Moussawi: Parliament ended, according to the constitution and wait for a special session to approve the budget

Announced the MP for the coalition of state law, Samira al-Moussawi, on Thursday, that the Council of Representatives is over, according to the text of the Constitution and the rules of procedure of the House of Representatives, and as shown that in the case of agreement on the budget will determine a special session, it suggested to postpone approval to after the election.

Musawi said in an interview for "Alsumaria News", that "the Council of Representatives ended on the 5 of this April, according to the constitution and rules of procedure of Parliament," indicating that "the agreements and political compromises of the blocks are controlled by the approval of the draft budget."

She said al-Moussawi, said, "In case of agreement to read and approve the budget, will identify special session of parliament," pointing to "the difficulty of approving the budget in light of the political conflicts around the election."

And suggested al-Moussawi, "postpone the adoption of the federal budget to after the parliamentary elections," pointing out that "the First Deputy Speaker of Parliament Qusay al-Suhail tried more than once to end differences on the budget, but the quartet under his leadership failed to reach win-win solutions between the Governments of the center and the region."

The MP for the coalition united to repair Haidar al-Mulla said, in the April 12, 2014, that he can not pass the budget bill before the next parliamentary elections, pointing out that the 30 deputies of the united will attend the parliament in the event will provide for approving the budget.

He also affirmed the decision of Parliament Muhammad Khalidi, that the resumption of parliamentary sessions linked agreement of the political blocs on the budget, as pointed out that in case of failure to reach an agreement on the budget will be held those meetings after the elections of the House of Representatives.

It is noteworthy that the general budget of the state, has become the stuff of debate and an exchange of accusations between the political blocs all, they are still languishing in the corridors of the House of Representatives, and did not complete the readings since it was approved by the Council of Ministers (January 15, 2014).
