If it was not agreed upon "WHY" is the HoR putting it on the agenda for next Sunday for the First read and the Second read on next Tuesday?
Because that is one of the issues why it did not get a read yet!

Twilight News / announced the Kurdistan Regional Government, Sunday, it did not reach so far to deal with Baghdad on the export of oil through the region, Iraqi National Oil Company "Sumo", despite the announcement of the Deputy Prime Minister for Energy Hussain al-Shahristani for agreement on the matter.

He said the Arbil by the Coordinator of the provincial government in Baghdad and the Ministry of Finance to provide the federal government with the information required.
The press reports have quoted on Saturday, Deputy Prime Minister of the Federal Energy Affairs Hussain al-Shahristani as saying that Baghdad and Erbil have reached a joint agreement on the export of oil through the region, the national oil marketing company "Sumo".
