The proposal included the second commitment of the leadership of the provincial government to deliver 400 000 barrels of oil per day , according to the agreement previously , and if the number had fallen for the agreed amount will be deducted from the differences in the proportion of the provincial budget .

While the third proposal suggests that the government take over the process of extracting and exporting oil from the region, like the rest of the oil-producing provinces , and that the government is committed to provide all the benefits mandated by provincial law .
