A member of the parliamentary Finance Committee MP for the Liberal bloc Magda al-Tamimi , confirmed the impossibility of implementing any project during the remaining period of the current year , even if approved budget .

Tamimi said in a press statement , "We are with that there will be a solution with the Kurdistan region , but in the Finance Committee us other accounts ."

She explained that " if they approved the budget in the fifth month of the current year , we need a month to be published in the Official Gazette , and another month for the release of funds by the Ministry of Finance ," asking, " What are the remaining period of the bodies is related to the Ministry to be able to announce the projects ? " , noting that " the remaining period of any entity that is impossible to implement even a small part of the project, which will begin doing."

Al-Tamimi confirmed that " the government should continue its meetings not be interrupted , not with the approaching vote on the budget negotiations start and stop as soon as passed to remain stuck differences ."

She pointed out that "the situation will remain regardless 1 of 12 for the side operational no more, the difficulty of the implementation of projects for this year ," indicating that " the Ministry of Finance disbursed salaries this month , because the validity of the Council of Ministers paydays and increases related to retirees ."

In addition, said MP for the coalition of state law, Samira al-Moussawi said the House of Representatives , which is the body responsible for approving the budget law , is legally terminated , basing this on what the text of the Constitution and the rules of procedure of the House of Representatives , as saying .

Musawi said in an interview , that " the Council of Representatives ended the day 5 of this April , according to the constitution and rules of procedure of Parliament ," indicating that "the agreements and political compromises of the blocks are in control of the approval of the draft budget ."

She added that "if the agreement to read and approve the budget , will identify special session of parliament ," pointing to " the difficulty of approving the budget in light of the political conflicts around the election."

And suggested al-Moussawi, " postpone the adoption of the federal budget until after the parliamentary elections ."

It is noteworthy that the general budget of the state, has become the stuff of debate and an exchange of accusations between the political blocs all , they are still languishing in the corridors of the House of Representatives , and did not complete the readings since it was approved by the Council of Ministers ( January 15, 2014 ) .
