He added that private banks are not commercial operations at a time when their work is commercially stressing the need to enable them to do their part , as in other surrounding countries .

Wishing on the Council of State to be seen these laws in a scientific manner is especially true in regards to the Banking Act, believing it to be primarily responsible for the deterioration of the banking services.

The parliamentary Economic Committee had stressed the need for Iraq to foreign banks with the character of an investment to support the investment process in the country , pointing out that the Iraqi environment need to Banks advanced with a capital of high and be of the nature of an investment for the support of the investment process and economic development in the country .
