdistan Alliance and the number of members
of the Iraqi List, after he could not find a solution to the contentious
points in the budget, including the mechanism to pay dues to oil
companies operating in the Kurdistan region.
