He hinted that the budget is a plan future use as a planning tool designed to control and optimal use of the potential of physical and human development and the maximum amount of resources to achieve the progress of society , as well as being a means of performance evaluation by comparing planned and executed .
He noted that one of the federal budget is the first of the Iraqi economy because the clauses governing all walks of joints economy and more than two-thirds of GDP is public sector and either the remaining third is representing the private sector , which depends on the liquidity of the public sector ( as institutions and individuals ) .
